How to Make a Gunslinger Build in Fallout 4

Start a Fallout 4 pistol build with Gunslinger, then adapt its stealth, V.A.T.S., and Survival choices to the way you play.

For a strong starting point, build around pistols, take Gunslinger early, and invest in Agility and Luck to support stealth and V.A.T.S. A 2026 build guide recommends a high-Agility, high-Luck opening spread, but Fallout 4 does not prescribe one correct gunslinger build: adjust the starting attributes and perk order to suit your difficulty, weapon preferences, and appetite for risk.

What makes a Fallout 4 gunslinger?

Gunslinger is the core perk for a pistol-focused character. Bethesda’s official character-system explanation says rank one increases pistol damage by 20%; higher ranks increase pistol range and can add effects such as disarming enemies or crippling limbs. The perk requires Agility 1, and later ranks also have character-level requirements. Bethesda’s character-system guide describes SPECIAL attributes as the framework that determines perk access.

The build below uses pistols as its main weapons and layers in stealth and V.A.T.S. critical hits. Those are complementary approaches, not mandatory parts of the Gunslinger perk: you can put more points into durability, crafting, or another specialty instead.

Choose your starting SPECIAL spread

Bethesda says players distribute 28 points across the seven SPECIAL attributes at the start, choosing values from 1 to 10. You can also change your SPECIAL choices when leaving the Vault after playing for a little. A detailed guide published on May 25, 2026 recommends this example spread for a stealth-and-V.A.T.S. gunslinger:

SPECIAL Example value Why it fits
Strength 1 Leaves more starting points for Agility and Luck in this focused example.
Perception 3 Part of the guide’s suggested spread; the build’s central emphasis is elsewhere.
Endurance 1 A fragile starting choice, particularly risky on Survival difficulty.
Charisma 3 Part of the example spread rather than a defining gunslinger requirement.
Intelligence 1 Matches the guide’s low-Intelligence example and its early Idiot Savant suggestion.
Agility 9 Supports the stealth-and-pistol focus and access to Agility perks.
Luck 9 Supports the V.A.T.S. critical-hit path.

This is a secondary guide’s recommendation, not an official Bethesda build or a tested optimum. If you want Gun Nut, the guide notes Intelligence 3 as an alternative. If you would rather survive mistakes than maximize the opening focus on Agility and Luck, shift starting points toward Endurance; doing so means giving up some early access to the example’s preferred perks.

Build the perk progression around your priorities

Use the following as a flexible sequence, not a level-by-level prescription. SPECIAL values and character-level requirements determine when perks become available, and the detailed guide presents these as recommendations.

Early game: establish the pistol and stealth core

  • Gunslinger: Take it early to improve pistol damage. Add ranks when your character level allows and pistol damage remains a priority.
  • Sneak: Invest here if you want to approach fights undetected and make stealth part of your regular combat plan.
  • Idiot Savant: The guide includes this as an early option for its low-Intelligence example. It is not essential to a gunslinger who chooses a different Intelligence investment.

Midgame: strengthen stealth attacks and criticals

  • Ninja: Add it to support stealth attacks.
  • Mister Sandman: The guide recommends it alongside Ninja for a stealth-focused character.
  • Better Criticals and Critical Banker: Start investing in these if you want V.A.T.S. critical hits to be a major part of your damage plan.

Later: extend the V.A.T.S. loop

Once the core is in place, consider further ranks and supporting perks such as Four Leaf Clover and Grim Reaper’s Sprint to support repeated V.A.T.S. use. These are optional extensions, not prerequisites, and require additional SPECIAL investment. Bethesda says Fallout 4 has no level cap, so you can continue shaping the character after the early build is established.

Pick a pistol for the situation

The 2026 guide makes qualitative recommendations rather than reporting controlled damage comparisons. Think about each weapon’s role—stealth, V.A.T.S. efficiency, or a loud backup—rather than treating them as a required three-gun loadout.

Weapon Best-fit role Trade-off
Suppressed 10mm pistol Early-game stealth and a practical starting pistol while pursuing the Railroad. The guide says you can fit a suppressor with Gun Nut; that requires the relevant perk investment.
Deliverer A later suppressed pistol suited to stealth and V.A.T.S.; the guide highlights its high accuracy and low action-point use. Obtained through the Railroad quest “Tradecraft,” so it depends on quest progression.
Kellogg’s Pistol A powerful, loud alternative when stealth breaks or you want a different combat role. The guide describes it as a .44 pistol that restores AP on a critical hit. It cannot be suppressed, so it does not fill the same stealth role as the other choices.

You can stay with a suppressed pistol for quiet encounters and switch to a nonsuppressed option when detected. The guide does not establish damage-per-second rankings, so weapon choice should follow the situation and the way you use V.A.T.S., not an assumed universal winner.

Adjust the build for Survival

The 2026 guide cautions against starting with Endurance 1 on Survival: being detected or becoming ill can make that fragile opening especially punishing. It suggests Endurance 3 or higher as a sturdier route, and mentions earlier Armorer investment plus Lead Belly or Chemist as possible survival support. This is the guide’s advice, not an official requirement for Survival.

Those defensive choices compete with the concentrated Agility-and-Luck opening and stealth-critical perk route. Decide whether you want to absorb more risk early or reach the build’s offensive identity sooner; there is no need to preserve the example spread if it makes your preferred difficulty less enjoyable.

The gunslinger uses Fallout 4’s in-game attributes, perks, weapons, and quest progression. No special controller, PC utility, streaming service, or add-on is needed to make the build work.
