Anti-scalper purchase gates can put scarce hardware in front of people who already use a platform, but they also make customers prove that history before they can even try to buy at the listed price. Sony’s current Japan-only PS5 Pro offer makes that burden unusually concrete: applicants need 60 hours of recent PlayStation playtime and still may have to win a lottery.
What Sony’s Japan PS5 Pro lottery requires
Sony Interactive Entertainment’s offer is for the PlayStation 5 Pro, model CFI-7100B01, at ¥137,980 including tax. It is not a general purchase rule for PS5 Pro buyers worldwide: the application is limited to Japan residents, with domestic shipping, and each Sony account can apply for one unit. Sony’s official offer page sets out the terms.
An applying customer must have a Sony account registered in Japan, have used PlayStation online services, link the account’s sign-in ID to a My Sony ID, and have at least 60 hours of PS4 and/or PS5 gameplay recorded on that account between September 27, 2024, and September 27, 2026. Applicants must also accept the notice’s other terms.
Eligible customers apply through Sony’s online form. If applications exceed the planned number of units, Sony says it will hold a lottery. The published deadline is October 7, 2026; Sony expects to begin notifying selected applicants around October 26, and winners must complete their purchase by November 2. These dates and offer terms can change, so check the official page before applying.

Why a measurable rule can still feel like a loyalty test
Sony’s 60-hour threshold is clear enough to check, but it asks a different question from whether someone is ready to pay ¥137,980 for a console. A buyer who has not played much on that account—perhaps because they are new to PlayStation, use another account, or have been away from the platform—does not qualify under the stated gameplay rule. And meeting the threshold only opens the door to the lottery; it does not guarantee a console.
That is the tension behind the complaint about proving brand loyalty to buy hardware at full price. These gates may be intended to give established users a fairer shot than bots or resellers. But they also put a history-of-use test between a customer and the chance to make an ordinary purchase. The Sony notice explains its eligibility conditions and what happens if applications outnumber units; it does not establish that the requirements prevent scalping.

Not all hardware gates work the same way
Calling every restricted sale a loyalty test can obscure important differences. A lottery, a reservation queue, a priority draw, and a sales channel each impose a different burden—and none of the examples below establishes, on its own, whether the method reduces scalping.

The contrast matters. Sony states an exact activity threshold and a lottery condition. Valve’s reported account-standing language is less transparent in the available coverage. A priority draw still makes selected customers compete for the chance to buy, while a Discord sale or event sale shifts the barrier toward knowing where and when to show up. These methods may differ in accessibility and predictability, but the available examples do not provide measured comparisons of their results.

What resale listings show—and what they do not
GamesRadar reported scalper listings for Valve’s new Steam Machine at more than $3,000 as its first wave began shipping. That is evidence of reported asking prices, not a confirmed completed sale, the average resale price, or proof of how many units were listed. GamesRadar+
A steep listing can make access rules feel understandable: when stock is scarce and resale markups appear, manufacturers and retailers have a reason to look for ways to prioritize buyers. But one reported listing cannot show whether a particular gate keeps more hardware with genuine customers, or how many legitimate customers it turns away.

What buyers can reasonably take from the rules
- Check the exact scope. Sony’s current offer is for Japan residents, uses domestic shipping, and requires a Japan-registered Sony account; it does not describe a global PS5 Pro policy.
- Separate eligibility from allocation. Meeting Sony’s account and gameplay requirements lets a person apply. If applications exceed planned units, a lottery decides who can buy.
- Look for a precise definition. A quantified threshold such as Sony’s 60 hours is easier to assess than account-standing wording that coverage says was not precisely explained.
- Do not assume a gate proves anti-scalping success. The cited examples describe policies and reported resale listings, not controlled measurements of how many scalpers were deterred or legitimate buyers excluded.
These policies also consume customer time: people may need to meet a usage threshold, maintain an eligible account, track a draw, or travel to an event. That cost is part of the access mechanism, even when the listed hardware price itself is not discounted or inflated.
What the evidence says about buyer priorities
Baymard Institute’s 2026 research surveyed 3,023 US shoppers about their most recent online home-and-hardware purchase. In that survey, 53% named price and 42% named brand as important factors.
