On Steam, add -debug_mode to Europa Universalis V’s launch options, then start the game. Debug mode and opening the console are separate steps: use the console key currently assigned in the game’s input settings.
Enable debug mode on Steam
- Open your Steam Library and right-click Europa Universalis V.
- Select Properties.
- In the Launch Options field, enter
-debug_mode. - Close the Properties window and launch the game.

Open the console after launching
Once the game is running, press the key assigned to the console in the game’s input settings. A Steam discussion reports using the tilde key (~), but the key can differ with the binding or keyboard layout. If tilde does not open the console, check the current in-game binding rather than assuming the same key works on every keyboard.
Use a non-Steam installation
A community guide reports an alternative: create a shortcut to the game executable and append -debug_mode to the shortcut’s target. This is a reported workaround, not verified guidance for every non-Steam storefront or launcher; the exact executable location and shortcut behavior may vary.

What is not established
Available EU5-specific information does not establish whether debug mode affects achievement eligibility or multiplayer. Steam lists achievements for Europa Universalis V, but that listing does not explain the effect of launching with debug mode. Do not assume either that achievements remain available or that debug mode disables them.
