Yes. The original, non-HD StarCraft and Brood War are free to download through Blizzard’s Battle.net desktop app. You need a Blizzard account to sign in, but Blizzard says you do not need an old disc, DVD, or activation code. StarCraft: Remastered is a separate upgraded edition, not a free upgrade included with the classic download.
How to download classic StarCraft on PC
Blizzard’s official route is the Battle.net desktop application. Its StarCraft Installation and Patching guide says StarCraft and Brood War content are free to download and require no DVD or activation code.

- Install and open the Battle.net desktop application.
- Log in with a Blizzard account. Create one if you do not already have one.
- Use the available game icons to open the StarCraft game menu.
- Select Install and follow the prompts.
This official download means there is no need to find a used disc or download the game from an unofficial mirror.

Blizzard’s 2019 support-forum reply explicitly called the free Anthology the non-HD version and said the HD Remastered textures were purchase-only. Its current franchise page also lists Remastered separately from StarCraft II. In short, “free StarCraft” here means the original classic, not every StarCraft product or an automatic Remastered upgrade.

Is Game Pass required?
No. Blizzard’s Battle.net installation instructions provide the free download for the original StarCraft and Brood War without requiring Game Pass. Blizzard has separately described StarCraft: Remastered and StarCraft II: Campaign Collection as available to PC Game Pass or Game Pass Ultimate subscribers, while distinguishing those subscription benefits from free-to-play components. Subscription availability can change; it is not a requirement for the classic download.

Blizzard announced in its 2017 Patch 1.18 notes that “StarCraft and StarCraft: Brood War are now free.” The notes also recorded technical updates at the time, but their operating-system references are historical and should not be treated as current system requirements.
