For an India-based self-serve Google Cloud Billing account, the listed payment methods are credit and debit cards, with billing in INR. UPI is documented for qualified organizations that meet Google’s India-specific requirements; it is not a payment option to assume every individual account can use. Before you create the billing account, choose India carefully: the country determines available payment options and currency, and Google says those choices cannot later be changed on that account.
Which payment methods can you use in India?
Google’s current Cloud Billing documentation lists credit and debit cards for self-serve accounts billed in India. It also documents UPI for qualified organizations, subject to specific account, location and currency requirements. Other routes depend on whether Google has approved the account for invoiced billing or whether you arrange service through a reseller.

Set up an India billing account carefully
- Choose India as the billing country. When creating the Cloud Billing account, make sure the country matches your billing address. Google says the country affects payment options and assigns the account currency automatically; the country and currency cannot be changed later on that account. See Google’s currency documentation.
- Complete identity verification on time. For an account with an India billing address, Google requires identity verification within 30 days after account creation. Google warns that the billing account and access may be suspended if you do not complete it by the deadline. See Google’s billing verification documentation.
- Add a payment method available to your account. For self-serve billing, Google lists cards for India. If you represent a qualified organization and want to use UPI, confirm that the billing address, bank account, INR billing and configured UPI account meet Google’s requirements before relying on it.
- Check the billing profile and payment status. Keep the billing account in good standing and check for payment or verification notices in the Google Cloud console. A streaming workload can incur charges while it runs, so a failed payment can interrupt more than a single VM operation.
How to use UPI, if your organization qualifies
Google limits its documented self-serve UPI option to qualified organizations. The organization must have an India billing address and bank account, pay in INR, and have a UPI account configured with a financial institution. Google says the initial prepayment is typically ₹500–₹1,000; treat that as Google’s stated typical amount, not a guaranteed fixed fee or a universal eligibility rule. Review Google’s payment-method instructions for the account-specific setup.
If your card payment is declined
A decline does not necessarily mean Compute Engine is unavailable to you. Google says automatic card payments can fail if a card does not support automatic payments or, for new accounts, if costs exceed the RBI-set limit it describes. Google’s billing guidance recommends manual payments, trying a different card, or considering a local reseller. Whether any option is available depends on the account and payment provider.

- Try a manual payment: Google lists manual payment as a possible remedy when automatic payments are declined. Check the billing console for the available action and amount.
- Try another card: Confirm with the issuer that the card supports the payment type and that any relevant transaction controls allow the charge.
- Ask about invoicing or a reseller: Invoiced billing requires Google approval. A reseller may offer other payment methods or assist with invoicing, but confirm terms and availability directly.
Estimate Compute Engine costs before streaming
There is no reliable universal monthly price for a streaming VM. Compute Engine charges depend on the VM type, region and runtime, while persistent disks and networking are separate cost considerations. Google’s pricing documentation states that vCPU and memory resources have a one-minute minimum charge. Use the Google Cloud pricing calculator for an estimate based on your actual configuration, then check the applicable SKUs and billing account currency.
- VM: Choose the machine type and estimate how long it will run; an always-on workload has a different usage profile from a short test.
- Disk: Include the disk type, size and configuration you plan to use.
- Network: Include the traffic pattern and applicable networking charges in your estimate.
- Billing currency: Review the currency on your India billing account and the prices shown for the applicable SKUs.
The estimate is not a fixed quote: actual costs depend on the resources you provision and their usage. The documentation cited here does not establish a particular VM size or configuration as suitable for a YouTube live stream.

Check which India GST case applies
Google’s India tax documentation distinguishes customers by contracting entity. It says Google Cloud services sold by Google Cloud India Private Limited to customers with an India billing address are subject to 18% India GST regardless of GSTIN status. Separately, for customers in India contracted with Google Asia Pacific, the documentation states that a valid GSTIN is required for 0% GST from February 1, 2025; without one, the stated rate is 18%. These are distinct customer cases, not a general rule that a GSTIN always removes GST. Check your billing profile, contracting entity and GST details against Google’s India tax documentation.
Streaming setup is a separate question
Paying for a Compute Engine VM does not by itself establish how to configure it as a YouTube streaming encoder. The information available here does not establish the required YouTube ingest protocol, encoder settings or a suitable VM size. Verify those details against current YouTube Live and Google Cloud documentation before building a streaming setup; do not infer them from billing or pricing guidance.
