How to Fix Low FPS When Gaming on Windows 11

Find the real cause of low FPS on Windows 11, then apply targeted fixes for GPU limits, CPU bottlenecks, drivers, laptop power modes, stutter, overheating, and background conflicts.

The reliable way to fix low FPS in Windows 11 is to find the bottleneck first. Measure the same game scene, determine whether the CPU, GPU, memory, temperatures, power settings, driver, or background software is limiting performance, then change one relevant setting at a time. Avoid registry hacks and “FPS booster” utilities: no single Windows 11 switch can correct every low-FPS problem.

First, identify what kind of problem you have

“Low FPS” can describe several different symptoms:

Symptom What it usually means
Low average FPS The game is consistently rendering too slowly.
Sudden FPS drops Performance is normally acceptable but falls during demanding scenes, loading, or background activity.
Stutter or poor 1% lows Frames arrive unevenly. Average FPS may look good while individual frames take much longer.
Input lag Controls feel delayed. This is a latency problem, not necessarily a rendering-FPS problem.
Screen tearing The display is showing parts of multiple frames because synchronization is not working as intended.
Network lag Players or objects rubber-band or fail to respond despite locally high FPS. Graphics settings will not fix an internet connection problem.

Measure before changing settings

Use the game’s built-in benchmark where available, or choose one repeatable demanding scene. Keep the resolution, graphics preset, display mode, and other settings unchanged while testing each variable. Restart the game between tests and record:

  • Average FPS and the frame-time graph.
  • 1% lows or other low-percentile results, if your monitoring tool provides them.
  • GPU and CPU utilization, clocks, temperature, and power.
  • VRAM and system RAM usage.
  • Whether performance worsens after several minutes.

NVIDIA FrameView can report FPS, 1% lows, latency, and utilization information. The commands dxdiag, msinfo32, and perfmon /rel are also useful for collecting system, driver, and reliability information; they are diagnostic tools, not performance fixes.

Check the GPU, charger, resolution, and refresh rate

Assign the game to the dedicated GPU

This is one of the highest-value checks on laptops and other hybrid-graphics systems.

  1. Open Settings > System > Display > Graphics.
  2. Select the game from the app list. Add its executable if necessary.
  3. Choose Options.
  4. Select High performance, then choose Save.
  5. Restart the game.

Windows may show Let Windows decide, Power saving, and High performance; available choices vary by hardware and driver. On a desktop, also check that the monitor cable is connected to the discrete graphics card rather than the motherboard video output. That connection check is worthwhile, but it is not a guaranteed diagnosis for every low-FPS case.

Test a laptop while plugged in

Use the correct AC adapter and inspect the laptop manufacturer’s control software. Silent, balanced, performance, or turbo profiles may alter fan curves, CPU/GPU power limits, or hybrid-graphics behavior. Battery operation and an underpowered or incorrect charger can substantially reduce performance.

Verify Windows resolution and refresh rate

  1. Open Settings > System > Display > Advanced display.
  2. Select the intended monitor.
  3. Choose the highest supported refresh rate that the display and connection can reliably use.
  4. Confirm that the game is using the intended resolution and display.

A high-refresh monitor does not create additional FPS; it can only display frames the PC renders. For FreeSync, G-SYNC, or Adaptive-Sync, enable the feature in the monitor and driver, then test the game’s V-sync and Windows VRR behavior individually. Microsoft documents refresh-rate settings and Windows graphics and VRR behavior.

Apply the safest Windows 11 fixes

Update Windows and the right driver

  1. Install available updates through Settings > Windows Update.
  2. Check Windows Update > Advanced options > Optional updates for optional drivers.
  3. Check the official driver page for your GPU: NVIDIA, AMD, or Intel.
  4. On a laptop, check the manufacturer’s support page too. OEM drivers may include device-specific power, display, mux-switch, or hybrid-graphics support.

Windows Update provides recommended drivers but does not automatically install every optional driver. Also, the newest driver is not always the fastest for a particular game. If the problem began immediately after a driver or Windows update, note the date and test a rollback instead of repeatedly installing optimization software. Microsoft documents display-driver update, rollback, and uninstall paths in its display troubleshooting guidance.

Set an appropriate power mode

For a desktop or plugged-in laptop, open Settings > System > Power & battery > Power mode and choose Best performance if available. This helps only when power management is limiting the hardware. It uses more electricity, drains batteries faster, and can increase heat and fan noise. Microsoft outlines these trade-offs in its Windows performance guidance.

Turn on Game Mode, but keep expectations realistic

Open Settings > Gaming > Game Mode, turn it on, restart the game, and compare the same scene. Game Mode can help some systems prioritize gaming and background activity, but it will not repair a bad driver, overheating, a weak GPU, or an unsuitable graphics preset. Epic includes Game Mode in its Fortnite PC performance troubleshooting, but results vary by hardware and workload.

