For a Flame Sac, hunt a Low Rank Guardian Rathalos; the Optional Quest “His Eternal Reign” is listed as a guaranteed reward route at Hunter Rank 5. For an Inferno Sac, hunt eligible High Rank monsters or take the Optional Quest “All Hail the Queen”, listed as a guaranteed route after High Rank unlock and at Hunter Rank 9. The key difference is hunt rank: Guardian Rathalos in High Rank is a route to Inferno Sac, not Flame Sac.
How to get a Flame Sac
Hunt a Low Rank Guardian Rathalos. PowerPyx lists the three-star Optional Quest “His Eternal Reign” as a guaranteed reward route. It is available through Alma at Hunter Rank 5. PowerPyx’s Flame Sac guide describes the material as being used to craft weapons and armor and for upgrades.

- Confirm the quest is a Low Rank hunt, then complete it and check the rewards.

PowerPyx lists the four-star Optional Quest “All Hail the Queen” as a guaranteed reward route. It requires High Rank quests to be unlocked and Hunter Rank 9. Check with Alma for the current quest availability. PowerPyx’s Inferno Sac guide lists the quest and monster sources.
Choosing a High Rank target
The Ascendance database gives example target-reward-slot rates for Inferno Sac: Guardian Rathalos 20%, Rathalos 18%, Rathian 18%, and Gravios 13%. These are probabilities for listed reward slots, not the chance of receiving at least one sac from an entire hunt; multiple reward slots and doubled-item outcomes affect the total. The available rates do not cover every reward method or all listed monsters. See the Ascendance reward database for its target reward listings.

Why you may be getting Inferno Sac instead of Flame Sac
Check the rank of the hunt. The routes differ by rank: Low Rank Guardian Rathalos is the stated Flame Sac target, while High Rank Guardian Rathalos is listed for Inferno Sac and is not a Flame Sac source. If you need Flame Sac, select a Low Rank hunt rather than repeating the High Rank version.
