Start by checking whether your PC meets the game’s requirements, then troubleshoot the layer that matches the symptom: Windows or graphics drivers, launcher files, security software, or graphics load. These steps are diagnostic, not a guaranteed fix; record your hardware, settings, driver, and the scene where the problem occurs so you can tell whether a change helped.
Record the problem before changing settings
Write down your Windows version; CPU; GPU and VRAM; RAM; whether the game is installed on an SSD; graphics-driver version; storefront; graphics settings; and the exact symptom. For a crash or stutter, note the scene, action, and approximate time that trigger it. Change one thing at a time and retest the same situation: changing several settings together makes it harder to identify the cause.
Check your PC against the listed requirements
Steam’s listing, accessed October 4, 2026, specifies Windows 11 64-bit, DirectX 12, 16 GB RAM, and an SSD. It lists these hardware tiers and performance targets:

Both targets are from the Steam requirements listing, which warns that frame rate may drop under high processing load. Treat the targets as listed specifications, not a promise that every scene will hold the stated rate. If your PC meets minimum but not recommended specifications, first test lower graphics settings rather than assuming one component must be replaced. The listing requires an SSD, so confirm the installation is on one before investigating other causes.

Identify which symptom you have
- The game will not start: focus first on launcher file verification, Windows compatibility mode, driver and Windows updates, and narrowly scoped security-software checks.
- The game crashes during play: record the scene and trigger, update Windows and the graphics driver, verify the game files, and preserve the crash report for support.
- Frame rate is consistently low: compare your hardware with the requirements, reduce graphics load, and check whether a vendor has documented an issue for your exact GPU and settings.
- Stuttering or intermittent hitching: distinguish brief irregular pauses from a frame rate that stays low. The official guidance cited here does not establish a universal setting that resolves stuttering, so test changes individually and note when each hitch occurs.
Update Windows and your graphics driver
- Install available Windows updates, then restart if Windows requests it.
- Get the current driver for your GPU from its manufacturer—NVIDIA, AMD, or Intel—rather than relying on an old driver number from a past troubleshooting post.
- Restart Windows after installing the graphics driver, then retest the game.
Capcom’s PC troubleshooting guidance recommends current Windows updates and graphics drivers. If an ordinary update does not resolve the problem, Capcom describes clean driver installation using DDU. DDU is a third-party utility, not Capcom software; it is an optional next step, not a routine requirement. Follow the utility’s own instructions and install the appropriate driver afterward. Driver incidents and fixes can change: NVIDIA’s March 2, 2026 Game Ready announcement described a previously reported driver issue as resolved in a later release, so check current vendor release information instead of treating a historical version as a universal answer.
Verify files and check compatibility mode
Use the repair or verification option in the launcher that owns your installation. The menu names and file locations differ by storefront; do not apply Epic’s paths to a Steam installation or vice versa.

Epic Games Store
Capcom’s Epic instructions direct players to verify the installation through the Epic library. They also recommend disabling Windows compatibility mode for the game executable if it is enabled. Open the executable’s Properties, select the Compatibility tab, and clear any compatibility-mode option that has been set for it.
Steam
Use Steam’s own installed-game verification feature, then check whether compatibility mode is enabled for re9.exe and disable it if so. Capcom’s Steam troubleshooting thread gives this compatibility advice. Keep the repair action within the launcher where the game is installed.

Check security software without disabling protection
Capcom notes that false-positive detections can contribute to launch problems or frame-rate drops. Check your security software’s detection history and, if appropriate, add only the specific game and launcher files or folders to its exclusion list. If an existing exclusion may be stale, Capcom suggests removing and re-adding that entry. Do not turn off antivirus or firewall protection wholesale, and do not exclude unrelated folders. The exact files depend on the launcher and installation path.
Reduce graphics load and test one change at a time
If your hardware is below Steam’s recommended tier, lower graphics settings and compare performance in the same scene. If performance improves, restore settings selectively to identify which change matters on your PC. This is a way to isolate load, not evidence that one particular setting fixes every system. A persistently low frame rate and intermittent stutter are different observations; note which one you see rather than describing both simply as “slow.”

Intel Arc A770 at 1440p maximum settings
Intel’s support article, last reviewed June 25, 2026, identifies a specific Arc A-series performance issue: Arc A770 users at 1440p maximum settings may see 40–50 FPS rather than the expected 60+ FPS. Intel calls it a known issue and offers no fix in that article. This applies to that stated GPU and settings context; it does not establish the cause of low frame rates on other hardware. For a recurring crash, Capcom says the game’s CrashReport folder usually contains a timestamped ZIP. Keep the report closest in time to the crash. When reporting the issue to Capcom or your storefront’s official support route, include:

- Windows and graphics-driver versions, plus graphics settings.
- The scene, time, and exact steps that reproduce the crash or stutter, if known.
- Whether restarting changes the symptom, and a screenshot or video if it helps show the problem.
Capcom’s guidance also says to provide a copy of config.ini when requested. Its support instructions explain crash-report handling; the official Steam troubleshooting thread provides the Steam-side reporting route.
