To run public-domain films continuously on YouTube Live, keep verified video files available on an always-on server, send them through an encoder to a YouTube Live stream, and plan for monitoring and session restarts. YouTube does not promise that one broadcast can run forever: streams under 12 hours are automatically archived, and copyright matches, source failures, or network problems can interrupt a broadcast.
How the server-to-YouTube setup works
Your server plays the films and runs an encoder. The encoder sends video and audio to YouTube using the stream URL and stream key from YouTube Studio. In practice, a “nonstop” channel is a sequence of stream sessions with a way to restart after a session ends or a problem occurs—not a guarantee of a single uninterrupted broadcast.
- Prepare the films. Verify the rights for each specific film version and soundtrack, then make dependable local copies of files the encoder can read.
- Choose an always-on host and encoder. The host must remain powered on, connected to the internet, and able to play the chosen files while sending the stream. YouTube supports encoder-based streaming; OBS sends directly from the computer to YouTube rather than relaying through OBS servers. FFmpeg is another possible software tool.
- Create a stream in YouTube Studio. Create or schedule an encoder stream, copy the stream URL and key, and enter them in the encoder. Treat the key like a password.
- Set the video profile and start the encoder. Match the profile to the source and the upload connection. Check the YouTube preview before making the broadcast public.
- Test, monitor, and plan recovery. Run a short private or unlisted test, check audio and video continuity and playlist transitions, and monitor YouTube Studio for warnings or interruptions.
Check film rights before building the playlist
A public-domain label on a repository page is not sufficient proof that every element in a particular file is free to stream. Rights can differ by country and may apply separately to a restoration, soundtrack, or other added material. YouTube says the uploader is responsible for verifying public-domain status and that there is no official comprehensive list of public-domain works.
Keep a title-by-title rights ledger
For every film, record the exact title and version, the file’s source URL, the territories where you intend to show it, the evidence for public-domain status or a license, and any information about the soundtrack or restoration. Keep permission records and rights-owner contact details when applicable.

Internet Archive says its film list is accurate to the best of its knowledge but does not guarantee rights details supplied by uploaders. Its guidance says U.S. films completed in 1923 or earlier are generally public domain, but warns that this does not automatically cover later restorations, new soundtracks, or enhancements. It also calls for extra research on later works and warns that rights in foreign works may have been restored. Treat those dates as a starting point, not a blanket clearance. YouTube notes that copyright rules vary by country or region.
Use files the server can actually play
Some Internet Archive films cannot be played in its browser player; the Archive points users to download links in those cases. A locally cached, rights-checked copy can reduce dependence on a third-party player during playout. Confirm that the chosen encoder can read each file and that the audio plays correctly before adding it to the live rotation.
Choose a server and encoder without guessing at specifications
An always-on server needs a stable power and network connection and enough capacity to play the playlist while encoding and uploading it. The available guidance does not establish a particular CPU, GPU, memory, disk, operating system, cloud host, or bandwidth-margin requirement for a given playlist. Do not assume that a server suitable for file storage is automatically suitable for continuous encoding. Test the actual files and settings on the intended host before relying on it.

OBS or FFmpeg
OBS provides an encoder workflow and connects directly from the computer to YouTube. FFmpeg can also be used as an encoder, but there is no tested command or configuration established here for a perpetual film playlist. Its license depends on the optional components in a particular build, so check the exact build if you plan to distribute software or build a product around it.

Create the YouTube Live stream and connect the encoder
- Open YouTube Studio and create or schedule an encoder stream. If this is your first live stream, allow up to 24 hours for live streaming to be enabled.
- Copy the stream URL and stream key from the stream’s settings. Enter both in the encoder’s streaming configuration. Do not publish the key or store it where unauthorized users can access it.
- Set the encoder’s output profile. Use a resolution and frame rate appropriate for the film files, then select a bitrate that the server’s upload connection can sustain reliably.
- Start the encoder and inspect YouTube’s preview. Confirm that both picture and sound are present and that the preview shows no warnings before starting the public broadcast.
- Make a short private or unlisted test. Check a file transition and what happens at the end of a playlist item. The test should use the intended host, network, encoder, and representative files.
Set resolution, frame rate, and bitrate for a stable stream
YouTube’s encoder-settings guidance recommends choosing a quality that is reliable on the available upload connection and recommends RTMPS. Its H.264 recommendations include the following rates:

These are YouTube’s recommendations, not universal minimums or a server-sizing formula. Match the output to the source material and choose a rate the upload connection can sustain. A higher setting is not useful if it causes an unstable feed. The available guidance does not establish a separate keyframe interval, audio bitrate, or exact encoder preset for this film-streaming use case; use the current settings provided by YouTube and your encoder rather than assuming an unverified value.
Plan sessions, playlist endings, and recovery
YouTube says streams under 12 hours are automatically archived. Schedule session boundaries and a restart process instead of relying on a single broadcast to run indefinitely. The available guidance does not promise a perpetual-stream method or a seamless restart.

- When a file ends: Confirm in a test that the encoder advances to the next film or handles the end of the playlist as intended.
- When the encoder or host stops: Arrange for someone or a process you control to notice the failure and restart the stream. Do not assume that a restart will be seamless.
- When the network becomes unstable: Check YouTube Studio’s warnings and the server’s connection. If the chosen profile cannot be sustained, select a more reliable quality.
- When YouTube interrupts the stream: Check for copyright or other platform notices before restarting. Repeating the same broadcast without addressing the cause may not prevent another interruption.
Why a public-domain film can still trigger a copyright interruption
YouTube scans live streams for third-party content. If it identifies a match, it may replace the stream with a placeholder; if the material remains, the broadcast may be temporarily interrupted or terminated. A public-domain claim does not prevent an automated match, and a licensed work may still require its rights owner to add the channel to a Content ID allowlist.

Keep your rights ledger and supporting evidence available. If a licensed film is matched, contact the rights owner about allowlisting the channel; if the film’s status or version is uncertain, pause it until you have resolved the question rather than treating an automated match as proof that the title is or is not public domain.
