itcspea.dll is usually a proprietary InfoTeCS component installed with ViPNet software, especially ViPNet CSP. If Windows says itcspea.dll is missing or cannot be loaded, repair or reinstall the ViPNet product that owns it instead of downloading a replacement DLL.
What this file actually does
itcspea.dll is not a standard Windows library, Visual C++ runtime, DirectX file, or .NET component. It belongs to the InfoTeCS ViPNet product family, where it may be installed as part of a cryptographic provider and related security components.

You may historically find the file in:

A System32 location does not prove that Microsoft supplied the file. ViPNet has historically installed components there, and legitimacy must be checked through the file’s publisher and digital signature.
Cause-by-symptom guide
| What you see | Most likely cause | Best first action |
|---|---|---|
| “The program can’t start because itcspea.dll is missing” | Incomplete or damaged ViPNet installation | Repair ViPNet CSP or the related InfoTeCS product |
| “The code execution cannot proceed because itcspea.dll was not found” | Missing file or missing dependency | Check the path, installed apps, and ViPNet repair option |
| “The specified module could not be found” | The DLL may exist, but another dependency is missing | Repair the owning product and check architecture |
| “itcspea.dll is either not designed to run on Windows” | Corruption, incompatible legacy build, wrong architecture, or tampering | Verify the signature and reinstall the matching package |
| A game or VirtualBox closes immediately | ViPNet process hooking or injection conflict | Test by repairing or temporarily removing ViPNet |
| Windows Security quarantined the file | Security detection or false positive | Review Protection history before restoring anything |
| The error appeared after uninstalling ViPNet | Incomplete removal or stale startup entry | Remove the remaining product cleanly and restart |
Fix 1: Identify the application that installed it
Do not begin by copying a DLL. First establish whether ViPNet is installed and whether the reported file belongs to that installation.
- Record the full error message.
- Note the program that displays it. This may be ViPNet, a browser-based signing tool, VirtualBox, a game, or another application.
- Locate the file if it still exists:
- Press Windows key + S.
- Search for
itcspea.dll. - Right-click the result and choose Open file location.
- Right-click the file and select Properties.
- Check the Digital Signatures tab.
- Select the signature and choose Details.
- Confirm that the signer is InfoTeCS or the expected publisher used by your organization.
If there is no signature, the signer is unexpected, or the file is in an unusual user-writable folder, do not restore or replace it yet. Run a Windows Security scan and ask your IT administrator to verify the installation source.
Next, check installed applications:
- Open Settings.
- Select Apps.
- Select Installed apps on Windows 11, or Apps & features on Windows 10.
- Search for:
- ViPNet CSP
- ViPNet Client
- ViPNet PKI Client
- Other software published by InfoTeCS
- Select the matching entry and open its available maintenance options.
The filename does not prove which ViPNet package installed it. Confirm the product using the file path, installed-program entry, installer records, or your organization’s software inventory.
Fix 2: Repair ViPNet CSP or the related InfoTeCS product
Repair is the safest first fix because it can restore the DLL together with the services, drivers, registry entries, and cryptographic-provider registration that ViPNet needs.
- Open Settings > Apps > Installed apps.
- Find ViPNet CSP, ViPNet Client, or the related InfoTeCS product.
- Select the three-dot menu.
- Choose Advanced options if available.
- Select Repair.
- Follow the installer prompts.
- Restart Windows.
- Open the affected program again.
On some installations, the repair control appears in Control Panel:
- Press Windows key + R.
- Type
appwiz.cpl. - Press Enter.
- Select the InfoTeCS or ViPNet entry.
- Choose Change, Repair, or Modify.
- Complete the wizard and restart.
If the repair succeeds, the original application should start without the missing-file message. If the repair option is unavailable or fails, continue with a clean reinstall.

Fix 3: Reinstall the matching ViPNet package
Use the official InfoTeCS distribution supplied for your product, or the software repository managed by your employer. ViPNet licensing and cryptographic components may be organization-specific, so do not substitute an unrelated package.
Before uninstalling, make sure you have:
- The same ViPNet product name
- The correct installer for your Windows architecture
- Any required license or configuration information
- Administrative access
- Your organization’s approval if ViPNet protects business certificates or network access
Then:
- Open Settings > Apps > Installed apps.
- Select the affected ViPNet or InfoTeCS product.
- Choose Uninstall.
- Restart Windows when prompted.
- Install the matching package from InfoTeCS or your organization’s managed software source.
- Restart again.
- Test the application that reported
itcspea.dll.
Do not copy only itcspea.dll from another computer. ViPNet may also require related DLLs, services, drivers, provider registration, and configuration files. Mixing files from different releases can create a second failure or weaken the installation.

