To talk to the Man in the Moon Man Mask in the brig, first retrieve his confiscated audio cartridge, play it through the PA system in Client Intake, then return and exhaust his dialogue. This sequence is part of the side quest “Forbidden Secrets of the Undisputed Claim.”
1. Retrieve the Confiscated Audio Cartridge
Speak to Auxiliary Dabbler Klong, the warden at the counter, and ask her to open the sealed room behind her. Game8’s walkthrough reports that this costs 500 bits, or 250 bits if you have Speech 9. Inside, take the Confiscated Audio Cartridge from the table.
2. Play the cartridge on the Client Intake PA system
- Fast travel to Client Intake.
- Go straight inside and take the stairs up.
- Enter the doorway on the right. The PA System is reported to be the second door on the right.
- Use the system’s controls to insert the cartridge.
3. Return to the Moon Man
Go back to the brig and speak with the Man in the Moon Man Mask. Exhaust his dialogue options; after the recording has been played, he should share information about the Spacer’s Choice and Auntie Cleo merger. Then report what you learned to Middle Manager Twombly to complete the follow-up.
If the Moon Man dialogue will not progress
First check that the quest objective is active and that you actually inserted the cartridge into the Client Intake PA system. Speech 9 is reported as a way to reduce Klong’s charge; it is not established as a requirement for talking to the Moon Man.

If his interrogation dialogue is still missing, an Obsidian forum player reported that persuading Vallow Andrew to provide the recipe, rather than stealing it, caused an additional dialogue option to appear after reloading. That is one player’s account, not a confirmed universal fix, and it does not prove that stealing the recipe always blocks progress. The available reports do not establish a reliable workaround for every stuck quest state.

The brig NPC is the Man in the Moon Man Mask involved in this quest. The “Moon Man” also appears in the game’s conversational main menu; an official Xbox interview discusses that menu character and the game’s reactive dialogue design, but does not document this specific brig conversation. Brandon Adler, the game director, described the broader approach as wanting players to make their own choices and have the game react accordingly. That design context is not evidence of a particular outcome in this quest.
