When icuuc36.dll is missing or cannot be loaded, repair the program named in the error rather than downloading a replacement DLL.
What icuuc36.dll is
ICU4C, or International Components for Unicode, provides Unicode handling, character conversion, locale data, collation, and related internationalization functions for C and C++ applications. The 36 in icuuc36.dll identifies ICU 3.6, not Windows version 36.
ICU 3.6 is an archived release from 2006. Its historical Windows package was a Win32 MSVC package named icu4c-3_6-Win32-msvc7_1.zip. That does not mean every copy found on a modern computer came from that archive. Vendors could bundle private or rebuilt versions with their own software.
icuuc36.dll is:
- A third-party application DLL
- Not a standard Windows component
- Not installed by DirectX, .NET, or the Visual C++ Redistributable
- Normally loaded from the application’s own folder or a vendor-specific
bindirectory - Often used with matching files such as
icudt36.dllandicuin36.dll
Documented IBM products have included this ICU file set, and TIBCO documentation also references icuuc36.dll in application deployments. Older office software has also been associated with ICU 3.6. These examples do not identify the owner of every copy on every PC.

Version and architecture check

The application’s architecture matters more than the architecture of Windows:
- A 32-bit application needs a 32-bit ICU DLL, even on 64-bit Windows.
- A 64-bit application needs a 64-bit ICU DLL.
- Replacing a vendor’s private build with the historical Win32 package can cause an architecture or compatibility failure.
What the error messages mean
You may see wording such as:
- “The program can’t start because icuuc36.dll is missing from your computer.”
- “icuuc36.dll was not found.”
- “The code execution cannot proceed because icuuc36.dll was not found.”
- “icuuc36.dll is either not designed to run on Windows or it contains an error.”
- “The application was unable to start correctly (0xc000007b).”
The first three usually mean Windows could not find the DLL in the application’s expected search path. The last two can also indicate corruption, a missing companion DLL, an incompatible build, or incorrect 32-bit and 64-bit matching.
Fix 1: Repair the application that reports the error
This is the safest and most likely solution.
Identify the parent program
Read the application name in the error window. If the dialog only mentions icuuc36.dll, check the title bar, desktop shortcut, Start menu entry, or the program you launched immediately before the message appeared.
To inspect a shortcut:
- Right-click the program’s shortcut.
- Select Properties.
- Open the Shortcut tab.
- Read the Target field and Start in folder.
- Note the executable name and installation directory.
If the problem began after launching a game, use the game launcher’s repair or file-verification feature instead of replacing the DLL manually.
Repair from Windows Settings
- Press Windows + I.
- Select Apps.
- Select Installed apps on Windows 11, or Apps & features on Windows 10.
- Find the application named in the error.
- Select the three-dot menu, then Advanced options, if available.
- Select Repair.
- Start the application again.
If Repair is not available or does not help, return to the application entry and select Uninstall. Restart Windows, then reinstall using the developer’s original installer or the application’s official launcher.
Some desktop programs do not expose a Repair button. In that case, run the original installer again and look for Repair, Modify, or Reinstall.
Run the installer by right-clicking it and selecting Run as administrator when the software’s documentation requires elevated installation. Afterward, start the application normally first. If it still fails, test it once with Run as administrator to determine whether the problem involves permissions.
A successful repair restores the application’s complete set of matching files, not only icuuc36.dll.

Fix 2: Restore the complete ICU file set
Open the application’s installation folder and check whether it contains:
icuuc36.dllicudt36.dllicuin36.dll
The files may be beside the application executable or inside a vendor-specific folder such as bin. Their absence does not prove the application is supposed to use a system-wide copy.
Do not copy a single DLL from another computer or from a download page. ICU components are commonly version-coupled. Restoring icuuc36.dll without its matching data and internationalization files may simply produce another missing-file or entry-point error.
If you have a trusted backup of the entire application directory, restore the complete directory. Otherwise, reinstall from the developer’s official installer or request the vendor’s support package. For an enterprise product, use the installation media and deployment procedure supplied for that product.
Fix 3: Check antivirus quarantine
Security software can remove or quarantine an application DLL after an update or scan.
In Windows Security:
- Open Start and search for Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Look for an entry involving the affected application or
icuuc36.dll. - Open the entry and review its location and detection details.
Restore the file only when the application came from a trusted source and the detection is demonstrably a false positive. Update the application and antivirus definitions afterward, then run another scan.
Do not disable antivirus protection simply to accept an unverified DLL download. If the file repeatedly disappears, contact the application vendor and provide the detection name and application path.

Fix 4: Check for a 32-bit and 64-bit mismatch
A wrong-architecture DLL often causes:
- “Not designed to run on Windows”
- Error
0xc000007b - “Entry point not found”
- A failure even though
icuuc36.dllvisibly exists
Check the application vendor’s system requirements or support documentation to determine whether the application is 32-bit or 64-bit. You can also ask the vendor to confirm the architecture of the executable and its ICU package.

