You can use a local M3U-style list to organize video files for FFmpeg, but the list itself does not create a YouTube livestream. FFmpeg must read compatible media, encode or pass it through, and send a continuous feed to the ingest URL and stream key for a YouTube Live event. The guide below shows how to prepare the playlist, choose a concatenation method, configure YouTube, and monitor a long-running stream.
What an M3U file does—and what it does not do
A local M3U file is a playlist: it identifies media files and their playback order. It is an input convenience for selecting sequential media, not a livestream or a YouTube ingest format.
Do not confuse that input list with an M3U8 file produced by FFmpeg’s HLS muxer. HLS output consists of a manifest and media segments; it is a different workflow from sending a typical encoder feed to YouTube. For an ordinary YouTube Live encoder setup, use the protocol and server URL shown for your event’s stream key. Prepare the files and playlist
- Put the media in a stable location. Use paths that will resolve on the computer running FFmpeg, and keep the files available throughout the stream. Test the exact playlist syntax with the FFmpeg build and operating system you intend to use; syntax is not guaranteed to work unchanged everywhere.
- Choose and inspect the playback order. Confirm every listed path exists, each clip plays, and audio and video are present as expected. A missing file or a damaged clip can interrupt a long run.
- Check stream compatibility before choosing concatenation. FFmpeg’s concat demuxer can avoid re-encoding, but expects matching streams. Differences in codecs, stream layouts, or time bases can cause failures or unreliable concatenation. See the FFmpeg FAQ and this 2024 FFmpeg-user discussion; the latter is community advice, not a YouTube requirement.
FFmpeg documentation describes playlist and concat options, but there is no single M3U syntax that can be assumed to work unmodified across every build and operating system. Check the installed version’s FFmpeg CLI documentation and verify the list locally before relying on it.

Choose a concatenation workflow

FFmpeg’s FAQ distinguishes the demuxer from the filter: choose the demuxer only when the inputs meet its compatibility assumptions. If they do not, normalize or re-encode the assets, or use a filter-based workflow. The exact command depends on the files’ codecs, stream layout, frame rates, audio, and installed FFmpeg build; do not assume a generic concat command will safely handle a mixed library.
Set up YouTube Live and protect the stream key
- In YouTube Live Control Room, create or open the live event.
- Open the event’s stream settings and copy its current stream URL and stream key into your FFmpeg configuration. YouTube’s encoder setup guide explains their role; manage live stream settings covers the event settings.
- Use the ingest protocol shown for that key. YouTube’s general encoder guidance covers RTMP/RTMPS. HLS ingest has separate requirements and sends segments, so it is not interchangeable with the ordinary encoder path.
- Treat the stream key like a password. Keep it out of public examples, screenshots, shared logs, and any file or command history that others can access. If it is exposed, replace it in YouTube’s live settings.
FFmpeg’s -f hls selects HLS output; it does not by itself connect a playlist to a standard YouTube livestream. Consult the current YouTube encoder settings and the dedicated YouTube HLS instructions before choosing that specialized ingest path.

Choose encoder settings and test before going live
YouTube’s current general encoder guidance recommends constant bitrate (CBR) and a two-second keyframe interval, which should not exceed four seconds. Its recommended bitrate depends on codec, resolution, and frame rate. For H.264, YouTube lists 5 Mbps for 1080p at 30 fps and 14 Mbps for 1080p at 60 fps. These are YouTube-published recommendations, not measured performance guarantees; check the live guidance for the current values and supported options, including H.264, H.265/HEVC, and AV1. - Set the output resolution and frame rate to suit your source material and the available upload capacity.
- Use CBR and configure a two-second keyframe interval, staying at or below YouTube’s four-second maximum recommendation.
- Choose a bitrate from YouTube’s recommendations for the selected codec, resolution, and frame rate; confirm your sustained upload capacity can support it.
- Test representative moving video and audio, not just a static image or silent segment.
- Preview the event and check YouTube’s stream health before starting the public broadcast.
YouTube recommends 20% upload-bandwidth headroom above the stream’s bitrate and warns that network disruption can break a stream. Leave that margin, test the actual connection, and monitor the YouTube streaming tips guidance alongside the encoder settings.

Meet YouTube’s live eligibility and content-rights rules
YouTube’s getting-started guidance says a channel must be verified, have no live-streaming restrictions in the preceding 90 days, and meet its minimum age requirement of 16. Check the channel’s current status in YouTube Studio before preparing a continuous broadcast; platform eligibility rules can change.
You must have the rights to broadcast every item in the playlist, including applicable music rights. YouTube’s livestream terms state: “You represent and warrant that you have all necessary rights for the exploitation of the Live Content on the Google Services throughout the world, including, without limitation, music licensing rights from artists, record labels, publishers (including public performance licenses) and any other royalty participants.” A playlist of files you can play locally is not automatically cleared for public livestreaming.

Plan for a stream that is meant to run continuously
“24/7” is an operating goal, not an uptime guarantee. FFmpeg can stop if the host fails, a file disappears, media properties cause an encoder error, the network drops, or YouTube restricts the stream. Keep the FFmpeg output and YouTube stream health visible, confirm the event remains accessible, and decide how you will restart and recover before leaving the stream unattended. YouTube recommends testing and monitoring, but does not guarantee uninterrupted operation for a particular command or machine.
No minimum CPU, memory, or power requirement is established for this workflow. Load depends on whether FFmpeg copies compatible streams or re-encodes, the codecs and resolution, and whether hardware encoding is used. Test the exact files and settings on the intended host. Reliable, sustained upload capacity matters; YouTube’s guidance recommends bandwidth headroom, not a particular router or computer model.

Troubleshoot common failures
- FFmpeg cannot open a playlist entry: Check for a typo, missing file, inaccessible directory, or path syntax that differs on the host operating system. Confirm each listed file is readable by the account running FFmpeg.
- The concat demuxer errors or playback breaks at a file boundary: Compare codecs, stream layouts, and time bases. The demuxer expects matching streams. Normalize or re-encode the assets, or use a filter-based workflow when the inputs differ.
- YouTube does not receive the encoder feed: Verify that the event is ready, and that the current stream URL, stream key, and ingest protocol match the event settings. Keep the key private and check FFmpeg’s connection and error output.
- YouTube reports poor stream health or buffering: Test sustained upload capacity, lower the chosen bitrate or output demands if needed, and preserve YouTube’s recommended 20% bandwidth headroom. Network interruptions can break the feed.
- Video plays but audio is absent or unexpected: Inspect the playlist files’ audio streams and test a representative clip in the preview. Ensure the selected workflow handles the files’ actual audio layout.
- The stream stops after running for a while: Check host power and network continuity, FFmpeg output, source-file availability, and YouTube event status. A continuous process needs a recovery plan; no command guarantees uninterrupted service.
