The fastest clean test is to close FC 25, turn off the EA app overlay, close every controller mapper, disconnect other HID devices, connect one controller by USB, and relaunch.
Try this clean test first
- Exit FC 25 completely.
- In the EA app, open the three-line menu, choose Applications, find In-game Overlay, switch it off, then restart the EA app. EA documented this as part of an earlier FC 25 controller workaround (EA support thread).
- Close Steam Input configuration, DS4Windows, DSX, reWASD, virtual-gamepad drivers, Discord overlay, GPU overlays and other remapping tools.
- Disconnect second controllers, wheels, pedals, flight sticks, USB gamepad adapters and extra Bluetooth input devices.
- Connect one controller with a USB cable and launch FC 25 again.
Success means one button press moves one menu item, only one controller appears in side-selection screens, and prompts no longer flicker. Disabling the EA overlay is a diagnostic test; it can remove overlay-dependent features.
Choose the right Steam Input test
There is no universal “always enable” or “always disable” answer. EA’s FC 25 Title Update #2 note acknowledged menu-input and Steam Input compatibility issues and said Steam Input should be enabled before launch for intended operation. An earlier EA workaround recommended disabling Steam Input and the EA overlay. Test one configuration at a time, with all other mappers closed.

Steam notes that controller configurations can fail with unsupported input styles or conflicting programs (Steam controller troubleshooting). Fully exit Steam or restart the game after changing the per-game setting.

Check for a stuck axis or D-pad
- Press Win+R, enter
joy.cpl, and press Enter. - Select the controller, choose Properties, and open the Test tab.
- Leave the pad untouched and watch for an axis, D-pad direction or button registering by itself.
- Move each stick and press each D-pad direction once, then repeat the test over USB instead of Bluetooth.
- Movement while untouched in
joy.cplmakes drift, a stuck D-pad, calibration or firmware more likely. - A stable Windows test with scrolling only in FC 25 points toward duplicated input, overlays, device conflicts or game compatibility.
- If USB works but Bluetooth does not, investigate pairing, interference, power management or the wireless adapter.
- If the fault follows the controller to another PC while another controller works on this PC, hardware replacement or repair is justified.
joy.cpl separates Windows-level symptoms from game-level symptoms; it does not prove that every FC 25 input path is correct.
Use only one controller-translation layer
Steam Input, DS4Windows, DSX and reWASD can each translate a PlayStation or other pad into an XInput device. Running more than one can expose FC 25 to two logical controllers or duplicate directional signals. For diagnosis, use exactly one method: native support, Steam Input, or one third-party mapper.

EA Javelin anticheat may identify incompatible software or drivers. EA says to update the named software and, if compatibility does not return, disable it; the published list is not exhaustive (EA anticheat guidance). If an anticheat message names a mapper or driver:
- Record the exact name shown.
- Update it if an update exists.
- If FC 25 still blocks launch, close or temporarily uninstall the named software.
- Restart Windows before trying again.
Disconnect competing HID devices
Temporarily remove every extra input source: second pads, racing wheels and pedals, flight sticks, USB adapters, virtual gamepads, macro tools and unrelated Bluetooth controllers. A community report attributed FC 25 menu scrolling to a connected racing wheel, so this is a useful isolation step rather than proof of a universal wheel bug. Do not permanently unplug your keyboard and mouse; use that only briefly if FC 25 appears to receive simultaneous keyboard and controller input.

Watch what FC 25 is actually receiving
- From the main or pause menu, open Settings.
- Choose Game Settings, then the Visual tab.
- Set Input Overlay to Input Only.
EA documents the overlay modes and menu path (EA Input Overlay guide). With the controller untouched, no direction should appear. A visible direction confirms that FC 25 is processing input, but the overlay cannot determine whether the source is a damaged physical control, a virtual controller or a duplicate software signal.
If the scrolling continues
- Restart the PC.
- Update Windows and controller firmware using the manufacturer’s official utility.
- Recheck the controller in
joy.cplwith only one pad connected. - Close Steam, DS4Windows, DSX, reWASD, Discord and GPU overlays, then retest.
- Repair or verify FC 25 through Steam, the EA app or Epic Games Store.
- Try another known-good controller and test the problem pad in another game.
- Capture a short video showing the scroll and Input Overlay.
- Report it to EA with the controller model, USB/Bluetooth connection, launcher, Windows version, FC 25 update, and Steam Input and overlay states.
Reinstalling FC 25 should be an escalation step, not the first response: it does not remove duplicated input layers or a faulty controller.

When replacing the controller makes sense
Buy a replacement only after the fault is demonstrated outside FC 25 or follows the same controller across PCs and games. A native XInput model such as the Xbox Wireless Controller can reduce translation requirements. A DualSense suits players who prefer PlayStation hardware but may still require deliberate Steam Input or Bluetooth testing. XInput-capable options are also available from 8BitDo. Frequently Asked Questions
Why does FC 25 scroll by itself?
Common causes include duplicate Steam Input and mapper signals, the EA overlay, another connected HID device, a stuck D-pad or axis, Bluetooth instability, and FC 25 compatibility issues. Stick drift is only one possibility.

Should Steam Input be enabled or disabled?
Test both states for your setup. EA’s Title Update #2 guidance says to enable it before launch, while an earlier workaround said to disable it with the EA overlay off.
Can DS4Windows cause the bug?
Yes. It can create a virtual controller that duplicates Steam Input. Test it alone, never alongside another translation layer, and follow any EA anticheat warning about incompatible software.
Is this definitely stick drift?
No. If joy.cpl is stable and only FC 25 scrolls, software duplication or device conflicts are more likely than a physical fault.
