How to Use HEVC to Reduce Streaming Bandwidth Without Losing Quality

HEVC can improve the quality-versus-bitrate tradeoff, but savings depend on the content, encoder, settings, and playback support. Here’s how to test it and build an adaptive ladder.

HEVC (H.265) can deliver video at a lower bitrate than H.264/AVC for comparable perceived quality—but there is no guaranteed saving, and lower bitrate can also mean lower quality. The reliable approach is to encode representative footage at several settings, compare the results, and build an adaptive bitrate ladder that your viewers’ devices can play.

For gaming creators, one distinction matters: encoding your own live-game feed as HEVC reduces the upload bitrate only if the streaming service accepts HEVC as an input. For a video service you control, HEVC can reduce delivery bandwidth when the player and device support it. Neither changes the capabilities or limits of a platform that re-encodes your feed.

What HEVC can—and cannot—save

HEVC, also called H.265, is a video compression format. Its main advantage over H.264/AVC is a more favorable quality-versus-bitrate tradeoff: for some content and encoding workflows, it can produce comparable perceived quality using fewer bits. Apple Developer characterized the advantage in a 2017 HLS technology talk as about 40% lower bitrate than H.264. Treat that as Apple’s published comparison, not a promise for every game, encoder, setting, or viewer.

Actual results vary with motion, fine detail, texture, noise or grain, resolution, bit depth, and the encoder and preset. Fast gameplay can be demanding: rapid camera movement, foliage, particles, and detailed HUD elements may need more bitrate than a static scene. HEVC is lossy compression, not a way to make a smaller file with no quality tradeoff.

Live-game upload versus viewer delivery

  • Your live upload: An HEVC encode can use less upload bandwidth only if the receiving platform supports that codec and accepts it for your particular ingest workflow. Check the platform’s current requirements before changing your encoder output.
  • Video delivery you control: If you publish an adaptive stream and can supply HEVC renditions, compatible players may use them to reduce delivered video bitrate. You must also plan for playback devices that need another codec.
  • Platform re-encoding: If a service converts your incoming stream to its own formats, your HEVC upload does not guarantee HEVC playback or lower viewer bandwidth. The service’s ingest and delivery behavior determines the outcome.

Build an adaptive ladder, not one universal setting

An adaptive stream contains multiple encodes, or renditions, at different resolutions and bitrates. A compatible player can select a suitable rendition as the viewer’s available bandwidth changes. A ladder should include options that make sense for your content and audience; simply encoding every resolution at a proportionally lower bitrate can create visibly poor results.

Apple’s HLS Authoring Specification for Apple Devices publishes these example HEVC SDR values in its 30 fps column. They are recommendations to evaluate against the specific content and encoding workflow, not guaranteed quality targets:

Apple lists separate, higher example values for HDR, including 5,400 kb/s for 1080p and 13,900 kb/s for 4K. Do not use the SDR figures as HDR targets. The specification also notes that high-motion content may call for a different resolution-and-bitrate combination. Start from an appropriate ladder, then test it on the footage you actually intend to stream.

Test HEVC settings against real gameplay

  1. Choose a target quality and audience. Decide which resolutions and frame rates you need, the devices and players you intend to support, and whether the output is SDR or HDR. A bitrate target is a constraint; it is not itself a quality measurement.
  2. Collect representative samples. Include high-motion fights, camera pans, detailed environments, dark scenes, smooth gradients, and any characteristic grain or noise. A quiet menu scene alone will not predict how a fast match encodes.
  3. Encode short clips at several rate points. Keep the source and other settings consistent as you vary the rate or quality setting. If your encoder uses CRF, a higher CRF generally means more compression and a smaller output, but quality can fall with it. Do not assume that a particular CRF maps to one universal bitrate.
  4. Compare at the intended viewing size. Inspect each sample on the kind of display and under the playback conditions that matter to your audience. Look for blockiness, smearing during motion, lost texture, banding in gradients, and distracting changes between scenes.
  5. Use metrics as supporting evidence. VMAF and PSNR can help compare quality-rate curves, but neither replaces visual inspection. A 2024 study by Masoumeh Farhadi Nia, “Explore Cross-Codec Quality-Rate Convex Hulls Relation for Adaptive Streaming,” reports that raising CRF reduced bitrate along with PSNR and VMAF in its tested conditions. That finding illustrates the tradeoff; it does not establish a universal setting or threshold.
  6. Adjust the ladder and repeat. If a rendition fails visually, raise its bitrate, lower its resolution, or revisit the encoding settings. Apple’s HLS guidance specifically recommends evaluating its values against the content and workflow, and notes that high-motion material may need a lower resolution-and-bitrate combination than a nominal tier suggests.

Check playback compatibility before switching codecs

HEVC saves delivery bandwidth only for viewers whose playback chain can decode and present the HEVC stream. Support depends on the device, software, browser, profile, and format; the available evidence here does not establish a current device-by-device compatibility matrix. Verify the actual target players rather than assuming support from a device brand or age.

Apple’s authoring guidance advises providing SDR streams for backward compatibility and says clients should not be required to switch codecs when multiple video streams are supplied. In practice, decide which playback environments you must serve, provide the variants those environments require, and test that the player can select and switch between them appropriately. A fallback codec may be necessary for parts of your audience.

Account for total bandwidth, not just video bitrate

A rendition’s stated video bitrate is not the complete network requirement. Audio adds data, and containers, segments, and bitrate peaks affect total throughput. A viewer’s connection also needs headroom for variation; the video’s average bitrate is not an exact broadband-speed requirement. For a live encoder, leave upload capacity above the combined stream demand rather than planning to consume the entire available upstream rate.

Common problems and what to check

  • The HEVC file is smaller but looks worse: The bitrate reduction may be too aggressive for the scene, or the encoder settings may not be suitable. Compare at the target display size, then raise the rate, change the resolution, or revise the settings.
  • Fast gameplay breaks up or loses detail: High motion and complex textures can need more bits than calmer footage. Test action-heavy samples and tune that rung instead of judging from menus or static scenes.
  • Some viewers cannot play the stream: Their playback device or software may not support the supplied HEVC variant. Test the target playback matrix and provide a suitable fallback where needed.
  • The upload is still constrained after changing codecs: Confirm that the ingest service accepts HEVC for your workflow and that your encoder is actually sending it. If the service requires or converts to another format, an HEVC setting at your end may not reduce the relevant bandwidth.
  • Viewers buffer despite a low average bitrate: Check peak behavior, audio and segment overhead, and available connection headroom. An average video bitrate alone does not describe total throughput.
