The game normally creates the file, so you do not need to download it separately. If it is missing, launch the game to let it regenerate; if the Mods folder itself is missing, create it first.
Find resource.cfg in the user Mods folder

Documents > Electronic Arts > The Sims 4 > Mods. - Look for
resource.cfgdirectly insideMods. It is a file, not a folder or a mod to install.
Use the Sims 4 folder in your Documents user data location, not the game’s program installation folder. EA’s mod installation guide identifies the Sims 4 folder under Electronic Arts and says to create a Mods folder if it is missing. EA community support gives the full path and explains that the game can recreate resource.cfg when launched: EA community support guidance.

What to do if the file or folder is missing
The Mods folder is missing
Create a folder named Mods inside Documents > Electronic Arts > The Sims 4. EA’s installation instructions say to create the folder if it is not there.
The Mods folder exists, but resource.cfg does not
Launch The Sims 4. EA community support says the game can regenerate the missing file. There is no need to fetch a separate copy from a download site.

Both are present
Leave resource.cfg alone for routine mod setup. EA community support also says older instructions to edit it to allow ordinary Mods subfolders are no longer needed; that is support guidance rather than a technical specification on EA’s installation page.
Install a mod after locating the file
- Download the mod from a creator you trust, and follow that creator’s installation instructions.
- If the download is a
.zipor.rararchive, extract it before installing. - Move the extracted mod file into
Documents > Electronic Arts > The Sims 4 > Mods. - In the game, open Game Options > Other and enable Enable Custom Content and Mods.
- Relaunch the game for the setting to take effect.

If installed mods do not appear
- Check that the extracted files are in the user Mods folder, rather than the game’s installation directory.
- Confirm Enable Custom Content and Mods is on under Game Options > Other, then relaunch.
- Check the creator’s directions for any mod-specific installation requirements.
EA says downloadable mods are available for PC and Mac, not PlayStation or Xbox. Its current instructions are on the EA Help page for Sims 4 mods and custom content.
