SteamVR Error 1114 usually means SteamVR cannot load or locate the Meta/Oculus PC runtime. Close your VR software, restart Windows, open the Meta/Oculus app first, and launch SteamVR directly from Steam. If the Meta/Oculus runtime still works outside SteamVR, repair that software and inspect Windows PATH before reinstalling SteamVR.
Valve associates this error with Oculus runtime library failures including ovrError_LibLoad, ovrError_LibSymbols, and ovrError_LibPath (Valve release notes). That makes it primarily a runtime-discovery problem, not proof of a bad USB cable or defective headset.
What Error 1114 means
When SteamVR starts an Oculus/Meta headset, it must find and load the vendor’s PC runtime. Error 1114 appears when that library, its symbols, or its installation path cannot be loaded. Valve’s clearest documentation dates from 2019, so it identifies the best-documented cause rather than guaranteeing that every current occurrence has the same root cause.
The error is most directly associated with Meta Quest, Rift, and Rift S setups. SteamVR supports many hardware platforms (Valve’s SteamVR overview), but a non-Meta headset may expose the same number through a different failure path. Do not apply Meta-specific repairs blindly to a Vive, Index, Windows Mixed Reality, Pimax, or Varjo system.

Try the safe fix sequence first
- Close SteamVR and Steam.
- Exit the Meta/Oculus PC application using its normal exit command.
- Restart Windows. This clears stuck VR processes, reloads environment variables, and restarts runtime services; it is a diagnostic step, not a permanent repair.
- Open the Meta/Oculus PC software and sign in if asked.
- Confirm that the headset is listed and, for Quest, accept the Link or Air Link connection in the headset.
- Start Steam normally and launch SteamVR from the Steam Library, not from a game engine or custom shortcut.
If the Meta/Oculus application cannot detect the headset, fix its USB cable/port, wireless link, pairing, permissions, firmware, or account issue first. A runtime that cannot see the device has not yet been proven healthy, so editing PATH is premature.
Repair or reinstall the Meta/Oculus PC software
If the vendor application detects the headset but SteamVR still returns 1114, target the runtime that SteamVR is failing to load.
- Close SteamVR and Steam, then exit the Meta/Oculus application.
- Open Windows Installed apps (called Apps & features on some versions).
- Find the Meta/Oculus PC software and choose the available Repair, Modify, or equivalent option. Not every installer provides a repair button.
- If repair is unavailable or ineffective, uninstall and reinstall the current PC software from Meta’s official download or support channel.
- Restart Windows after the repair or installation.
- Open Meta/Oculus first, verify the headset, then launch SteamVR directly through Steam.
Reinstalling the vendor software rebuilds its runtime files and registration, but may require signing in, downloading files, and pairing the headset again. Reinstalling SteamVR alone will not necessarily repair a missing Meta/Oculus runtime.
Inspect Windows PATH without breaking it
PATH tells Windows where programs look for libraries. Valve lists missing Oculus runtime entries, manually modified values, unknown DLLs in the Steam folder, and tools that replace PATH as known Error 1114 causes (Valve release notes).

- Press the Windows key and search for environment variables.
- Open View advanced system settings, then select Environment Variables.
- Inspect
Pathunder both User variables and System variables. - Look for obsolete Meta/Oculus entries, paths added by unofficial DLL guides, suspicious Steam-folder entries, or a recently shortened or empty value.
- Change only entries whose purpose and official installation location you can identify. Restart Windows after a legitimate change.
Do not replace the entire variable with a value copied from the internet, move Steam to the front as a universal fix, or delete unrelated Windows, GPU, Java, Python, or application paths. Never download individual OVR*.dll files from DLL websites or copy them into SteamVRbin; the wrong version can create conflicts or introduce malware.
Advanced users can inspect the current process environment with echo %PATH% in Command Prompt or $env:Path -split ';' in PowerShell. These commands only display the value; they do not prove that the runtime is installed correctly.
If SteamVR works from Steam but fails in Unity, Unreal, or another launcher
This pattern points to the launcher rather than necessarily to SteamVR. Valve notes that tools such as Unity can replace PATH before launching VR (Valve release notes).
- Open Meta/Oculus, then launch SteamVR directly from Steam.
- If that succeeds, start the engine or application afterward.
- Review the engine’s environment overrides, batch files, IDE settings, launch options, and OpenXR/runtime selections.
- Compare the launcher’s inherited environment with the one used by Steam. Remove custom runtime paths unless the engine or SDK specifically requires them and documents them.
For developers, a successful direct launch is evidence that the vendor runtime and SteamVR can work together; the failing environment may be the editor, script, or third-party launcher.

Verify SteamVR’s installed files
- In Steam Library, select SteamVR.
- Open Properties.
- Use Steam’s installed-file verification option, whose label and location can vary by Steam version or language.
- Allow Steam to reacquire missing or damaged files, restart Steam and Windows, and test SteamVR before starting a game.
Verification repairs SteamVR files only. It does not reinstall the Meta/Oculus runtime or correct Windows PATH.
Clear stuck SteamVR processes
After a crash, old processes can block a clean initialization. Close SteamVR, open Task Manager, and end only clearly related processes that remain, such as vrserver.exe, vrcompositor.exe, or vrmonitor.exe. Valve documents vrserver.exe as a SteamVR child process where drivers are loaded (OpenVR driver documentation).
Exit the Meta/Oculus application through its own menu. If a process immediately returns, cannot be identified safely, or refuses to close, restart Windows instead of terminating unrelated services.
Reset SteamVR configuration only as a secondary measure
Corrupted settings can prevent initialization after the runtime itself has been repaired. Back up or rename SteamVR configuration files rather than deleting them permanently, then start SteamVR so it can generate defaults. You may need to redo room setup, bindings, audio, and display settings.

Valve’s OpenVR sample documentation mentions removing Steam/config/steamvr.cfg for certain initialization problems (Valve sample documentation). That is a secondary configuration reset, not the primary documented remedy for Error 1114.
Create a SteamVR System Report
If the error survives runtime repair, direct launching, file verification, and configuration reset, collect evidence instead of repeatedly reinstalling applications. In SteamVR, open Settings → General → Create System Report → Save to File (Valve documentation).
The report includes SteamVR version, headset and driver information, loaded drivers, initialization failures, and relevant system configuration. Attach it to a SteamVR support request or official bug report, removing personal information where appropriate.

- Use the native Steam package; Valve does not support SteamVR through Snap or Flatpak in its Linux guidance.
- NVIDIA users need the proprietary driver, with Valve specifying version 525 or newer.
- AMD and Intel users should use open-source Mesa drivers at least version 22.0. Valve’s page says AMDVLK and AMDGPU-Pro are unsupported.
- Your desktop must support DRM leasing; otherwise use X11 or a compatible Wayland compositor.

When to escalate
- The Meta/Oculus application sees the headset, but a repair and reinstall do not change 1114.
- SteamVR fails with more than one known-good headset.
- The failure began after a Windows, GPU, SteamVR, or Meta software update.
- The problem appears only under one Windows account or one development tool.
- The System Report repeatedly shows runtime initialization or driver-loading failures.
Include your Windows or Linux version, headset and connection method, whether Meta/Oculus works independently, the launch path that fails, recent environment changes, and the SteamVR System Report.

Should I download a missing Oculus DLL?
