To stream an Indian community FM station’s online feed to YouTube, create a live event in YouTube Studio, send the feed through an encoder using YouTube’s server URL and stream key, and include a video source such as a station slate. First confirm that the station’s permissions cover the YouTube simulcast and any archive: terrestrial broadcast authority does not by itself establish online rights.
What you need before going live
- A YouTube channel with live streaming enabled. YouTube says first-time live streaming activation can take up to 24 hours, so enable it and test well ahead of the broadcast.
- An encoder. This may be software or hardware. It sends the outgoing stream to YouTube using the server URL and stream key from Live Control Room.
- The station’s online audio feed and a video source. An audio-only radio feed still needs video for the YouTube presentation. A station logo, programme slate, or other suitable graphic can provide it.
- Permissions for the transmission. Confirm authority to retransmit the station’s output, online music and programme rights, and whether viewers may access an archived copy.
- A stable upload connection and an operator to monitor the stream. Choose settings your connection can sustain and watch the preview, audio, and stream health while live.
YouTube documents encoder-based streaming in its live stream encoder instructions. Its encoder settings guidance recommends RTMPS and lists AAC or MP3 audio; for stereo audio it recommends 128 Kbps.
Confirm the station’s rights and permissions
Check retransmission authority separately from music rights
Make a station-specific checklist before configuring the stream. It should cover permission to retransmit the station’s broadcast feed, the rights to transmit music and programmes on YouTube, and whether those rights also cover an archive. YouTube’s livestream terms put responsibility on the provider to have the rights needed for worldwide exploitation on Google services, including music licensing rights and compliance with applicable requirements.
Indian copyright law separately recognizes a broadcasting organisation’s broadcast reproduction right. That is a distinct consideration from the station’s music and programme permissions; see the Government of India’s Copyright Act, 1957, Chapter VIII.

Do not assume terrestrial CRS approval settles the online question
The Ministry of Information and Broadcasting’s revised Community Radio Station policy guidelines are dated 13 February 2024. MIB says community radio content is governed by GOPA guidelines and the AIR Broadcast Code; its Broadcasting Wing page provides relevant ministry context. The official materials cited here do not establish whether a station’s existing CRS permission alone covers a concurrent YouTube simulcast. Confirm the station’s circumstances with MIB/WPC or qualified Indian broadcast counsel rather than treating terrestrial permission as a definitive online clearance.
MIB also lists Supporting Community Radio Movement in India scheme guidelines 2026–31, dated 28 July 2026. These are scheme implementation guidelines, not a technical YouTube setup guide or a determination of simulcast permissions.

Set up the YouTube live event
- Open YouTube Studio and choose Create → Go Live. In Live Control Room, use the Stream tab. If this is the channel’s first live stream, activation may take up to 24 hours.
- Create or schedule the event. Set the title, visibility, and schedule in Live Control Room.
- Copy the server URL and stream key. Treat the stream key like a password: it is the credential that lets the encoder send the feed to the correct YouTube stream. Do not share it publicly.
- Configure the encoder’s destination. Choose YouTube if the encoder offers it. Otherwise, paste in the server URL and stream key in the encoder’s stream settings.
YouTube’s documented encoder workflow is to provide the encoder with the stream URL and key so it can send the stream to YouTube. Keep the key private and follow the encoder’s own instructions for storing it securely.
Route the station audio and provide video
If the station already has an online feed
Route that feed into the encoder’s audio input, then add a video source for the YouTube presentation. For an audio-led station, a static station slate or programme graphic may be appropriate. Check that the slate is legible and that the right visual is shown for the programme. The exact routing steps depend on the feed format and encoder; those details are not specified here, so verify them against the encoder’s documentation and test the actual signal path.

If the station is starting from a console or other output
A station whose signal path is based on an analog or console output may need an audio interface or hardware encoder, depending on its existing equipment. YouTube supports encoder software and hardware; neither a specific device nor an FM tuner is universally required. An FM tuner is not needed when the workflow begins with an existing online feed.
Whichever path you use, check that the encoder is receiving the intended audio, that the visual is present, and that the preview in Live Control Room shows both. A successful connection does not establish that the programme is rights-cleared.