Close recognized background programs and overlays

Press Ctrl + Shift + Esc to open Task Manager. Check Processes and Performance for heavy CPU, memory, GPU, disk, or network activity. Under Startup apps, disable unnecessary programs and restart.

Test overlays one at a time: Xbox Game Bar, Discord, Steam, NVIDIA or AMD overlays, Intel overlays, MSI Afterburner/RivaTuner, recording tools, RGB utilities, fan-control software, and peripheral suites. Disabling an overlay may remove recording, chat, monitoring, or screenshot features. Do not permanently disable antivirus or other security protections; use only a targeted, temporary game exclusion when appropriate and understand the security trade-off.

Check storage

Low free storage and heavy disk activity can worsen loading, paging, and asset streaming. Remove unnecessary files using Windows storage tools and close applications that are consuming memory. Microsoft lists low free storage, startup applications, outdated software, and background activity among causes of poor PC performance.

Configure Windows Graphics settings

Test Optimizations for windowed games

For compatible DirectX 10 and DirectX 11 games running windowed or borderless, open Settings > System > Display > Graphics and enable Optimizations for windowed games. Restart the game and compare borderless with exclusive fullscreen.

Microsoft says this feature uses a newer flip-model presentation path and can support lower latency, Auto HDR, and VRR on compatible systems. It is not a universal FPS booster and may not materially affect exclusive-fullscreen games or DirectX 12 titles. If a game stutters afterward, disable the feature for that game through its per-app Graphics options. Also test Auto HDR and the game’s available renderer, such as DX11 versus DX12, separately. Test Hardware-accelerated GPU scheduling

Open Settings > System > Display > Graphics, then open Change default graphics settings or the equivalent advanced page. Test Hardware-accelerated GPU scheduling on and off, restarting Windows after each change. Use the same scene and settings for both runs.

Microsoft explains that HAGS is available only with supported hardware and drivers and can move much of GPU scheduling work from the CPU. Its effect on FPS and frame pacing is hardware-, driver-, and game-dependent: it may help, hurt, or make no meaningful difference.

You can quickly reset the graphics driver with Windows + Ctrl + Shift + B. The screen may briefly flicker. This is a recovery shortcut, not a permanent performance fix.

Change in-game settings according to the bottleneck

When the GPU is nearly full

If GPU utilization stays around 95–100% during the problem, lower the settings that consume GPU time:

  • Resolution or render scale.
  • Ray tracing and path tracing.
  • Shadows, global illumination, reflections, volumetrics, fog, and clouds.
  • Anti-aliasing and other expensive post-processing.

DLSS, FSR, or XeSS can improve performance by rendering internally at a lower resolution, with possible softness, ghosting, or shimmering. Frame generation can increase displayed FPS where supported, but it does not remove base-render latency and can introduce artifacts. Lowering textures may help when VRAM is nearly full, but it is not usually the first response to a simple GPU-compute limit.

When the CPU is limiting performance

If GPU usage is low while one or more CPU cores are saturated, lowering resolution may do little. Reduce view distance, crowd density, simulation, physics, foliage density, and other CPU-heavy settings. Close unnecessary background software and check whether a frame cap, V-sync, or game-engine limit is keeping GPU usage low.

When memory is the problem

Nearly full VRAM often calls for lower texture quality and high-resolution asset settings; restart the game if necessary. Nearly full system RAM combined with high disk activity suggests paging or memory pressure. Close applications, reduce background load, and consider a RAM upgrade only if the limitation is consistently reproduced. More RAM will not fix a GPU-bound game.

Use an FPS cap for consistency

An FPS cap does not raise maximum FPS. It can reduce frame-time variation, heat, power use, and oscillation between heavily loaded and lightly loaded states. It is especially useful with VRR or when the system cannot sustain its peak rate in demanding scenes.

Choose a cap based on the stable FPS measured during difficult gameplay, not the much higher number shown in menus. Driver-level caps are available in utilities such as NVIDIA Control Panel; NVIDIA documents application graphics settings and Max Frame Rate.

Check for overheating or power throttling

Monitor the system during a repeatable demanding scene rather than guessing. Record GPU and CPU temperature, utilization, clock speed, power, VRAM, RAM, and frame times.

Thermal or power throttling is likely when FPS is good immediately after launch but declines after 10–20 minutes, clocks fall under sustained load, or utilization drops while temperature or power limits are reached. A laptop on a soft surface, blocked vents, dust, a failed fan, or an unsuitable performance profile can contribute. Do not disable thermal protections or apply aggressive overclocks, undervolts, BIOS changes, or registry tweaks as standard fixes. For a device under warranty, use the manufacturer or a qualified technician, particularly if cleaning or thermal-service work is required.