The historical ICU 3.6 Windows archive clearly identifies a Win32 package. Use it only when the application’s vendor specifically confirms that it is the correct package. A vendor’s private build may have different companion files or dependencies.
Fix 5: Undo file moves and partial updates
Older programs may expect ICU files in a precise directory. Loading can break after you:
- Move the application folder
- Rename its installation directory
- Copy only the executable to another PC
- Change the application’s
PATH - Roll back an update
- Mix files from different releases
Reinstall the program to its recommended location. Remove manually copied ICU files from the application directory before reinstalling if they came from an untrusted source. Do not add random application folders to the system PATH; this can make Windows load the wrong DLL for another program.

Fix 6: Repair Windows components only when broader corruption exists
Because icuuc36.dll is normally a third-party application file, Windows System File Checker will not usually recreate it. Use SFC and DISM when multiple Windows features or unrelated system applications are also malfunctioning.
Run DISM
- Open Start.
- Search for Terminal or Command Prompt.
- Right-click it and select Run as administrator.
- Select Yes at the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish.
Run SFC
In the same administrator window, run:
sfc /scannow
Run the commands separately. Restart Windows after both finish, then test the affected application.
DISM repairs the Windows image, while SFC checks protected Windows system files. Neither command should be treated as a guaranteed source for a vendor’s ICU DLL.

Fix 7: Check Windows Update and drivers only when symptoms point there
Windows Update is relevant if the error began during a failed Windows update and several Windows components are affected. It is not the normal source of icuuc36.dll.
To check updates:
- Press Windows + I.
- Select Windows Update.
- Select Check for updates.
- Install available updates.
- Restart Windows.
Drivers rarely cause one application’s ICU DLL to disappear. Consider driver troubleshooting only if the application also reports graphics, audio, storage, or device failures.
To inspect drivers:
- Right-click Start.
- Select Device Manager.
- Expand the relevant category.
- Right-click a device showing a warning icon.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart if Windows installs an update.

Fix 8: Use System Restore or investigate disk damage
System Restore can help when a restore point predates the failure and the affected application was already installed at that time.
- Open Start and search for Create a restore point.
- Open it and select System Restore.
- Choose a restore point from before the problem began.
- Review the affected programs.
- Select Finish and allow Windows to restart.
System Restore is not useful when the application was installed after the selected restore point.
If many unrelated applications lose files, Windows reports disk errors, or files keep disappearing, run a reputable malware scan and check drive health. Restore important data from backup before attempting extensive repairs.

Do not download an isolated DLL
Random DLL download sites can provide malware, the wrong ICU release, the wrong architecture, or a file that does not match the application. Even a genuine file may fail because icudt36.dll, icuin36.dll, or another dependency is missing.

Use the application developer’s installer, official launcher, vendor support package, or trusted installation media instead.
Do not copy it into System32 by default
A third-party DLL normally belongs beside the executable or in the vendor’s application directory. Do not place a 32-bit DLL in System32 merely because Windows is 64-bit, and do not use SysWOW64 as a general-purpose repair folder.
Some historical vendor procedures used system directories, but that is not a universal instruction for icuuc36.dll.
Do not use regsvr32
regsvr32 is for registering COM and ActiveX DLLs that expose DllRegisterServer. ICU runtime libraries are ordinary dependency DLLs and generally do not need registration.

Running a command such as this is usually irrelevant:
regsvr32 icuuc36.dll
It commonly produces an error stating that the module was loaded but the DllRegisterServer entry point was not found. That does not repair a missing or mismatched ICU dependency.
Do not install Visual C++ blindly
Visual C++ Redistributables may help if the error also names files such as MSVCR*.dll or VCRUNTIME*.dll. They do not install ICU 3.6 and will not normally restore icuuc36.dll.
If reinstalling still does not work
Record these details before contacting the vendor:
- The exact error text and any code, such as
0xc000007b. - The executable named in the dialog.
- The application’s installation path.
- Whether
icuuc36.dllexists in that directory. - Whether
icudt36.dllandicuin36.dllare also present. - The application and DLL architectures.
- Whether antivirus quarantined the file.
- Whether the issue started after an update, move, rollback, or cleanup.
- Installer or launcher verification results.
For enterprise software, include the vendor’s installation log. IBM products may create product-specific logs, including an installer log named WinLocalAdapter_Installer.log.
FAQ
Is icuuc36.dll a Windows file?
No. It is an ICU4C 3.6 application runtime library. The owning application should normally provide it.
Why does the filename end in 36?
The suffix identifies ICU 3.6. It is not a Windows version number.
Can I use a newer ICU DLL instead?
Not safely by renaming it. Applications may require specific exports, companion files, and data formats. Use the version supplied for that application.
Where should the file be located?
Usually beside the application executable or in the application’s private bin directory. The correct location depends on the vendor’s deployment design.

Identify the program named in the error and repair or reinstall that program with its official package, restoring its complete matching ICU files.
