Keep requests in a review queue rather than sending them straight to playback. Publish clear rules, give trusted moderators the right chat tools, and check a track’s music rights separately from whether its request is acceptable. YouTube scans live streams for third-party content, and a rights holder may need to add even a licensed channel to its Content ID allowlist.
Set the request rules before going live
Write a short policy viewers can find in the stream description or pinned chat message. Make clear how to submit a request and what happens after it is submitted. These are channel rules, not requirements imposed by YouTube.
- Ask for the song title and artist so moderators can identify the request.
- Say whether requests are queued, limited, or chosen at the channel’s discretion; do not promise that every request will be played.
- Explain what content is not allowed under your channel’s rules and how viewers can flag repeated requests.
- Tell viewers that approval in chat is not approval to broadcast the recording.
YouTube live chat guidance currently allows up to 11 messages every 30 seconds, with each message limited to 200 characters. URLs, special characters, and HTML tags are not allowed. These platform limits may change; see YouTube’s live-stream guidance.
Choose chat controls for your audience and workload
In YouTube Studio, open the live chat moderation controls for the stream and select settings that fit the audience and request volume. YouTube supports held-message review, blocked words, slow mode, subscriber-only chat, and live commentary mode. These settings govern participation and review—not music licensing. Give moderators clear roles and boundaries
Assign trusted people before the stream starts and decide who may change channel-level settings. YouTube has standard and managing moderator roles; managing moderators have more options. YouTube describes a moderator as someone trusted to help build a positive, safe channel experience.

Moderators can remove messages, time out users, or hide users. YouTube lists timeout durations from 10 seconds to 24 hours, in its specified intervals. Use the least restrictive action that addresses the problem, and reserve setting changes for people you have authorized. See YouTube’s computer guide to live-chat moderation tools.
Review requests separately from music rights
A viewer request—and a moderator’s approval of its chat message—does not grant permission to broadcast a song. Maintain a separate rights-cleared playlist or approval record, and send requests through that check before adding a track to playback.

YouTube says all live streams are scanned for matches to third-party content. A match can trigger a warning and placeholder image; continuing to use the content can interrupt or terminate the stream. YouTube also warns that licensed third-party content can still be interrupted if the channel is not on the rights holder’s Content ID allowlist. Confirm the necessary permissions and, where applicable, ask the rights holder to allowlist the channel. Read YouTube’s live-stream copyright guidance.
Run a consistent queue during the stream
- Collect: Ask viewers to submit the song title and artist in chat, following the request format in your policy.
- Screen: Check the request against channel conduct rules and identify duplicates, spam, or prohibited submissions. Use blocked words, held-message review, or slow mode as needed.
- Check rights: Verify that the track is cleared for the stream and that any required rights-holder arrangements, including Content ID allowlisting, are in place.
- Record the decision: Keep a separate queue or log with the request, requester, decision, and rights status. YouTube does not prescribe a song-request queue feature; this is an operational safeguard.
- Communicate: Tell viewers whether the request was accepted, declined, or is still under review. Do not imply that chat approval guarantees playback.
- Moderate conduct: Remove messages or use timeout or hide actions when needed. Increase participation restrictions if volume exceeds the moderators’ capacity.
If a live stream is interrupted
- Check YouTube Studio for the interruption reason and any strike or copyright notice.
- If the track was licensed, contact the rights holder to confirm the channel has been added to the Content ID allowlist where required.
- Do not put the track back into the stream until the rights issue is resolved. A request being popular or previously approved in chat does not change the rights status.