Fix driver and game-specific problems

If every game is affected

Prioritize GPU assignment, laptop power and charger behavior, driver corruption or regression, background applications, thermal throttling, RAM and storage pressure, display configuration, and possible hardware failure. If ordinary updates do not help, perform a clean installation using the GPU manufacturer’s official installer. Third-party driver-cleaning tools are not mandatory and should be used only with great care.

If only one game is affected

  • Verify or repair the game files in its launcher.
  • Reset the game’s graphics configuration.
  • Disable mods, injectors, ReShade, and third-party overlays.
  • Test another renderer, such as DX11 or DX12, if offered.
  • Test a new save or less demanding area.
  • Delete or rename shader-cache or configuration files only when the game developer documents that procedure.
  • Check the developer’s official support page and known-issues list.

Shader compilation can cause temporary or recurring stutter, especially after a driver or game update. Do not assume that deleting a cache is harmless or universally useful.

If the problem began after an update

  1. Record the exact Windows, driver, or game-patch date.
  2. Reproduce the issue in the same scene.
  3. Roll back the display driver if Windows provides the option.
  4. Otherwise install the previous known-good driver from the GPU manufacturer.
  5. Restore any graphics settings changed by the game update.
  6. Report the issue to the game or GPU vendor with system details and logs.

Use a clean boot to isolate conflicts

A clean boot is useful when FPS is poor across multiple games, the issue began after installing utilities, or closing overlays has helped. It is a diagnostic state, not a permanent gaming configuration.

  1. Search for and open msconfig.
  2. On Services, select Hide all Microsoft services.
  3. Select Disable all.
  4. Open Task Manager from the Startup tab and disable enabled startup items.
  5. Restart and test the same game scene.
  6. Re-enable services and startup items in batches to identify the conflict.
  7. When finished, restore Normal startup in System Configuration.

Microsoft’s clean-boot procedure warns that this state can temporarily remove functionality. Do not leave essential services disabled.

When Windows tweaks cannot solve the problem

Software changes cannot make an older or failing component meet a demanding game’s requirements. A confirmed GPU-bound desktop may need a GPU upgrade; a CPU-bound simulation or high-refresh game may need a CPU/platform upgrade. More RAM is appropriate when system memory is repeatedly exhausted, while an SSD mainly improves loading and may help asset streaming—it is not a general rendering-FPS upgrade. A cooling solution or service is justified only when monitoring demonstrates thermal throttling.

Before buying hardware, match the upgrade to the measured bottleneck, target resolution and FPS, game requirements, power supply, case clearance, laptop compatibility, and budget. For laptops, manufacturer service or warranty support is often safer than opening the device.

Quick decision tree

  • Only one game is slow: repair files, reset settings, disable mods and overlays, test the renderer, and check the game’s support page.
  • Every game became slow after a driver update: roll back or clean-install a known-good driver.
  • It happens only on battery: connect the correct charger and inspect the laptop’s performance profile.
  • FPS falls after sustained play: monitor temperatures, clocks, and power limits for throttling.
  • GPU is near 100%: lower GPU-heavy settings or use upscaling.
  • GPU is low and a CPU core is saturated: reduce CPU-heavy settings and background load.
  • Average FPS is fine but the game hitches: examine frame times, overlays, VRR, display mode, shader behavior, storage, and driver changes.

What not to do

  • Do not install multiple “FPS booster” or registry-cleaner programs.
  • Do not disable Windows security features permanently.
  • Do not disable every Windows service or change undocumented registry values as a first step.
  • Do not assume every control-panel option should be set to maximum performance.
  • Do not use unofficial DLL replacements, injectors, or optimization scripts with anti-cheat games.
  • Do not treat a menu or empty area as representative gameplay.
  • Do not assume 100% GPU usage indicates a defective GPU; it usually indicates a GPU-limited workload.

Frequently Asked Questions

Does Windows 11 reduce gaming FPS?

Windows 11 itself is not a universal FPS penalty. Low performance can result from a driver regression, power mode, background process, display setting, game update, thermal limit, or hardware bottleneck.

Should HAGS be on or off?

Test both settings with the same game scene and restart Windows after changing it. HAGS is hardware- and driver-dependent, so neither setting is universally fastest.

Will an SSD increase FPS?

Usually not. An SSD primarily improves loading and may help asset streaming; it does not generally increase rendering FPS.

Why is GPU usage low in a game?

A CPU limit, frame cap, V-sync, loading activity, synchronization issue, or background process can all keep GPU usage low. Check CPU-core usage and frame-time data before changing GPU settings.
