Before changing anything, note:
- Which program or service displays the error
- Whether it appears at startup, when launching an old application, or when starting Routing and Remote Access
- Your Windows version and whether Windows is 32-bit or 64-bit
- The complete error text and file path
- Whether Event Viewer lists
Router,RemoteAccess, orIPXRouterManager
ipxrtmgr.dll is a legacy Microsoft Windows networking component, not a normal Visual C++, DirectX, or .NET runtime. On Windows 10 or Windows 11, an application asking for it usually indicates an old installer, compatibility layer, damaged application package, or legacy networking dependency rather than a missing modern Windows feature.
What ipxrtmgr.dll does
The name refers to the IPX Router Manager. It belonged to the older IPX/SPX networking stack and was used with NWLink IPX/SPX and Routing and Remote Access Service, commonly called RRAS.
IPX was a networking protocol used by older Windows networks and applications. NWLink IPX/SPX was Microsoft’s Windows implementation. RRAS provided routing and remote-access functions. The IPX Router Manager managed IPX routing interfaces, communicated with IPX filtering and forwarding drivers, and loaded routing protocols such as RIP and SAP.
Microsoft documentation describes NWLink IPX/SPX as part of the Windows XP and Windows Server 2003 networking environment. Microsoft also documented RRAS failures involving this file on Windows NT Server 4.0. That history matters because the correct repair is usually to restore the original networking environment, not to download a replacement DLL.

Microsoft’s historical article records this error:
Unable to load C:WINNTsystem32ipxrtmgr.dll.
The same failure could produce Event ID 20133 from IPXRouterManager and Service Control Manager Event ID 7024. Microsoft associated that incident with incorrectly enumerated NWLink IPX/SPX bindings on a multihomed server when automatic frame-type detection was enabled. Public file inventories report a 32-bit file and a commonly listed legacy build, but those listings are not Microsoft’s current distribution channel. Treat them as inventory clues, not proof that a downloaded copy is genuine.
Fix 1: Repair the program that requests the file
If a game or application shows the error, start there. The application may be incorrectly packaged, may expect an entire legacy Windows environment, or may be calling an obsolete networking component.
Reinstall the original application
- Open Settings.
- Select Apps and then Installed apps.
- Find the program that reports the error.
- Select the three-dot menu and choose Uninstall.
- Restart Windows.
- Reinstall the program from its original installer or the developer’s official download source.
- If the installer has a Repair, Verify, or Scan and repair option, use it before reinstalling everything.
If the program came from removable media, a company deployment share, or an old backup, use the matching original installation source. Do not copy ipxrtmgr.dll from another computer, because the other system may have a different Windows build, architecture, or networking configuration.
If the application is very old, install it in a properly supported legacy virtual machine rather than trying to make Windows 11 imitate every obsolete networking component. A successful reinstall should remove the error when that program starts. If the same message appears before the application opens, record the exact path shown in the dialog. The path often identifies whether the caller is the application or a Windows networking service.
Fix 2: Check whether Windows Security quarantined it
A protected file can disappear after antivirus detection, but restoring a file only because its name matches is unsafe.

- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Select Protection history.
- Review entries from the time the error began.
- Expand any detection involving
ipxrtmgr.dll. - Check its path, detection name, and source.
- If it is clearly a trusted Windows file and the detection is confirmed as a false positive, follow the on-screen restore action.
- Run another scan after restoring it.
Microsoft explains the consequences of restoring quarantined items in its Protection History guidance. If the file came from an unknown folder, an unofficial installer, or a DLL website, leave it quarantined and remove the source instead.

A restored file may be quarantined again if the underlying installation is damaged or the file is genuinely unsafe.
Fix 3: Repair Windows system files
Use Windows repair commands when the error points to a Windows folder, a Windows service, or a damaged installation. These commands cannot add IPX support that no longer ships with your version of Windows, but they can repair damaged protected files and the Windows component store.
Run System File Checker
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Enter:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
- Try the application or service again.
A message saying Windows Resource Protection found no integrity violations means SFC did not find damaged protected files. If it repaired files, restart and test again. If it found corruption but could not repair everything, run DISM next.
Run DISM, then SFC again
Open an elevated Command Prompt and run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
After DISM finishes, run:
sfc /scannow
Restart the computer and test again. Microsoft’s Windows image repair instructions explain the DISM process, while its System File Checker documentation explains SFC.

Repeating SFC and DISM will not recreate a component removed from Windows 10 or Windows 11. If the commands complete successfully but the same old application still requests ipxrtmgr.dll, repair the application or run it in a compatible legacy environment.
Manually hunting through Windows components and repeating repairs without knowing which file changed can be time-consuming. Fix 4: Use System Restore after a recent change
If the error started immediately after a driver installation, Windows update, networking change, or software installation, System Restore may undo the change.

