First check that the channel can livestream, confirm rights for every part of the broadcast, then test the audio, visual, and connection before going live.
1. Check that the YouTube channel is eligible
YouTube’s getting-started guidance says the channel must be verified, must not have had a live-stream restriction in the previous 90 days, and the person streaming must be at least 16 years old. Check eligibility in YouTube Studio before preparing the broadcast. See YouTube’s live-streaming getting-started guidance.
2. Set up an audio-led scene
A camera is not required for an encoder-based stream. Route the station’s audio into an encoder and create a scene with a still graphic: for example, authorized station artwork, the station name, and the current program title. YouTube documents encoder streams and overlays; using a static scene to present radio audio is a practical way to combine those capabilities, not a visual format YouTube mandates. Keep the visual legible on a phone-sized screen. A station logo and program title may be enough; add information only if the newsroom can keep it accurate and has permission to use it. Do not use a camera or buy camera equipment solely to make an audio broadcast eligible for YouTube Live.

3. Choose an encoder and configure the stream
Software encoder
A computer running encoder software is one option. Connect the station’s audio output to the encoder, add the graphic as the visual source, and select the YouTube stream destination. YouTube supports encoder streaming and lists compatible stream formats; exact setup steps and controls depend on the encoder you choose.
Hardware encoder
A dedicated hardware encoder is another option for sending the audio-led scene to YouTube. YouTube’s documentation covers software and hardware encoder workflows; it does not require a hardware encoder or specify a particular model or minimum computer specification. Choose based on the equipment and staff support the station already has.

Video, audio, and connection settings
YouTube supports RTMP or RTMPS ingest with H.264, H.265, or AV1 video, and AAC or MP3 audio. Its recommended stereo audio settings are a 44.1 kHz sample rate and 128 kbps. Select a video configuration your encoder supports—even for a static graphic—and test that the audio is clear and synchronized. YouTube’s recommendations and supported formats are listed in its live encoder settings guidance.
The appropriate video resolution, bitrate, and other encoder values depend on the encoder and the station’s upload connection. Leave enough upload capacity for a stable stream rather than assuming a setting will work on every connection. Test before the broadcast and monitor YouTube’s stream health while live.

4. Create the live stream and connect the encoder
- In YouTube Studio, open the Live Control Room and create or schedule the broadcast. Review the title, description, visibility, and whether the stream will be archived.
- In the Live Control Room, obtain the stream key and ingest details for the broadcast. Treat the key as a credential: enter it only in the intended encoder and do not publish or share it.
- In the encoder, select the YouTube destination and enter the stream key and ingest details. Add the station’s audio input and the approved graphic scene.
- Start the encoder and wait for the Live Control Room to receive the signal. Confirm the preview, audio level, and stream-health indicators before starting the public broadcast.
- When the program ends, stop the broadcast in the encoder and confirm the live event has ended in YouTube Studio.
Menu labels can change, and encoder interfaces differ. Use YouTube’s current encoder setup instructions alongside the controls shown in your encoder.
5. Clear rights for the broadcast and any archive
The station is responsible for having the rights needed for both live and archived content, including music licensing rights, and for satisfying applicable regulatory requirements such as broadcast licenses where required. Before streaming, review agreements for music, news, syndicated segments, advertisements, and other material. Confirm that permissions cover online live distribution, the relevant territories, and any archive or replay. The station’s specific legal obligations depend on its agreements and jurisdiction; YouTube’s terms do not determine them. Read the YouTube Terms of Service.

YouTube scans live streams for third-party content. If it identifies such content, a placeholder image may replace the stream; if the content remains, the stream may be interrupted or terminated. YouTube also warns that a stream can be interrupted even when the broadcaster has licensed the material unless the relevant rights owner adds the channel to its Content ID allowlist. Contact rights owners about allowlisting before the broadcast, rather than waiting for a live interruption. See YouTube’s guidance on live-streaming restrictions.

A simple station graphic is easier to maintain; a more information-rich graphic can show details such as the program title, but every displayed element should be authorized and kept accurate. For an archived stream, check that rights also cover making the material available after the live broadcast. If those rights are unclear, settle them before enabling an archive.

7. Troubleshoot common problems
- YouTube does not show an incoming signal: Check that the encoder is running, the correct event is selected, and the stream key and ingest details match that event. Keep the stream key private.
- The stream has no audio: Confirm the encoder is using the station’s intended audio input, that its input level is active, and that the selected audio format is supported. Test the preview before going live.
- Audio breaks up or the stream health is poor: Check the upload connection and encoder load, then test a configuration the encoder and connection can sustain. There is no single bitrate that is established as right for every station setup.
- The graphic appears but the broadcast is interrupted or replaced: Review YouTube’s live-stream restriction notices and identify any third-party content being detected. Confirm the station’s permissions and ask the relevant rights owner about Content ID allowlisting.
- The channel cannot start a live stream: Check verification and whether a live-stream restriction was applied within the prior 90 days; also confirm the streamer meets YouTube’s stated minimum age.
