No. Zorua is not a pseudo-legendary Pokémon: it is an unevolved Pokémon that evolves into Zoroark. “Pseudo-legendary” is an informal fan term, not an official category used by the Pokédex.
Why Zorua does not qualify
The official Pokédex lists Zorua as #570 and shows it evolving into Zoroark, #571. Zorua is therefore an earlier stage of its evolutionary line, not the fully evolved endpoint commonly associated with pseudo-legendary Pokémon.
Fans commonly use “pseudo-legendary” for a fully evolved Pokémon in a three-stage line with a base-stat total of 600. That shorthand is not an official Pokémon classification. Pokémon Database reports Zorua’s base-stat total as 330; this is a secondary-reference figure, not a statistic published on the official Pokédex page. Pokémon Database’s Zorua entry also lists its evolution.
What about Hisuian Zorua?
Hisuian Zorua is also not pseudo-legendary. The official Pokédex presents both forms and their corresponding Zoroark evolutions. Standard Zorua is Dark type, while Hisuian Zorua is Normal/Ghost type. The Pokémon Legends: Arceus page describes Hisuian Zorua’s type and Hisui backstory; those differences do not change its place as an unevolved stage.

Is Zorua a Legendary Pokémon?
No. “Legendary” and “pseudo-legendary” are distinct labels: pseudo-legendary is fan terminology, while the official Zorua entry describes its form and evolution without labeling it Legendary. Its mysterious lore and Illusion ability—which lets it disguise itself as the last Pokémon in its Trainer’s party—do not make it Legendary or pseudo-legendary.
