If FFmpeg cannot find Devanagari-named files in a concat playlist, check the listed paths and playlist syntax first, then the concat demuxer’s -safe setting and script encoding. The error alone does not prove a Devanagari-specific FFmpeg bug: the operating system, shell, command, FFmpeg build and playlist generator can all affect what happens.
First identify where the failure happens
Separate playlist parsing or path lookup from media compatibility. If FFmpeg reports that it cannot open a listed file, investigate the path and script before changing codecs or re-encoding. If the files open but concatenation fails, check whether their streams are compatible.
To make the problem reproducible, record the exact FFmpeg command, the complete error text, operating system, shell, FFmpeg version and build, and how the playlist file was created. Without those details, there is no reliable basis for naming one root cause or prescribing a universal Unicode setting.
Check the playlist and paths
Confirm each path resolves
The concat demuxer reads a text script containing one directive per line; a file directive gives the path to an input. A relative path is resolved from the process’s working directory, which may not be the directory containing the playlist. Confirm that each entry points to an existing file from the directory where FFmpeg is run, or use an appropriate absolute path.

Spaces and special characters in a file entry need to be escaped according to the concat script syntax. For example, this illustrates the general form, not a command tested against a particular system:
file '/path/to/story-01.mp4'
file '/path/to/story-02.mp4'Adapt paths and escaping to the actual script. A correct-looking path may still fail if it was generated with quoting or escaping that the concat demuxer does not interpret as intended.

Check the safe-path setting
The concat demuxer’s safe option defaults to 1 and restricts accepted path characters; its documented portable-character rule excludes Devanagari. If the error indicates that a path is rejected as unsafe, -safe 0 allows any filename:
ffmpeg -f concat -safe 0 -i playlist.txt -c copy output.mp4This is an illustrative command: replace the playlist and output names as needed. Use -safe 0 only with a playlist you trust, because it relaxes the path restriction. It does not fix an incorrect path, script-encoding problem, shell argument issue or incompatible media streams.

Check the optional header and script encoding
If the playlist begins with ffconcat version 1.0 for automatic format recognition, that text must be the exact first line, with no preceding space or byte-order mark (BOM). A BOM before the header can prevent the expected recognition.
The FFmpeg Project documentation describes the concat script as “a text file in extended-ASCII, with one directive per line.” That wording does not establish one encoding or shell setting that will make Devanagari paths work on every operating system and FFmpeg build. Inspect how the playlist was encoded and written, but do not assume that changing to UTF-8, a local code page or a particular library flag is a universal cure.

Use an ASCII-name copy as a diagnostic
Make a temporary copy of one affected video with an ASCII filename, then change only that playlist entry and try again. If the entry works after this change, it helps narrow the investigation to how the original name or path is being handled. It does not prove a single cause or mean that renaming is necessarily the final fix. Keep the original files untouched while diagnosing.

The concat demuxer joins inputs through a script without re-encoding, but it expects the files to have the same streams, including compatible codecs and time bases. If the inputs do not meet that requirement and must be re-encoded, FFmpeg’s concat filter is the documented alternative. The concat protocol is a separate, file-level method and is applicable only in cases supported by the underlying format.

Fixing filename lookup will not make incompatible clips compatible. First establish that FFmpeg can open each input; then choose a concatenation method based on the media streams and whether re-encoding is acceptable.
