To livestream a town hall on YouTube, enable live streaming on your channel, schedule the event in YouTube Studio, then go live using a webcam for a simple setup or an encoder for slides, panels, overlays, and external audio or video gear. Test the actual venue connection and the event link before the meeting; YouTube says first-time live-streaming activation can take up to 24 hours.
Choose webcam streaming or an encoder
YouTube offers two main ways to stream. The right choice depends on what the town hall needs, not on a special YouTube requirement.

A clear external microphone can help when room audio is weak or several people are speaking, but first assess the microphones and acoustics you already have. YouTube supports external microphones in encoder workflows but does not specify a required model for town halls.
Enable live streaming and schedule the event
- Check channel eligibility and access. Confirm the channel is verified, live streaming is enabled, and there is no restriction preventing the event. YouTube’s current help page says streamers must be at least 16. Allow up to 24 hours for first-time activation.
- Open YouTube Studio’s Live Control Room and schedule the stream. Set the event title, description, and privacy to match your plan. Choose webcam or encoder as appropriate to the production.
- Copy and test the watch-page URL. Open it as an attendee would, including on a phone, before distributing it widely. Share the scheduled event page rather than an encoder preview link. Viewers can set reminders for scheduled streams.
- Choose replay visibility intentionally. Decide whether the archive should be public, unlisted, or removed after the meeting, and review that choice after the event.
Rehearse the stream and check the venue connection
Test the whole event, not just the camera
- Run a private or unlisted rehearsal if that suits the event. Test representative speech and movement, inspect the Live Control Room preview and stream health, and open the watch page on both desktop and mobile.
- Check that slides, microphones, camera changes, and any local recording work as intended. Rehearse with the same people and equipment planned for the town hall.
- Test outbound upload bandwidth at the venue. YouTube recommends 20% more upload bandwidth than the combined bitrate of the stream. Treat that as headroom guidance, not a guarantee; allow for other people using the connection and for any backup feed.
For encoder-based streams, leave setup time
YouTube advises configuring the encoder stream at least two hours before the event and starting the encoder at least 15 minutes before the scheduled start. Use that time to confirm the preview appears in Live Control Room, the event page is available, and stream health is acceptable before you begin the meeting.

Go live and monitor the event
- Before starting, verify that you and attendees have the correct scheduled watch-page link.
- Keep an eye on audio, video, and stream health throughout the town hall. If you have configured an encoder backup, test its failover before the real event.
- For an encoder workflow, treat the stream key as a credential: do not expose it in a public screen share or recording. YouTube provides a process to reset a compromised key. Use RTMPS where supported; YouTube says it encrypts data in transit to and through Google’s servers.
After the town hall: stop and review the archive
Stop the stream in YouTube or the encoder as appropriate, then check the Live tab for the archive. YouTube’s cited encoder and webcam guidance says streams shorter than 12 hours are automatically archived. Review replay visibility against the organizer’s needs before leaving it available.
Troubleshooting common town-hall stream problems

Rules and obligations to check
YouTube livestreams must follow its Community Guidelines and Terms of Service, and YouTube can restrict livestream access. Separately, organizers should determine whether local notice, public-access, records-retention, captioning, or meeting-law obligations apply.