Choose audio settings and test the complete path
- Use AAC or MP3 audio. YouTube lists both for RTMP/RTMPS encoder streams.
- For stereo, use YouTube’s recommended 128 Kbps audio setting as your starting point. This is a platform recommendation for stereo audio, not a guarantee that every encoder or connection will behave identically.
- Prefer RTMPS. YouTube recommends the secure ingestion protocol. Select it in the encoder when available or use the server URL YouTube provides.
- Set the outgoing bitrate to what the upload connection can sustain. Avoid choosing a bitrate solely because it looks higher; YouTube advises matching the encoder setting to available upload capacity.
- Run a full test before the scheduled broadcast. Use audio and video similar to the planned show. Check the Live Control Room preview, verify the watch page can be reached from the channel and a mobile device, and listen for the correct audio.
The cited YouTube settings guidance does not establish one universal video resolution or video bitrate for this station’s setup. Select video settings supported by the encoder and connection, then confirm the preview and stream health during testing rather than assuming a particular value fits every feed.
Go live, monitor, and end the stream
- Start sending from the encoder and wait for the Live Control Room preview to appear.
- When the scheduled workflow requires it, click Go Live in Live Control Room.
- Keep an operator available to monitor sound, the video presentation, stream health, and platform warnings throughout the broadcast.
- At the end, stop the stream through Live Control Room and stop the encoder’s outgoing transmission as appropriate for the setup.
- Check the archive and its visibility rather than assuming it is available or cleared for reuse. YouTube’s encoder article says streams shorter than 12 hours are automatically archived; confirm the archive settings and rights before relying on a copy.
Copyright interruptions and how to respond
YouTube scans live streams for third-party content, including another live broadcast. If it detects a match, it may show a placeholder, warn the channel, interrupt or terminate the stream, and in some cases issue a copyright strike. A station’s licence may not prevent an automated interruption: YouTube says the rights holder may need to add the channel to its Content ID allowlist even where the creator says the use is licensed. See YouTube’s guidance on copyright issues with live streams.

- If YouTube warns or interrupts the stream: check YouTube Studio for the warning or strike and identify the matched material.
- If the station has permission: contact the relevant rights holder about Content ID allowlisting where applicable; do not assume the licence alone will prevent automated matching.
- If the material is not cleared for the stream: remove or resolve it before resuming. Review the rights for the live transmission and any archive separately.
YouTube accepting the encoder connection is not proof that the station’s broadcast, music, or programme rights are cleared.
Common problems and fixes
| Symptom | Likely cause | What to check or do |
|---|---|---|
| Live streaming is not available in Studio | The channel has not completed first-time live activation. | Enable live streaming early; YouTube says first-time activation can take up to 24 hours. |
| The encoder will not connect | The server URL or stream key is missing or incorrect, or the encoder destination is not configured. | Copy the current server URL and key from the event’s Live Control Room settings and check the encoder’s destination configuration. Keep the key private. |
| Viewers hear nothing or hear the wrong programme | The online feed is not routed to the encoder’s audio input, or the wrong input is selected. | Check the encoder’s audio source and test the full feed path while watching the Live Control Room preview. |
| The stream has audio but no useful picture | No video source or appropriate slate has been added. | Add and test a station logo, programme slate, or other video source alongside the audio. |
| The stream health degrades or the stream drops | The outgoing bitrate may exceed what the upload connection can sustain, or the connection may be unstable. | Check the connection and encoder status, and use a bitrate the available upload can sustain. Test under conditions similar to the broadcast. |
| YouTube displays a placeholder or interrupts the broadcast | A live scan may have matched third-party content. | Review Studio warnings, resolve the identified material, and contact the rights holder about Content ID allowlisting if the use is licensed. |
| The archive is missing or cannot be reused as expected | Archive availability, settings, stream duration, or reuse rights may not match expectations. | Check the event’s archive settings and the resulting copy. YouTube says streams under 12 hours are automatically archived; confirm rights before relying on the archive. |
Or let it run in the cloud
StreamNeo keeps a YouTube channel live from uploaded videos: upload a recording or build a playlist, add the YouTube stream key, and go live. It is not a relay for a station’s real-time online feed or camera output, so it is not a replacement for the encoder workflow above when the goal is to simulcast the station as it broadcasts. It may suit a separate, pre-recorded YouTube loop if the station has the rights to those recordings.
Quick Recap
- Nothing has to stay on at home; StreamNeo loops uploaded videos from the cloud.
- Each slot streams uploaded material as made, up to 4K 60fps, at one price per slot rather than quality tiers.
- It automatically recovers if YouTube drops the stream.
- The first day is free with no card.
- Monthly: $9.99 per month.
