To stream public-domain films continuously on YouTube, you need to verify the rights for each film and version, prepare compatible files, run an unattended playout and encoder in the cloud, and connect that feed to a YouTube Live broadcast. YouTube does not host or loop your films for you, and a public-domain label does not guarantee that a stream will avoid copyright enforcement.
What a cloud-based film stream needs
The cloud machine must play the films in sequence, encode or package their audio and video as required by your chosen ingest method, and send that continuous feed to YouTube Live. YouTube treats the broadcast and the incoming stream as separate resources: one represents the live event, while the other carries the media feed. The encoder and YouTube ingest protocol must be configured to work together.
A dependable unattended setup also needs persistent access to the media, enough sustained compute and outbound network capacity, monitoring, and a way to restart or recover if playback or encoding stops. Those are operational design requirements, not guarantees supplied by YouTube. No particular cloud provider, cost, or uptime level is established here.
1. Verify rights for each film and version
Do not select a film solely because a catalog, uploader, or filename calls it public domain. YouTube says there is no official list of public-domain works, and copyright rules vary by country or region. A film that is public domain in one place may not be public domain everywhere your stream can be watched.

Research the specific version you intend to broadcast. A restoration, added soundtrack, subtitles, or other later material may have rights separate from the original film. Internet Archive warns that it cannot guarantee the accuracy of rights information supplied by uploaders, so use it as a discovery or file source rather than a final legal determination.
Keep a record for every item in the playlist:
- The film title, version, source, and the evidence you relied on for its status.
- The territories covered by your rights assessment.
- Details of the soundtrack, restoration, subtitles, or other added material.
- Any license or permission, including its scope and any conditions on streaming or monetization.
If you cannot establish that the film and the particular version are cleared for your intended territories and use, leave it out or obtain qualified legal advice. Neither an archive listing nor a successful test broadcast establishes that you have the necessary rights.
2. Prepare and inspect the media
Choose files your playout system can decode
Obtain source files in formats that your selected playout software and encoder can read. Preview each film before scheduling it: check that video displays correctly, audio is present and usable, and the beginning and end play as expected. VLC can help inspect common downloaded formats, but it is a media player, not a 24/7 cloud broadcast system.

Do not confuse an archive playback file with an ingest specification
Internet Archive lists AAC audio, H.264 video, a front-loaded moov atom, and yuv420p for its online MP4 player. If a file differs, the Archive may derive a different MP4 for playback. Those details are not a complete encoder specification for YouTube, and an Archive playback file is not automatically compatible with every YouTube ingest setup. Check the requirements for the playout and ingest method you actually choose.

Build a playlist that can run unattended
Set an explicit order and decide what should happen between films. Check for black gaps, abrupt audio changes, broken files, and unintended pauses. Decide what the process should do if a file fails or the player or encoder exits: for example, whether it should skip the failed item, restart playback, or alert an operator. YouTube does not prescribe a playlist scheduler or process supervisor; these behaviors must be provided by your cloud playout setup.
3. Choose how the cloud encoder will ingest to YouTube
YouTube supports more than one ingest method. Its encoder guidance recommends RTMPS as a practical starting point when the chosen encoder supports it. HLS and DASH are also documented options, but each has its own packaging and encoder-side requirements. The protocol choice affects complexity and latency; it is not just a different name for the same configuration.

The HLS and DASH details above are requirements for those respective protocols, not universal settings for all YouTube streams. Do not apply a DASH GOP or initialization-segment rule to an RTMPS encoder simply because it appears in YouTube’s protocol documentation.
For RTMPS, set resolution, frame rate, bitrate, keyframe interval, and audio parameters according to YouTube’s current encoder guidance and the capabilities of your encoder. The available protocol facts here do not establish a universal bitrate or a single correct resolution for every source. Avoid upscaling or changing a film merely to match a preset without first checking the source and the selected encoder’s requirements.

- Prepare the channel for live streaming. Confirm that the channel can create a live broadcast and that you can access its live controls in YouTube Studio.
- Create the broadcast. Configure the event details and visibility you need. Start with a private or unlisted test rather than immediately sending an untested continuous feed to a public audience.
- Obtain the stream’s ingest details. YouTube uses distinct broadcast and stream resources. Retrieve the ingest endpoint and stream key associated with the stream you intend to send.
- Configure the cloud encoder. Enter the YouTube-provided ingest information in the encoder and select the same supported protocol that the encoder is configured to send. Keep the stream key private; anyone who obtains it may be able to send video to your stream.
- Start playout and verify the incoming signal. Confirm that the encoder is sending audio and video and that YouTube reports a healthy incoming stream before making the broadcast public.
- Monitor the live event. Watch YouTube Studio for stream health and copyright warnings, and monitor the cloud player and encoder for stopped processes, failed files, or loss of connectivity.
Exact control labels can change, so follow the current YouTube Studio workflow for the channel and broadcast type you are using. Do not assume that creating an event alone starts the cloud player, or that a connected encoder alone makes the broadcast public.

5. Plan for copyright enforcement and archiving
YouTube says that all live streams are scanned for matches to third-party content. If a match is identified, YouTube may show a placeholder image, warn you to stop, or interrupt or terminate the broadcast if the content remains. A rights holder may need to add a licensed channel to its Content ID allowlist to prevent an interruption; having a license does not by itself ensure that an automated match will not affect the live stream.
Decide whether to retain an archive of the broadcast. A live stream that finishes without interruption can still receive a Content ID claim after completion if it is archived. Keep your rights records and any relevant permissions with the corresponding film and version so you can identify what was played if a claim occurs. A public-domain determination and a platform’s automated enforcement outcome are separate matters.
Copyright clearance is also separate from eligibility for monetization. Do not assume that public-domain material, by itself, establishes that a channel or a particular stream qualifies for monetization; check YouTube’s current monetization rules for your channel and content before relying on ad revenue.

6. Test before leaving the stream unattended
- Run a private or unlisted test long enough to verify film transitions, audio continuity, and the selected ingest protocol.
- Confirm that the cloud process can continue without a local computer or home connection being part of the playback chain.
- Test the behavior you configured for an unreadable file, stopped player, encoder exit, and temporary network failure.
- Confirm that someone can see alerts or check the system and YouTube Studio if the stream needs attention.
- Review visibility and archive choices before switching to a public broadcast.
A short successful test does not prove that a stream will run indefinitely. Keep monitoring and recovery procedures in place, and do not promise viewers uninterrupted availability unless your actual service arrangement supports that claim.