- Press Windows key + R.
- Type:
rstrui.exe
- Press Enter.
- Select Next.
- Choose a restore point dated before the error began.
- Select Scan for affected programs if available.
- Review the changes.
- Select Next, then Finish.
- Allow Windows to restart.
System Restore can revert system files, registry settings, and installed programs without intentionally changing personal files. It does not guarantee that a legacy IPX component will be restored, so test the original program afterward. Microsoft’s System Restore instructions cover the available recovery options.
Fix 5: Repair a legacy RRAS and NWLink installation
This fix applies to the historical Windows NT, Windows 2000, Windows XP, and related RRAS scenario, not automatically to Windows 10 or Windows 11.
On the affected legacy system:
- Open Network settings or Control Panel.
- Open the properties for the NWLink IPX/SPX transport.
- Set the internal network number manually instead of relying on automatic enumeration.
- Select Manual Frame Type Detection.
- Open Routing and Remote Access.
- Use the option to update or repair the RRAS installation.
- When prompted for the source, provide the matching RRAS installation folder or original Windows media.
Microsoft’s documented historical path used a Routing folder under C:Program FilesRouting, but paths vary by installation. Do not apply these steps blindly to Windows 10 or Windows 11. Modern Windows may not contain the old NWLink and RRAS components, and copying them from an older system is not a supported repair.
If the machine is multihomed, check whether the failure began after adding or removing a network adapter. Event IDs 20103, 20133, and 7024, together with sources such as Router or IPXRouterManager, support investigating the old RRAS configuration rather than treating the problem as a generic missing DLL.
Fix 6: Check network drivers only when the timing supports it
A network driver update is relevant if the error began after changing an adapter, removing a virtual network device, or repairing old RRAS software. It is not a general fix for every ipxrtmgr.dll message.

- Right-click Start.
- Select Device Manager.
- Expand Network adapters.
- Right-click the affected adapter.
- Select Uninstall device.
- If offered, select the option to remove the driver package only when you have a known-good replacement from the hardware manufacturer.
- Select Uninstall.
- Restart Windows.
- Install the driver from the computer or adapter manufacturer’s official support source.
- Restart again and test the program.
Do not expect a modern driver to restore IPX support. This step addresses a damaged or changed networking installation, not the missing DLL itself.
Finding the correct driver manually can mean comparing hardware IDs and sorting through several packages. Do not use regsvr32 as a default fix
regsvr32 registers DLLs that expose registration entry points such as DllRegisterServer. It does not restore a missing Windows component, rebuild RRAS bindings, or install IPX networking.

Running commands such as these is therefore not a general solution:
regsvr32 ipxrtmgr.dll
regsvr32 C:WindowsSystem32ipxrtmgr.dll
If the command reports that the entry point is missing, that does not prove the file is bad. It usually means the DLL is not designed for that registration process. Microsoft’s regsvr32 documentation explains its intended scope.
Why downloading ipxrtmgr.dll is unsafe
Do not download this DLL from a random DLL site or copy it into System32 or SysWOW64.
That approach can provide:
- The wrong architecture
- A different Windows build
- A tampered or malicious file
- A file that does not match the caller’s dependencies
- No repair for the underlying RRAS or application configuration
A 32-bit legacy DLL cannot automatically work inside a 64-bit modern process. Copying it into System32 or SysWOW64 does not solve that architecture mismatch. The safe sources are the original Windows or RRAS installation media, the original application’s official installer, or a supported virtual-machine image containing the required legacy operating system.
To verify a file already present on the machine, check:

- Properties → Digital Signatures, if a signature tab is present.
- The signer and whether Windows reports the signature as valid.
- Its creation and modification context.
- The result of a current antivirus scan.
A filename alone does not establish authenticity. A copy outside the expected Windows networking location deserves particular scrutiny.
Does Windows 10 or Windows 11 support it?
Do not assume that Windows 10 or Windows 11 still includes the old ipxrtmgr.dll, NWLink IPX/SPX, or the complete legacy RRAS IPX stack. Current Microsoft documentation may still describe IPX-related commands, but that does not prove that this particular DLL ships with the installed release.

If a current computer displays the error:
- Identify the program or service that requests it.
- Repair or reinstall that program from its official source.
- Check antivirus quarantine.
- Run DISM and SFC if Windows files may be damaged.
- Use a compatible legacy virtual machine if the program genuinely requires IPX networking.
Do not install Visual C++ Redistributables, DirectX, or .NET merely because the error names a DLL. There is no evidence that those packages provide ipxrtmgr.dll.
When to reinstall Windows
Consider Windows reinstallation only when:
- SFC and DISM report persistent corruption
- System Restore is unavailable or unsuccessful
- Multiple unrelated Windows components fail
- The installation is badly damaged
- You have verified backups and a trusted installation source
A clean or repair installation is not the first response to an old application requesting ipxrtmgr.dll. First identify the caller. If only one old program is affected, repairing that program or moving it to a legacy virtual machine is usually more appropriate.

Is ipxrtmgr.dll a Microsoft file?
It is associated with Microsoft’s legacy IPX Router Manager and historical Windows networking components. Verify the signature and path on the affected machine rather than trusting the filename alone.
Is it a normal third-party application DLL?
No. It is not a modern general-purpose runtime supplied by Visual C++, DirectX, or .NET. An old application may request it, but that does not make the application the original owner of the component.
Should I copy it from another computer?
No. The copy may have the wrong build, architecture, signature, or dependencies. Repair the original Windows or application installation instead.
Does regsvr32 fix it?
Usually not. regsvr32 is for DLLs that expose registration entry points and does not repair RRAS, IPX bindings, or missing protected files.
What Event Viewer details matter?
Record the source, Event ID, message, and file path. Sources such as Router, RemoteAccess, and IPXRouterManager, especially Event IDs 20103, 20133, and 7024, can point toward the historical RRAS problem.
What should I provide if the error continues?
Provide the Windows version, 32-bit or 64-bit architecture, exact message, complete path, program or service name, Event Viewer source and Event ID, whether RRAS or IPX is actually required, and what happened immediately before the failure.
