What the Steam Overlay does
The Steam Overlay is an interface that appears over a running game, letting you reach selected Steam features without closing the game. Depending on the title and its Steam integration, it can provide friends and chat, invitations, Steam community pages and guides, screenshots, store or DLC functions, and some Steam Input or controller configuration options. Not every game exposes every feature. Valve’s Steamworks documentation describes how games can integrate with the overlay.
Enable the overlay for all games
- Open the Steam desktop client and sign in.
- Select Steam → Settings.
- Open In Game.
- Turn on Enable the Steam Overlay while in-game.
- Check the overlay shortcut shown in this section. The default is Shift+Tab; you can assign a different combination here.
Menu wording can differ slightly by client language, operating system, or interface update, but the relevant section is In Game. If the game is already running when you change this setting, quit and relaunch it. See Steam Support’s overlay instructions.
Enable the overlay for one game
A game can have its own overlay setting, so check it when the global option is on but one title still does not respond.

- Open Library in Steam.
- Right-click the game, or open its management menu.
- Select Properties, then stay on General.
- Turn on the game-specific Steam Overlay option.
- Close Properties and relaunch the game.

Open, close, or change the shortcut
Launch the game from your Steam Library, then press Shift+Tab to open the overlay. Press the same combination again to close it. This is the default, not a guaranteed control: the overlay must be enabled, the game must permit it, and the shortcut may have been changed. To use another combination, open Steam → Settings → In Game and edit the overlay shortcut.

On a compatible controller setup, the controller’s Steam or Guide button can also open the overlay. The exact button behavior depends on the controller and its configuration; Steam Support lists both the controller button and Shift+Tab as ways to test overlay access. What you can do inside the overlay
- Stay in touch: view friends, read or send chats, and respond to invitations.
- Find game help: open Steam community pages, discussions, and guides in the in-game browser.
- Capture play: take or view Steam screenshots when screenshot functionality is configured.
- Reach game content: access store, DLC, trading, or inventory functions where the game supports them.
- Use supported controller features: reach some Steam Input or controller configuration functions.
Which options appear depends on the game, developer integration, client, account, and platform; this is not a fixed menu shared by every title. Valve’s Steamworks documentation explains the range of integrations.

If Shift+Tab does nothing
Work through these checks in order, testing the shortcut after each relevant change.
- Check the global setting. Open Steam → Settings → In Game and verify that the overlay is enabled.
- Check the game setting. In Library → game → Properties → General, make sure the game-specific overlay option is on.
- Confirm the assigned shortcut. Use the combination shown in the In Game settings. If another app uses it, assign a different combination. On compact keyboards or laptops, check whether the keyboard requires an Fn key. Keyboard-layout differences can also make a shortcut less obvious.
- Relaunch the game. Quit it fully and start it again after changing settings. If the overlay remains absent, exit and restart the Steam client too; Steam Support includes restarting Steam in its troubleshooting guidance. Steam Support: overlay troubleshooting.
- Start the game through Steam. A direct executable launch or another launcher can prevent the overlay from attaching as expected. Steam notes that non-Steam and retail games can have problems, especially when an external launcher is involved; this is a reliability limitation, not proof that every non-Steam title fails. - Test for software conflicts. Temporarily close other overlays, capture tools, hardware-monitoring utilities, controller remappers, or security utilities, then test again. Steam lists examples such as Razer Synapse, XInput emulators, Fraps and some capture software, Skype or Skypehost, MSI Afterburner, ASUS AI Suite, and ZoneAlarm as potential conflicts in its support guidance. This is a diagnostic list, not a claim that every listed program always causes trouble. Disable one item at a time where practical so you can identify a cause, and restore settings afterward. If the overlay opens but freezes or disappears
For an overlay that appears and then becomes unresponsive, first close unnecessary background programs and restart the game. Steam’s support guidance also recommends updating graphics and system drivers, updating the operating system, and restarting the computer. These are troubleshooting steps, not guaranteed fixes. Why a particular game may not support it reliably
Steam says the overlay automatically hooks into games launched through Steam, but that does not guarantee every title or launch configuration will work. External launchers, manually added non-Steam games, developer choices, competing overlays, and unusual game architectures can all affect behavior.
Valve’s Steamworks documentation lists DirectX 7–12, OpenGL, Metal, and Vulkan among supported rendering technologies, while identifying software-rasterized games as unsupported. It also notes that browser-based games do not fit the overlay’s normal rendering model. These are technical compatibility notes, not a complete consumer compatibility list or a promise that every game using a listed API will work. Steamworks overlay documentation.

For developers
Games can activate specific overlay destinations through Steamworks APIs such as ISteamFriends::ActivateGameOverlay, and can query whether the overlay is enabled with ISteamUtils::IsOverlayEnabled.
