GoldenEye 007 Plus’s canonical project repository says it distributes the modification’s source and project material, not the original retail ROM. That does not prove every file using the Plus name is safe, or settle whether downloading or using a personally created ROM is lawful where you live. Avoid third-party downloads that include a GoldenEye ROM; Nintendo of America says downloading pirate copies of its games is illegal.
What GoldenEye 007 Plus is—and what its repository offers
The project describes Plus as a community enhancement fork of the GoldenEye 007 N64 decompilation. Its stated aims include optimization, co-op and multiplayer features, third-person play, quality-of-life changes, and experimental map creation. The repository’s displayed development tree runs through checkpoint V90, dated 2026-09-28.
The maintainer’s GoldenEye 007 Plus repository says: “No original retail ROM is distributed by this project.” It contains source code and project material; some build or extraction steps require legally obtained retail game data. So a repository download is not the same thing as a download of the original game.
Is it safe to download?
The repository identifies the project’s stated source, but that is not an independent security audit. The available project information does not establish that every release binary has been malware-scanned, and the project name alone cannot authenticate a file found elsewhere.

- Use the maintainer’s canonical repository as the starting point, and confirm that the page and release you download are actually hosted there.
- Be wary of unofficial mirrors, repackaged installers, or bundles advertised as including both Plus and the full game. A ROM bundled with the mod is not part of the project’s stated distribution.
- Use your device’s security tools to scan downloaded files and follow their warnings. A clean scan can reduce risk but does not prove a file is safe.
Is downloading a GoldenEye ROM legal?
Nintendo of America’s official support FAQ says: “The uploading and downloading of pirate copies of Nintendo games is illegal.” Nintendo characterizes game files offered through peer-to-peer networks or third-party file links as unauthorized copies. Treat a site offering a GoldenEye ROM—or a Plus download bundled with one—as a serious copyright and trust warning.
This is Nintendo’s published policy and legal guidance, not a ruling that resolves every situation under every country’s laws. The sources here do not establish whether making a personal cartridge dump, downloading that dump, or using it with a mod or emulator is lawful in your jurisdiction. Owning a cartridge does not, by itself, establish that every ROM-related act is legal everywhere.

Does Plus include the ROM, and can you use your own game data?
According to its repository, Plus does not distribute the original retail ROM. Its build or extraction workflow may still need game data obtained legally. The upstream n64decomp/007 repository likewise says a prior copy of the game is required to extract assets. That technical requirement is not permission to download a ROM from a third party, nor does it determine the legality of your own copy.
Whether your cartridge dump or other game data may be used legally depends on the law that applies to you; the cited project pages do not answer that question for every location. Do not use a third-party ROM link as a substitute for establishing your own lawful source.

How to distinguish Plus from a separate GoldenEye project
GoldenEye 007 PC Port is a different project, not another name for Plus. Its README says its releases omit ROMs and game assets and require a user-provided GoldenEye 007 N64 ROM. For that separate port’s v0.4.0 release, dated 2026-09-28, the README says Windows and Linux, including Steam Deck, are targets; NTSC-U is currently supported, while PAL and Japanese ROMs are recognized but not yet supported. Those version-specific details do not describe Plus compatibility.
The separate project’s explicit distinction between software and game data is useful context, but it does not establish the safety or legality of a Plus file. Check each project’s own maintainer source, requirements, and release information.
