How to Set Ultra-Low-Latency Targets for Live Streaming

Choose a live-stream latency target from the viewer experience, measure it end to end, and tune capture, delivery, and playback together.

Set a live-stream latency target by measuring glass-to-glass delay—the time from the real event to its display on a viewer’s device—and choosing the lowest delay your audience’s experience actually needs. Under one second is a useful ultra-low-latency category reference for timing-sensitive interaction; passive viewing can often tolerate a few seconds. Neither a protocol label nor a short segment guarantees that end-to-end result.

Define the latency you are targeting

“Latency” can mean contribution delay, ingest delay, or playback delay. Those measurements cover different portions of the path, so they cannot stand in for an end-to-end objective. For a viewer-facing target, define glass-to-glass delay as the interval from the event happening to the event appearing on the viewer’s screen. The IETF describes this measurement boundary in RFC 9317.

State the objective with its boundary and audience, for example: “glass-to-glass delay within X seconds for viewers using these devices and networks.” The value of X is a deployment decision, not something the available category definitions can determine for every stream.

Choose a target based on the viewer experience

Start with what viewers must be able to do, rather than selecting the smallest possible number. A gaming broadcast with live audience participation, a remote game-control experience, or an auction may depend on reactions arriving quickly. A one-way event where viewers mainly watch may work well with a delay of a few seconds.

Reference category Definition in the cited source How to use it
Ultra-low latency Under 1 second, as defined by the IETF in RFC 9317 (2022) and described by ITU-T H.705.2 (2023). Consider for timing-sensitive or interactive experiences; it is a category reference, not a service-performance guarantee.
Low-latency live delivery Under 10 seconds in IETF RFC 9317 (2022). A broad category. If your product needs a few seconds or less, specify that concrete objective rather than relying on this label.
Low-latency streaming 1–5 seconds in ITU-T H.705.2 (2023). A different category boundary from RFC 9317; use it as a reference, not a promise of achieved delay.

The definitions do not match exactly because the sources use different category conventions. They are useful for describing classes of delivery, but neither source establishes the right target for your audience or guarantees that a particular service will meet it. See ITU-T H.705.2.

Build an end-to-end latency budget

Once you have a viewer-facing objective, account for delay throughout the entire path. A short segment setting cannot compensate for a slow encoder, a long live-edge holdback, or buffering elsewhere. AWS’s guidance is to optimize across the pipeline while managing quality and reliability tradeoffs (AWS Well-Architected Streaming Media Lens).

  1. Capture and encode: Account for capture timing and the encoder’s processing delay.
  2. Contribution and ingest: Include the time to send the encoded stream to the service or origin that receives it.
  3. Origin and packaging: Measure how quickly media becomes available to the delivery system. Packaging choices and publishing cadence contribute to delay.
  4. CDN or other delivery: Include delivery time and the effects of network conditions between the service and viewers.
  5. Player and display: Include startup behavior, live-edge holdback, buffering, decoding, and rendering on the viewer’s device.

There is no universal millisecond allocation for each stage in the cited guidance. Measure the intended deployment and use those observations to decide where your budget is being spent.

Choose a delivery approach that fits the interaction

For real-time, two-way interaction

RTP/WebRTC is commonly used when an experience needs real-time interaction. Evaluate the operational requirements of that path alongside its latency goal; the protocol alone does not ensure the result on every viewer’s network or device.

For passive viewing with a few seconds of tolerance

Low-latency HTTP delivery such as LL-HLS or LL-DASH may fit a broadcast audience that can accept seconds of delay. AWS notes that CMAF chunking can make sub-segment bytes available before a full segment is complete, helping separate delivery latency from the full segment duration. Apple’s Low-Latency HLS documentation illustrates Partial Segments lasting 200 milliseconds within a six-second parent Media Segment; those are implementation examples, not measured glass-to-glass performance or a typical result.

WebRTC may be unnecessary for passive broadcast if LL-HLS or LL-DASH meets the actual experience requirement. AWS makes this distinction in its streaming media guidance.

Make the latency tradeoffs explicit

Less delay leaves less time to absorb network variation. RFC 9317 notes that low-latency delivery can affect encoding efficiency, adaptive-bitrate flexibility, device and resolution coverage, cost, and resilience to jitter or packet reordering. An aggressive sub-second objective can make ordinary network variation more visible to some viewers.

  • Picture quality and bitrate efficiency: Decide whether the latency objective is worth any reduction in encoding efficiency or quality options.
  • Adaptive bitrate behavior: Check whether the delivery mode retains the adaptation behavior your viewers need across changing connections.
  • Compatibility: Verify support across the intended devices, resolutions, players, and delivery infrastructure.
  • Reliability: Decide how much buffering and recovery room the experience needs under congestion, jitter, or packet reordering.
  • Scale and cost: Compare delivery economics at your expected concurrency. HTTP-based low-latency delivery may suit passive broadcast; WebRTC can add per-session operational demands. Actual cost depends on the service and scale.

The best target is the least delay that materially improves the experience without making the stream less watchable or dependable for the audience you serve.

Define fallback and measure what viewers receive

Specify what should happen when a client, connection, or delivery path cannot sustain the primary low-latency mode. Some systems can fall back to ordinary HLS in response to network conditions or client support; Microsoft documents network-triggered HLS fallback for its Teams events, but that behavior should not be assumed for other services (Microsoft Learn).

Measure event-to-display delay across representative viewer paths, devices, geographies, and network conditions. Report the audience and operating conditions alongside the results. The cited standards and guidance do not prescribe a universal percentile objective, measurement instrument, or sample size, so define those for your own service rather than presenting one deployment’s result as universal.
