Steam may be unpacking, patching, verifying, or writing game files, so first compare its network and disk activity. If both stop for several minutes, work through the connection and client checks below, starting with the least disruptive.
Check whether Steam is still processing files
- Open Steam and select View > Downloads, or open Downloads from the client.
- Watch the network and disk indicators for a few minutes. Note whether Steam says downloading, installing, patching, verifying, or queued, and whether the remaining time changes.
- If network activity is at zero but disk or CPU activity continues, give Steam time to finish processing before interrupting it.
Steam can download compressed data in bursts, then spend time applying an update to files already on your drive. Installation work can also be CPU- and disk-intensive, which may limit the rate Steam reports. Steam Deck installations can be affected by SD-card write speed as well. See Steam’s explanation of download and installation performance.
A brief zero reading during an update is different from a persistent stall. Investigate when network and disk activity both stop, progress does not change for several minutes, or the download repeatedly fails to resume. An HDD, external drive, SD card, nearly full drive, or drive reporting errors can all slow local file work; a zero network graph alone does not prove the drive is faulty.
Try the quick, low-risk fixes
Pause and resume
- Open Steam’s Downloads page.
- Pause the affected download and wait several seconds.
- Resume it and check whether network activity returns.
Exit and reopen Steam
- Pause the download if Steam is responding.
- Select Steam > Exit.
- Make sure Steam has closed in the system tray or Task Manager, then reopen it and resume the download.
If Steam is frozen, let active disk work finish where possible before ending Steam processes. Restarting your computer or router is also reasonable when other apps have lost connectivity or Wi-Fi is unstable; it resets the connection but is not a guaranteed Steam-specific fix.

Close bandwidth-heavy apps and games while testing. Steam may automatically pause downloads when you launch a game; its behavior is described in Steam’s download-pausing guidance.
Check Steam’s download limits and schedule
- Open Steam > Settings > Downloads.
- Turn off Limit download speed unless you intentionally set a cap.
- Disable any option that throttles downloads while streaming, if shown, and check whether downloads are scheduled or restricted.
- Apply changes and resume the download.
Steam exposes download-rate controls in Downloads settings; details are in its download-rate support page. Labels and placement can vary between Windows, macOS, Steam Deck, and client versions.
Check whether the speed is actually low
Internet plans usually advertise megabits per second (Mbps), while Steam may show megabytes per second (MB/s or MBps). One byte is eight bits, so multiply Steam’s MB/s figure by eight to compare it roughly with Mbps: 25 MB/s is about 200 Mbps. Steam explains the conversion in its speed and units guidance.

A computer’s network-link speed can describe the connection between the computer and router, not actual internet throughput. And a browser speed test is a comparison, not a promise that Steam will sustain the same rate: server conditions, Wi-Fi, other traffic, CPU work, and storage can all affect the result.
Try another nearby download region
- Open Steam > Settings > Downloads.
- Under Download Region, select your region or another nearby one.
- Resume or restart the download and compare performance.
- If needed, test nearby regions one at a time; return to your usual region later if conditions change.
Steam recommends choosing a nearby region and trying the next-nearest one if necessary. Its content servers are geographically distributed, but a nearby server can be temporarily congested, so compare rather than assuming the farthest or most popular option is best. Clear Steam’s download cache
- Open Steam > Settings > Downloads.
- Select Clear Download Cache and confirm.
- Sign in again if prompted, then resume the download.
This resets locally stored download-related data for Steam to retrieve again. It can interrupt downloads and require another sign-in, but it is not the same as deleting your Steam installation or game library. It will not fix a failing drive, congested Wi-Fi, or overloaded content server by itself. Steam documents the process at Clear Download Cache.

Check the library drive and game files
When the network graph drops but disk activity remains high, inspect the Steam library drive before changing network settings:
- Check disk activity and available free space in your operating system’s activity monitor or Task Manager.
- Note whether the library is on an HDD, external drive, network share, or SD card. A slow or intermittently disconnecting device can delay writes.
- Look for drive errors, overheating, or unusually low throughput. Large updates may need temporary working space beyond the displayed download size; the amount varies by game and update.
- Check whether antivirus is scanning Steam’s temporary files. Prefer an allowed-app exception or brief controlled test over leaving protection disabled.
If Steam repeatedly stops while writing or reports library permissions or storage problems, use the library-storage management screen to repair the affected folder. A third-party procedure gives the path as Steam > Settings > Downloads, open library-folder management, right-click the folder, then choose Repair Library Folder; menu placement can change. If only one game is affected, verify that game’s files: open Library, right-click the game, choose Properties, open the installed-files or local-files section, then select Verify integrity of game files or the equivalent current label. This is more relevant to a single damaged installation than to a system-wide download stall. See Steam’s installation troubleshooting guidance.

Separate a Steam problem from a network problem
Test another service or download, compare Wi-Fi with Ethernet, and, where practical, briefly try another network such as a phone hotspot. If available, compare Wi-Fi bands, including 5 GHz. Steam’s network guidance recommends wired testing where possible and notes that wireless and powerline connections can be affected by interference.
- All services are slow: investigate the router, Wi-Fi, household traffic, or ISP connection.
- Other services are fine but every Steam download is slow: prioritize Steam’s region, limits, cache, security filtering, VPN or proxy, and possible Steam-side conditions.
- Only one game is affected: test another Steam download and verify that game’s files before changing system-wide network settings.
- Steam works on another network: the original router, ISP, DNS, firewall, or network policy may be involved.
Update security software and allow Steam through its app or firewall controls. VPNs and proxies can add latency, reduce throughput, or affect routing; compare with them off and on only as a diagnostic test, not as a default speed fix. Do not leave antivirus or firewall protection disabled.
School, workplace, hotel, and university networks may restrict Steam traffic. Steam notes that some university networks and proxies block required ports, which cannot simply be remapped to HTTP or an arbitrary range. Ask the network administrator rather than repeatedly reinstalling the client. See Steam’s network and port guidance.

Investigate recurring slowdowns by time of day
If the stall tends to happen at the same hours, record when it occurs and compare Steam with other services at a different time. Steam says time-specific connection problems can indicate ISP blocking or traffic shaping, but timing alone does not prove that: household traffic, local Wi-Fi congestion, or regional content-server load can produce a similar pattern. Contact your ISP after comparing more than one service and, if possible, another network. Steam’s network troubleshooting page discusses time-dependent problems.
Optional Windows network reset
Only try these commands when the evidence points to a local network or name-resolution problem, not when Steam is busy writing files. In Command Prompt, run:
ipconfig /flushdns
ipconfig /release
ipconfig /renew
These refresh local DNS and network configuration; they cannot fix a disk bottleneck or an overloaded Steam content server. Avoid arbitrary registry or TCP changes, disabling IPv6, deleting Steam cache folders manually, or port forwarding as routine speed fixes.
When to escalate or reinstall
- Steam alone fails across multiple networks and games: contact Steam Support and include the affected titles, region, timing, and whether disk activity continued.
- Multiple services are slow on your home network: contact your ISP or router provider after testing wired connectivity and other devices.
- The drive reports errors, disconnects, or persistently abnormal write performance: check with the drive or system vendor.
- You are on a managed network: ask its administrator about Steam access and traffic policies.
Reinstall Steam only after these checks if the client itself appears persistently corrupted. Reinstallation takes time and does not change a poor connection, storage problem, or firewall rule. Follow Steam’s installation guidance at Steam support, taking care not to delete the library or game folders by mistake.
