The free allowance is not a guarantee of a VM, a particular network speed, or uninterrupted uptime. This guide covers the setup, YouTube settings, a configurable FFmpeg command, and the limits to check before relying on it for a 24/7 channel.
Before you start: check your OCI account and region
OCI Always Free compute is available in your tenancy’s home region. If you are in India, that does not guarantee that an India region can host a new free A1 instance: the tenancy must use that region as its home region, and capacity must be available. Check the home region, current A1 shape availability, quotas, and service limits in the OCI Console. An out-of-host-capacity message can mean the region temporarily has no available Always Free shape. Oracle’s Always Free resource list describes the offer and its regional qualification.
Oracle documents an A1 Always Free allowance of 1,500 OCPU-hours and 9,000 GB-hours per month, equivalent to 2 OCPUs and 12 GB of memory for an Always Free tenancy. It also lists 10 TB per month of Always Free outbound data transfer. These are resource and transfer allowances—not a reserved instance, an upload-speed commitment, or an uptime guarantee. Check the current Oracle limits for your account.
- Architecture: A1 is Arm-based. Choose an ARM64/aarch64-compatible operating-system image and an FFmpeg package or build that supports that architecture.
- Capacity: Do not assume an A1 instance can be created just because the allowance appears in the free-tier documentation.
- Billing: Oracle distinguishes its time-limited free trial from Always Free resources. Keep your allocation within the applicable Always Free limits if you intend to remain within them. See Oracle Cloud Free Tier details.
Prepare the YouTube Live stream
- In YouTube Studio, open Live Control Room and create or schedule a stream using the encoder workflow.
- Copy the server URL and stream key shown for that stream. FFmpeg needs both to send video to YouTube.
- Keep the key private. YouTube describes stream keys as like a stream’s “password and address.” Do not put one in a public repository, screenshot, shared log, or shell history. If it is exposed, reset it in YouTube Studio. YouTube’s stream settings guidance explains managing stream keys.
For a scheduled stream, follow the Live Control Room prompts: start the encoder, wait for the preview, and select Go live when the workflow asks you to. Stopping the encoder ends the stream. YouTube says streams shorter than 12 hours are automatically archived; do not treat that as a guarantee that a longer stream will be archived. See YouTube’s live-stream settings guidance.

Choose a stream profile your VM can actually sustain
YouTube’s encoder guidance supports RTMP/RTMPS ingest and recommends H.264 video, AAC or MP3 audio, constant bitrate (CBR), and a two-second keyframe interval (four seconds maximum). For a straightforward SDR stream, H.264 with AAC over RTMPS is a practical starting profile. Use the current YouTube recommendations for the codec, resolution, and frame rate you choose; the page may be updated. YouTube encoder settings, bitrates, and resolutions.

Those figures are YouTube’s recommendations for the listed H.264 profiles, not a claim that a particular OCI VM in India can continuously deliver them. YouTube recommends testing upload bitrate and leaving 20% network headroom. On a remote VM, a home broadband speed test says nothing about the VM’s outbound route; check the instance’s observed stream health and test from that environment using content similar to the intended stream. Install FFmpeg and prepare the media
Install FFmpeg using a package or build compatible with the VM’s selected Arm64 operating system. Package names and available codecs vary by distribution and build, so check what your installation supports before choosing an encoder. Place the video file on the VM and confirm its path and audio/video streams. If its codecs and format already meet YouTube’s ingest requirements, stream-copy may avoid re-encoding; otherwise, encode with a supported video and audio codec.
There is no single safe copy-paste FFmpeg command for every instance: input type, package build, codec availability, chosen bitrate, and YouTube endpoint all affect the options. Build the command from these components, and validate its syntax against the FFmpeg documentation for your installed version:

- Input: the local media file and any required input options.
- Video and audio: either compatible stream-copy or supported encoders such as H.264 video and AAC audio.
- Rate control: a bitrate that fits the chosen YouTube profile and the tested outbound capacity, with headroom.
- Keyframes: set the keyframe interval to two seconds and keep it within YouTube’s four-second maximum.
- Destination: the YouTube server URL joined with the private stream key using the ingest format shown in Live Control Room.
Do not put a real stream key in a script you share or publish. Protect local scripts and logs as credentials, and avoid exposing the assembled destination in screenshots or command output.
Start the encoder and verify the live signal
- Start FFmpeg with the prepared input, codec or copy settings, bitrate, keyframe interval, and YouTube destination.
- Read FFmpeg’s output for connection failures, unsupported codecs, or encoder errors. A process that is running is not proof that YouTube is receiving a healthy stream.
- Open the stream in YouTube Live Control Room and wait for its preview. Review YouTube’s stream-health messages before making the stream public or selecting Go live for a scheduled stream.
- Run a representative test with the intended audio and moving content. If the connection or stream health is unstable, lower the bitrate or resolution, then test again.
Can an Always Free VM run a 24/7 stream reliably?
It may be possible to keep an encoder process running, but OCI’s published free compute and data-transfer allowances do not establish a guaranteed network rate or continuous availability. Assigned bandwidth and capacity depend on the account, instance, and region. Oracle’s service-limits documentation says limits and usage can be checked in the Console; verify your tenancy rather than relying on a rate shown for another account or shape. Oracle service limits.

There is also an idle-instance reclamation risk. Oracle says Always Free instances may be reclaimed when, over a seven-day period, CPU utilization at the 95th percentile, network utilization, and (for A1) memory utilization are each below 20%. A low-bitrate or inactive workload could be vulnerable; whether a particular stream meets those conditions cannot be determined in advance from the general rule. Monitor the instance and keep a recovery plan. Oracle’s Always Free resource documentation.
For a long-running channel, plan for encoder exits, VM restarts, network interruptions, and reclaimed capacity. Monitoring and restart automation can help you respond, but do not assume that a running FFmpeg process prevents Oracle reclamation or guarantees that YouTube remains live.

Troubleshooting
