YouTube’s live recommendations are 2–6 Mbps for AV1 or H.265 and 3–8 Mbps for H.264 at both 30 and 60 fps. Your actual upload speed must sustain the selected bitrate with headroom; if it cannot, lower the resolution rather than forcing 720p.
Enable manual resolution in YouTube Studio

In YouTube Studio, open Go Live to reach the Live Control Room.

Create a custom stream key if you need repeatable manual resolution settings. In the stream’s resolution options, enable manual settings. YouTube’s live stream settings guide describes the available controls.

In your encoder, set the output resolution to 1280×720. Set the encoder and stream configuration to agree; changing only one side can cause an incorrect-bitrate or stream-health warning.

Choose 720p bitrate, codec, and frame rate
YouTube’s live encoder settings table gives the following ingestion recommendations for 720p. These are recommendations, not a guarantee that a particular venue connection will sustain the stream.

Pick 30 or 60 fps for the service
For a service without fast movement, 30 fps is a sensible bandwidth-conscious starting point. Choose 60 fps when the content has movement that benefits from it and the encoder and network can handle it. YouTube lists the same 720p bitrate ranges at either frame rate, so 30 fps does not put the stream into a lower official bitrate tier.
Set the encoder for a stable stream

Use constant bitrate (CBR) and a two-second keyframe interval. YouTube recommends two seconds and says not to exceed four.

Use RTMPS for encrypted transport to YouTube’s servers.
Do not use YouTube’s separate recommendations for prerecorded video uploads to set a live stream. Live ingestion settings are a different set of values.

Check upload speed and leave headroom
Measure outbound upload bandwidth at the venue, ideally under conditions similar to service time. YouTube recommends 20% upload bandwidth headroom; its guidance says the primary stream, any backup stream, and that margin must fit within available outbound capacity. YouTube’s streaming tips put the core constraint plainly: “The total bitrate you’re streaming cannot exceed the amount of upload bandwidth available.”
Do not rely only on the advertised internet-plan speed. Other people and devices sharing the connection can reduce the capacity available to the encoder, and service-time congestion can vary. A wired Ethernet connection may help if the encoder’s Wi-Fi link is unstable and a router connection is available; it cannot increase your ISP upload capacity or fix a saturated upstream connection.
Test before the service and monitor stream health

Run a test before the event with representative audio and movement. YouTube explicitly advises: “Make sure to test before you start your live stream.”

Check the encoder output settings and Live Control Room status messages during the test. YouTube’s live streaming error messages guide can help interpret reported problems.

Monitor stream health during the event. A test under similar conditions is more useful than a speed result from a quiet time of day, but it still cannot guarantee future venue capacity.
Fix common 720p streaming problems
Live Control Room reports an incorrect bitrate
Check that the encoder’s bitrate matches the ingestion settings and that the stream-key configuration matches the output. YouTube notes that a non-variable-resolution entrypoint must use the exact bitrate specified in ingestion settings.

The stream buffers, drops, or reports insufficient bandwidth
Confirm the encoder is not competing with other heavy network use, then compare available outbound capacity with the selected bitrate plus headroom. If the link cannot sustain the chosen stream, lower the resolution and use the bitrate appropriate to that resolution. After changing resolution, verify that the encoder and stream-key settings agree. Forcing 720p onto an inadequate connection is not a reliable fix.
Some viewers cannot select 720p playback
The encoder’s 720p setting describes the stream sent to YouTube; it does not promise every viewer a 720p playback option. YouTube transcodes the incoming stream, and the playback options delivered to a viewer depend on the device and network.
