In the original PC version of The Elder Scrolls IV: Oblivion, hold Shift to run; press Caps Lock to toggle Always Run. In Oblivion Remastered, hold Shift on keyboard or press the left stick on Xbox to sprint. For longer trips in Remastered, use a horse. Your edition and platform determine the exact input.
Run input by edition and platform

Improve on-foot movement over time
Raise Speed in the original game
The original PC manual says Speed determines how fast your character moves and governs Athletics, Light Armor, and Acrobatics. Improving Speed is therefore the attribute-based route to faster movement in that edition. The manual does not provide a numerical movement-speed formula, so there is no supported percentage or exact gain to promise. Read the official Oblivion PC manual.
Build Athletics by running in Remastered
Bethesda’s Oblivion Remastered tips say that running and jumping increase Athletics and Acrobatics. If you want to develop Athletics while exploring, keep moving on foot rather than relying only on travel shortcuts. This skill advice is specifically documented for Remastered; it should not be assumed to describe every original-edition mechanic. Bethesda’s Remastered tips.

Check whether encumbrance is stopping you
In the original manual, maximum encumbrance is five times Strength, and a fully encumbered character cannot move. If your character has stopped, inspect carried weight and remove enough items to get below the limit. Remastered’s tips likewise advise keeping inventory weight below encumbrance; they note that Feather or Fortify Strength temporarily increases maximum encumbrance. The sources do not establish a specific speed bonus for carrying less while under the limit.

For distance rather than a faster on-foot pace, Bethesda recommends riding a horse in Oblivion Remastered. Horses can be purchased at stables outside major cities, with the Imperial City as the exception. A horse is a travel option, not an on-foot speed upgrade.
