A working RTSP control connection does not prove that video can reach the restreamer. Save the exact error and sanitized logs before changing settings, then test one stage at a time.
First, locate the failing stage
RTSP carries control requests such as DESCRIBE, SETUP, and PLAY over a control connection. The media transport is negotiated separately during SETUP. That means a client can connect and exchange RTSP messages while receiving no media at all. RTSPS adds TLS protection to the control connection, so a failure can occur during the TLS handshake before the server returns any RTSP status.
Identify which device is failing in the path: the camera or other source, the relay/restream server, or the viewing client. Where possible, test the source-to-relay and relay-to-viewer segments separately. Record whether the stream never connects, fails on a particular RTSP method, plays without media, freezes, or drops intermittently.
Save a useful, safe error record
Before restarting services or changing transport settings, record the URI scheme, host, port, path, client and server versions, first failing method, response code and headers, negotiated Transport value, and any TLS error text. Redact passwords, tokens, and stream keys from URIs and logs before sharing them.

Check the URI and authentication
Compare the exact URI with the source or relay configuration: confirm whether the endpoint expects rtsp:// or rtsps://, and verify the host, port, path, stream name, and any required query parameters. RTSP path conventions vary by implementation; a familiar-looking path is not proof that it names a real stream.
A 401 response is an authentication challenge or indicates that supplied credentials were refused. Check the account or stream credentials and the server’s authentication challenge. A 403 means the request was understood but refused; repeatedly sending the same credentials is not the prescribed fix. A 404 says the server did not find a matching Request-URI, but by itself it does not tell you whether the path is mistyped, the stream is unavailable, or the implementation uses a different path convention.
Follow the RTSP method and session state
Use the saved log to find whether DESCRIBE, SETUP, or PLAY is the first request that fails. The first rejected method is more diagnostic than a later timeout, which may only be a consequence of the earlier failure. Follow the server’s response headers and the sequence expected by that implementation; do not reuse a stale session identifier or issue PLAY before the required setup.

RFC 7826, Section 17.4.18, defines the session error this way: “The RTSP session identifier in the Session header is missing, is invalid, or has timed out.” A 454 therefore calls for a fresh session, not repeated use of the old Session value. A 455 indicates that the method is invalid in the current state, so inspect the request order and the state reached by the session.

Check the negotiated media transport and network path
Inspect the Transport request and the server’s response to SETUP. A 461 means the requested Transport specification is unsupported. Choose a transport supported by both endpoints rather than assuming that a client’s preferred mode is available on the server.
When to test UDP and interleaved TCP
UDP media and TCP-interleaved media have different network requirements. With interleaved TCP, media travels within the RTSP TCP connection; with UDP, media uses a separately routed path. FFmpeg documents both choices for RTSP input. If both endpoints support TCP, a controlled TCP test can help determine whether the UDP media route, firewall, or NAT behavior is involved. TCP is not a universal fix: a server may reject it, or the stream may still fail for an unrelated reason.

When control works but there is no video
Check whether media packets reach the receiving end, and inspect the actual ports and return route used by the negotiated transport. Review the particular client/server network setup, firewall rules, and NAT behavior. Opening only the RTSP listening port may not be enough, because media delivery depends on the negotiated transport and implementation.
Treat RTSPS TLS errors as a separate branch
If the connection fails before an RTSP status response, investigate the TLS handshake rather than starting with RTSP credentials or media transport. Check whether the client trusts the issuing certificate authority, whether the certificate is valid and matches the endpoint identity, whether SNI/hostname handling is correct, and whether the client and server support compatible TLS parameters. Use the relevant software’s documentation to identify its trust-store and certificate options.
FFmpeg documents CA-file and TLS-verification options; its documentation cautions that hostname matching depends on the linked TLS library. Do not disable certificate verification as a production fix. A 472 has a narrower meaning than “certificate problem”: RFC 7826 describes it as a proxy’s failure to establish a secure connection to the next-hop agent, primarily associated with a fatal TLS handshake failure. It is not a generic status for every client-side certificate error.

Use the response code to choose the next check
These meanings are defined by RFC 7826. They narrow the investigation, but do not identify a device-specific cause on their own.

| 472 | A proxy failed to establish a secure connection to the next-hop agent. | Inspect the proxy-to-server TLS compatibility and handshake logs. |
If media starts and then drops or degrades
Determine which segment is unstable: source-to-relay or relay-to-viewer. Compare logs from a known-working client with the failing restreamer while keeping the source URI, credentials, transport, and network path the same wherever possible. Change one variable at a time so that a change in outcome points to a meaningful difference.
If the failing segment is an OBS output connection, OBS’s stream-connection guidance identifies dropped frames as a possible sign of an unstable connection or a connection that cannot sustain the configured bitrate. Its general checks include network settings and possible interference from security software, VPNs, or networking hardware. Apply those checks only when that is the segment actually failing: OBS output guidance does not establish RTSP-specific defaults.

Reproduce the problem with a controlled client
FFmpeg or ffplay can be used to test RTSP input and transport options. Use the same source URI, credentials, transport, and network path as the failing restreamer where possible, and compare the method that fails and the returned response. Keep credentials out of shared command transcripts and logs. A successful test with a different URI, transport, or network path does not isolate the original failure.
Account for protocol and implementation differences
RTSP 1.0, specified by RFC 2326, remains relevant to deployed equipment; RFC 7826 specifies RTSP 2.0. Devices and software may differ in supported version, extensions, URI paths, and transport defaults. Do not assume every implementation uses the same path or port, or that TCP is always better than UDP. Standards explain protocol behavior, but the device configuration and sanitized logs are needed to diagnose a particular topology.

When to escalate
If the fault persists, send the camera or server administrator—or the network operator—a sanitized record containing the exact failing method, response code and headers, negotiated Transport, TLS error text if relevant, client/server versions, and the affected path segment. Never include passwords, tokens, or stream keys in the report.
