How to Make Money on Steam: 11 Routes for Game Publishers and Creators (2026)

Steam supports several publisher and Workshop revenue routes, but none guarantees earnings. Learn the requirements, limits, and difference between eligible payments and Steam Wallet funds.

You can earn money through Steam by publishing a paid game, selling DLC or in-game purchases, or contributing to a game-specific paid Workshop program. Those are platform-supported routes, not guaranteed income: Steam’s official documentation does not establish typical earnings or show which route is most profitable. If by “money” you mean Steam Wallet funds or Community Market proceeds, that is different—Wallet funds have no cash value and cannot be exchanged for cash under Valve’s agreement.

First, distinguish cash earnings from Steam Wallet value

Game publishers and eligible Workshop contributors may receive payments under the terms that apply to their products or contributions. Steam Wallet is not a cash-out account: Valve’s Steam Subscriber Agreement says Wallet funds have no cash value and are not exchangeable for cash. Do not treat an account balance, Community Market activity, or the ability to spend Wallet funds on Steam as withdrawable income.

11 routes and tactics to consider

The first eight routes involve selling a product or potentially receiving creator compensation. The final three can support distribution or audience engagement, but do not create a direct Steam payout by themselves.

1. Sell a paid game

Publishing a paid game is a direct sales model: customers pay for the base game through Steam. Revenue depends on actual sales and the applicable distribution terms; Valve’s documentation does not provide a typical earnings figure or success rate. 2. Offer a Free to Play game

A Free to Play game lets customers download and play without buying the base game. It can still sell DLC or in-game purchases. The free entry point is a business model, not a promise that a large enough audience will convert to paying customers. Steam describes the model and its purchase options in its Free To Play Games guidance.

3. Sell separately listed DLC

DLC can add content or entitlements to a free or paid game. Steam treats DLC as a separately listed product and it goes through the applicable Steam release process. Plan what the customer receives, how the base game recognizes ownership, and how the DLC is presented on the store page. The relevant process is outlined in Steamworks’ Free To Play Games documentation.

4. Sell in-game items or virtual currency

Steam Microtransactions can support purchases such as virtual items and currency. This route requires more than a store listing: developers need a secure backend to manage transactions, inventory, and entitlements, and to address fraud. Valve’s Microtransactions documentation describes the technical responsibilities.

5. Offer optional upgrades in either a free or paid game

In-game purchases are not limited to Free to Play titles; Steam documents them for both free and paid games. An upgrade or optional purchase should provide value on its own rather than making the base experience frustrating to push spending. Valve’s Microtransactions guidance puts the principle directly: “Use your in-game economy to improve your product and make customers happier, not as a means to extract revenue from unhappy customers.” Read the full Steamworks Microtransactions guidance.

6. Create a curated Workshop and sell selected items

Some games support curated Workshop sales, where a publisher selects community-created contributions for paid distribution. This requires game-specific integration, inventory or ownership management, an item-store setup, and payment rules. Steam can calculate and issue author payments under those rules. This is a publisher-and-game-dependent model, not a general feature available to every Workshop uploader. See Steamworks’ Steam Workshop documentation.

7. Contribute to a paid Workshop program

A creator may receive a share of adjusted gross revenue when a game supports paid Workshop distribution and the applicable terms provide compensation. The relevant percentage is determined by the publisher and described on the Workshop page. Submission alone does not guarantee selection, payment, or continued distribution. The Steam Workshop Supplemental Terms explain the conditional nature of revenue sharing.

8. Check a game’s specific creator payment terms

Some games publish their own optional contribution terms. For example, Valve’s Counter-Strike 2 Workshop terms, last updated December 5, 2025, list USD 35,000 per Weapon Finish and USD 6,000 per Charm or Sticker. These are program-specific terms, not a general Steam rate or a typical-earnings estimate. Verify the current CS2 Workshop terms before relying on the figures.

9. Sell eligible Steam Keys through other stores or retail

Steam Keys can support sales through retail or other stores, but they are subject to Valve’s rules. Products must be eligible, key requests can be denied if volume is extreme or Steam customers are not offered a comparable deal, and keys are not a way to bypass Steam requirements. 10. Use cross-promotion to help discovery

Steam allows certain forms of cross-promotion and bundles, subject to its rules. This can support visibility, but it is a marketing tactic rather than a payout route: developers may not charge other developers for access to Steam features or bundle placement. 11. Use major updates to support a game’s lifecycle

Updates can communicate with existing players and give them reasons to return, which may support a game’s longer-term sales or engagement. An update is not a guaranteed source of revenue. Valve’s Microtransactions documentation discusses updates as part of keeping a product and its audience engaged; see Steamworks Microtransactions.

Payments to publishers or creators under applicable terms are distinct from Steam Wallet funds. Valve’s agreement says Wallet funds have no cash value; the Subscriber Agreement sets that restriction.

What does not count as a dependable Steam income route

Trading Cards and profile items

Steam enables profile features such as Trading Cards, badges, backgrounds, and emoticons after checks against player and sales metrics. Its Profile Features documentation explains the feature system, but does not establish a guaranteed developer income stream from these items.

Paid ads inside a Steam game

Steam does not support paid advertising as a business model inside games distributed on Steam, including ads that gate play or reward ad engagement. Cross-promotion is subject to rules, and developers may advertise a Steam product page off-platform. Check Steam’s advertising policy rather than assuming in-game ad revenue is allowed.

How to choose a realistic starting point

  1. If you own a game: decide whether the core product is paid or Free to Play, then assess whether DLC or optional purchases genuinely improve the experience. For microtransactions, account for the secure backend, inventory, entitlement, and fraud-prevention work before launch.
  2. If you make Workshop content: first confirm that the specific game supports paid contributions, then read that game’s Workshop page and payment terms. Do not assume an upload will be selected or paid.
  3. If you want wider distribution: investigate Steam Keys for an eligible product and compare offers across Steam and other channels against Valve’s rules.
  4. If you need cash income: identify the actual publisher or contributor payment terms. Do not count Wallet funds as cash you can withdraw.

Official Steam documentation confirms that these mechanisms and rules exist; it does not establish typical earnings, the odds of success, or a universally best strategy. Treat any promise of reliable Steam income with skepticism unless it is supported by transparent, applicable terms and evidence.
