Start with this diagnostic checklist
Before replacing anything, note:
- Which program reports the error: Windows itself, an old networking tool, or one specific application.
- When it appears: during startup, sign-in, shutdown, Event Viewer activity, or application launch.
- The exact wording: “ipbootp.dll was not found,” “Error loading ipbootp.dll,” “specified module could not be found,” or “not designed to run on Windows.”
- Your Windows architecture: open Settings > System > About and check System type.
- What changed recently: a Windows update, interrupted upgrade, malware cleanup, antivirus quarantine, disk cleanup, debloating, restored image, or legacy networking installation.
ipbootp.dll is a genuine historical Microsoft Windows component. Its description is IP BOOTP, and older Windows inventories associate it with %SystemRoot%System32, but the file is not guaranteed to be present in every current Windows 10 or Windows 11 build.
Do not download a replacement DLL from a random file archive. Such files can be modified, unsigned, obsolete, built for the wrong architecture, or missing dependencies. The safe repair path is to restore the Windows component or repair the program that actually requested it.
What is ipbootp.dll?
ipbootp.dll is associated with legacy Windows networking and BOOTP support. BOOTP, or Bootstrap Protocol, was used by older network clients to obtain configuration and boot information, particularly in server, PXE, and remote-installation environments.
Historical Windows records identify the file as:
- Description: IP BOOTP
- Publisher: Microsoft Corporation
- Product: Microsoft Windows
- Historical location:
%SystemRoot%System32
A Windows Server 2003 inventory lists version 5.2.3790.0 and a size of 35,328 bytes. Those values describe that historical Windows release, not a current Windows 10 or Windows 11 requirement.

The file is not a Visual C++ runtime, DirectX component, .NET package, or ordinary third-party application library. Windows may use related files for older networking or event-message functionality, but the exact role depends on the Windows release and the program reporting the error.
What the error usually means
Common messages include:
- “This application failed to start because ipbootp.dll was not found.”
- “The file ipbootp.dll is missing or corrupted.”
- “Error loading ipbootp.dll. The specified module could not be found.”
- “The program can’t start because ipbootp.dll is missing from your computer.”
- “ipbootp.dll is not designed to run on Windows.”
- “Cannot register ipbootp.dll.”
The wording matters. “The specified module could not be found” can mean that ipbootp.dll is missing, but it can also mean that the DLL exists and one of its dependencies cannot be loaded. Copying the named file alone may therefore fail.
If the message appears only when launching one old application, the application may be looking for a private copy or using an incorrect DLL search path. If it appears during Windows startup, networking, or system activity, a damaged or removed Windows component is more likely.
Fix 1: Install Windows updates and restart
Start with Windows Update because an incomplete servicing operation can leave Windows components unavailable.

- Select Windows Update.
- Choose Check for updates.
- Install all available updates.
- Restart the computer, even if Windows does not immediately require it.
- Try the affected program or repeat the action that produced the error.
If the error began after an interrupted update, restarting may allow Windows to complete pending component servicing. If Windows Update reports an error or the DLL message remains, continue with DISM and SFC.
Fix 2: Repair Windows with DISM and SFC
Microsoft recommends running DISM before System File Checker. DISM repairs the Windows component store, which SFC uses as a source for protected system files.
- Open Start.
- Type Command Prompt.
- Right-click Command Prompt and select Run as administrator.
- Approve the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish. Do not close the window if progress appears to pause.
- Then run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows and test again.
Possible SFC results include:
- Windows Resource Protection did not find any integrity violations: protected files were not detected as corrupted. The error may belong to an application, dependency, architecture mismatch, or file that is not included in this Windows build.
- Windows Resource Protection found corrupt files and successfully repaired them: restart and test the affected program.
- Windows Resource Protection found corrupt files but was unable to fix some of them: continue to the repair-source and recovery steps below.

Repeatedly running SFC without knowing whether the component store is healthy rarely adds useful information. If DISM reports that source files could not be found, use a known-good repair source that matches the installed Windows edition and architecture. Microsoft documents the syntax:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace C:RepairSourceWindows with the actual path to a trusted matching Windows repair source. Do not point DISM at a random downloaded DLL or an unrelated computer’s system folder. See Microsoft’s Windows image repair documentation.
Fix 3: Check Windows Security quarantine
Antivirus software can quarantine a legitimate system file, although malware can also use a familiar DLL name to appear trustworthy.
- Open Start and search for Windows Security.
- Open it and select Virus & threat protection.
- Choose Protection history.
- Review detections from the time the error began.
- Expand any detection involving
ipbootp.dll. - Check the original path and the detection details before taking action.
Restore a quarantined file only if all of these are true:
- The original path is the expected Windows directory.
- The file has a valid Microsoft digital signature.
- The detection is clearly a false positive.
- A current security scan does not indicate broader malware activity.
Do not create a blanket antivirus exclusion merely to suppress the message. If malware is suspected, run a thorough scan and consider an offline scan or Windows recovery rather than restoring an unverified DLL.
Fix 4: Repair the affected application
If Windows works normally and only one old program reports ipbootp.dll, do not assume the operating system is the problem.
First identify the application:
- Record the program name in the error dialog or Event Viewer entry.
- Open Settings > Apps > Installed apps.
- Select the program.
- Choose Advanced options, if available.
- Select Repair.
- If Repair does not help, select Reset only if you understand that it may remove application settings.
- Restart and test the program.
For traditional desktop software:
- Open Control Panel.
- Select Programs > Programs and Features.
- Select the affected application.
- Choose Change, Repair, or Modify, if offered.
- Complete the vendor’s repair process.
- Restart Windows.
If no repair option exists, uninstall and reinstall the program using its original installer or the publisher’s official installation method. Do not place a Windows system DLL in the application directory unless the application’s vendor specifically instructs you to do so.

