The workflow is the same for creators in India; the key local consideration is having the necessary rights to stream every video and its audio.
What you need before you start
- An OBS-capable computer connected to the internet. OBS encodes and sends the broadcast, so it must remain running while you stream.
- OBS Studio and VLC installed on that computer. The VLC Video source in OBS requires VLC to be installed. OBS: Media Sources
- The video files you want to play, in a location the computer can access throughout the broadcast.
- A YouTube channel eligible to livestream. YouTube Help says the channel must be verified and must not have had live-streaming restrictions in the previous 90 days. YouTube Help: Get started with live streaming
- A stream key and stream URL from YouTube Studio’s Live Control Room.
Set up a looping playlist in OBS
- Install VLC and OBS Studio. Install VLC before opening or configuring the OBS VLC Video source. Create a scene in OBS for the broadcast.
- Add the playlist source. In the scene’s Sources panel, add a VLC Video source. Add the local video files to its playlist in the sequence you want viewers to see them.
- Set the playback behavior. Turn Loop Playlist on to restart the full list when the last item finishes. Leave Shuffle Playlist off if the videos should play in a fixed order. These are separate controls: looping repeats the list; shuffle changes its order. OBS: Media Sources
- Check the scene preview. Confirm that the picture is visible, the audio is present, and the layout is appropriate for the YouTube watch page. If a file does not play correctly in the preview, resolve that before starting the live broadcast.
Use VLC Video for multiple files. OBS’s ordinary Media Source is intended for an individual local file and has its own loop control; it is not the multi-file playlist source. OBS: Media Sources
Connect OBS to YouTube Live
- Open YouTube Studio’s Live Control Room. Create or select an encoder stream and retrieve its stream URL and stream key. YouTube’s encoder instructions describe this connection method. YouTube Help: Create a YouTube live stream with an encoder
- Enter the connection details in OBS. In OBS’s streaming settings, select the service and protocol appropriate to the options YouTube provides, then enter the stream URL and key. Treat the key like a password: do not publish it or share it with anyone who should not be able to broadcast to your channel.
- Start the encoder and wait for YouTube’s preview. Check the incoming picture and sound in Live Control Room before making the stream public. YouTube recommends testing the stream, checking the watch page on mobile, and monitoring audio and video. YouTube Help: YouTube live streaming tips
- Go live and monitor playback. Watch for playlist transitions and confirm that the live feed continues after the list reaches its end. When the broadcast is over, stop the encoder. For a straightforward OBS setup, use the encoder connection and settings presented in YouTube Studio. HLS is another supported option for some encoder setups, but it is not a playlist feature: its rolling ingestion playlist is a transport mechanism, not the viewer-facing sequence of videos. YouTube notes that HLS has higher latency than a continuous RTMP feed. YouTube Help: Set up an HLS stream
Copyright and livestream eligibility, including for creators in India
YouTube’s reviewed documentation does not specify a separate India-only OBS playlist setup. The same practical workflow applies, but you are responsible for rights to the content you broadcast and for meeting applicable requirements in your territory. YouTube’s livestream terms say: “You represent and warrant that you have all necessary rights for the exploitation of the Live Content on the Google Services throughout the world, including, without limitation, music licensing rights from artists, record labels, publishers (including public performance licenses) and any other royalty participants.” YouTube: Livestream terms and conditions

Having a local copy of a video, or being able to play it on your computer, does not by itself establish permission to livestream it. Check the rights for each video and soundtrack before adding it to the playlist. YouTube scans live streams for third-party matches; it may replace the stream with a placeholder, interrupt it, or terminate it if matching content remains. Even when you have a licence, the rights owner may need to add your channel to its Content ID allowlist. YouTube Help: Copyright issues with live streams

When a cloud service may suit the job better
OBS with VLC is the direct do-it-yourself route when you have a computer available and can leave it running. A standalone hardware encoder with scheduling features is an optional appliance route for workflows that need operation without a general-purpose computer; YouTube names AJA HELO Plus and its PlayToStream functionality for scheduling prerecorded media.