An application may ship a private copy of a DLL, but a filename alone does not prove that it should. A 32-bit application can also fail when only a 64-bit copy is available.
Fix 5: Check legacy Windows networking features
This file is related to older networking technology, so the error may follow a restored server image, legacy PXE or RIS software, or an incomplete migration.
Do not enable random Windows features simply because the filename sounds network-related. To review available optional components:
- Open Start and search for Windows Features.
- Select Turn Windows features on or off.
- Review the listed features carefully.
- Enable only a feature required by your documented application or network configuration.
- Select OK and restart if Windows requests it.
The exact BOOTP-related role or feature depends on the Windows edition and release. A modern Windows 10 or Windows 11 installation may not contain the same legacy components found in Windows Server 2003.
If the error belongs to an old server role, PXE environment, or remote-installation system, repair or reinstall that role from matching, trusted installation media. A random DLL is not a substitute for a damaged role installation.

Fix 6: Check drivers only when the timing points to a driver problem
ipbootp.dll is not itself a normal hardware driver, and updating a graphics, printer, or chipset driver is not a general solution for this error. Consider driver work only if the problem began immediately after a network-adapter, storage, or system-driver change.
To inspect drivers:
- Right-click Start and select Device Manager.
- Expand Network adapters and any category showing a warning icon.
- Right-click the relevant device.
- Select Properties and review the General and Driver tabs.
- Use Update driver or Roll Back Driver when the available choice matches the timing of the problem.
- Restart Windows.
Use the hardware manufacturer’s official support channel for the correct driver. Fix 7: Verify the surviving file
If ipbootp.dll exists, verify it rather than trusting the filename.
- Open File Explorer.
- Enter
%SystemRoot%System32in the address bar. - Locate
ipbootp.dll, if present. - Right-click it and select Properties.
- Review the Digital Signatures tab.
- Confirm that the signer is Microsoft Corporation and that signature validation succeeds.
- Review Details for the description and version information.
- On the General tab, check the file location.
A historical copy is normally associated with System32, but the folder name alone does not prove that a file is correct. On 64-bit Windows, System32 normally contains native 64-bit system files, while SysWOW64 contains 32-bit system components. Copying between those directories can create a new architecture mismatch.

Do not use regsvr32 as a generic fix
regsvr32 registers DLLs that expose the appropriate registration entry points, principally DllRegisterServer. It does not repair ordinary Windows system files, message-resource DLLs, missing dependencies, or a damaged component store.
There is no reliable evidence that ipbootp.dll is a COM or ActiveX component that should be registered. Running this command is therefore not a normal repair step:
regsvr32 ipbootp.dll
A “DllRegisterServer was not found” message would be expected for a DLL that does not support self-registration. Use DISM, SFC, Windows Update, or the affected application’s repair process instead.

That wording usually indicates one of these conditions:
- The file is corrupt.
- The file belongs to another Windows build.
- The architecture is wrong.
- The file was modified or tampered with.
- A required dependency is incompatible.
- An application is loading a private copy instead of the Windows copy.
Run DISM and SFC, check the digital signature, and repair the application if only one program is affected. Do not overwrite a signed Windows file with a copy from another computer.

If SFC still cannot repair it
Extract the relevant SFC entries from the CBS log:
findstr /c:"[SR]" %windir%LogsCBSCBS.log > "%userprofile%Desktopsfcdetails.txt"
Open sfcdetails.txt from the desktop and review the files SFC could not repair. Microsoft provides additional SFC troubleshooting guidance.
If Windows will not boot, enter Windows Recovery Environment and open Command Prompt. SFC supports offline repair, but the drive letter may differ there:
sfc /scannow /offbootdir=D: /offwindir=D:Windows
Replace D: with the drive letter containing the Windows folder. Microsoft documents the available SFC command syntax.
Use System Restore for a recent change
System Restore is appropriate when the error began immediately after a driver, update, application, or system change and a restore point exists.
- Press Windows key + R.
- Type:
rstrui.exe
- Press Enter.
- Select a restore point from before the error began.
- Choose Scan for affected programs.
- Review the changes.
- Select Next, then Finish.
- Allow Windows to restart.
System Restore normally reverts system files, settings, drivers, and installed programs without removing personal files. It is not a substitute for malware cleanup or a current backup. Microsoft explains the process in its System Restore documentation.
When Windows repair or reinstallation is justified
Use an in-place repair or the applicable Windows recovery option when:

- SFC repeatedly reports unrepaired protected files.
- The problem affects Windows startup or multiple system components.
- The installation came from an old or unsupported image.
- Malware or an interrupted upgrade damaged core Windows files.
Back up important data first. Use Microsoft recovery media or the recovery options appropriate to the installed edition. A clean installation may be necessary when the installation is severely damaged or untrusted. Microsoft’s recovery options explain the available paths.
Frequently asked questions
Is ipbootp.dll malware?
The file name refers to a legitimate historical Microsoft Windows component. A file using that name is not automatically safe. Check its path, Microsoft digital signature, metadata, and hash against a trusted matching Windows installation.
Should I install Visual C++, DirectX, or .NET?
Usually not. ipbootp.dll is associated with legacy Windows networking, not those redistributable packages. Install another runtime only when the affected application explicitly requires it and its official documentation identifies that dependency.
Is ipbootp.dll included with Windows 10 and Windows 11?

Does regsvr32 fix ipbootp.dll?
Normally no. regsvr32 is for DLLs that support self-registration, not ordinary Windows runtime or message-resource files.