If the uninstaller fails, Microsoft provides guidance for fixing programs that cannot be installed or removed. Use the supported uninstall and repair process rather than deleting ViPNet folders manually.
Fix 4: Check Windows Security quarantine
A security product may have removed the file, whether because of a false positive or because the file was modified.
Recommended Free Tools
- Open Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Find the event involving
itcspea.dll. - Expand it and review the detected path, action, and threat information.
Do not choose Allow on device solely because the filename looks familiar. First verify that:
- The file came from an official ViPNet installation.
- The file path belongs to that installation.
- Its digital signature is valid and expected.
- The installer itself came from InfoTeCS or your organization.
Microsoft explains that restoring a quarantined file may not prevent it from being detected again. If the file is trustworthy, repairing or reinstalling ViPNet is preferable to restoring an isolated DLL. If the detection remains unclear, leave the file quarantined and contact your IT or security team.
Fix 5: Handle games, VirtualBox, and anti-cheat conflicts
Sometimes itcspea.dll is not a missing dependency of the game or virtual machine. ViPNet security software may load components into processes or interact with system trust and network functions. A game, VirtualBox, or anti-cheat system can then block or crash even when it never directly requested this DLL.
Use this sequence:
- Confirm whether ViPNet or another InfoTeCS product is installed.
- Repair it using the steps above.
- Install available updates from your organization or the vendor.
- Restart Windows.
- Test the affected game or VirtualBox again.
- If the conflict continues and ViPNet is not required, uninstall it temporarily through Settings > Apps.
- Restart and test again.
If removing ViPNet resolves the crash, that identifies a compatibility conflict, not proof that deleting itcspea.dll is safe. Reinstall ViPNet when it is needed, and ask the affected application vendor or your administrator for a compatible configuration.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteDo not delete the DLL from System32 while leaving ViPNet installed. That can break the security product and leave a partial installation.
Fix 6: Check 32-bit and 64-bit compatibility
On 64-bit Windows, 32-bit applications normally use 32-bit dependencies, while 64-bit applications require 64-bit dependencies. Windows commonly stores 32-bit system components under C:WindowsSysWOW64, despite that directory’s confusing name.
An architecture mismatch can produce messages such as:
Rank #3
- MICROSOFT WINDOWS 11 PRO (INGLES) FPP 64-BIT ENG INTL USB FLASH DRIVE
- The file is not designed to run on Windows
- The procedure entry point could not be located
- The specified module could not be found
Do not move a file between System32 and SysWOW64 to test a theory. Reinstall the ViPNet package that matches the affected application and operating system. If the error appears only in one program, record that program’s architecture and provide it to your IT administrator or the software vendor.

Fix 7: Repair Windows components only as a secondary step
itcspea.dll is not a protected Microsoft Windows component, so System File Checker will not provide the correct proprietary ViPNet file. Windows repair commands are useful when you also have broader symptoms such as damaged system components, update failures, or multiple unrelated applications failing.
Open an elevated Command Prompt:
- Press Windows key.
- Type
Command Prompt. - Right-click it and select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-image /Restorehealth
Wait for it to finish. Then run:
sfc /scannow
Restart Windows and test again. Microsoft recommends running DISM before SFC when repairing Windows component corruption.
These commands do not replace a missing ViPNet DLL. If the error remains, return to the ViPNet repair or reinstall steps.
Repeating SFC and DISM without knowing what changed can waste time when the real problem is a damaged third-party installation. Outbyte PC Repair can scan for repair issues and show what needs attention; its repair functions require the full version, while reinstalling the InfoTeCS product remains the definitive fix for this file.

ViPNet can install security drivers, and an old or incompatible driver may contribute to a startup or application conflict. Do not use Device Manager as a substitute for reinstalling ViPNet, but check it if the problem began after a Windows upgrade or security-software change.
- Right-click Start.
- Select Device Manager.
- Expand categories containing security, network, or system devices.
- Right-click the suspected device.
- Select Properties > Driver.
- Review the provider, date, and version.
- Use Update Driver only with a driver supplied by Windows Update, the hardware vendor, InfoTeCS, or your organization.
- Restart Windows.
Do not remove an unfamiliar ViPNet driver unless your administrator confirms that ViPNet is no longer required. Outbyte Driver Updater can scan for outdated drivers and identify updates, while the full version performs installation; use the vendor-approved ViPNet package when the driver belongs to ViPNet.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Why regsvr32 usually does not help
regsvr32 is for DLLs that provide registration entry points such as DllRegisterServer. It does not restore a missing file, repair dependent services, or fix an arbitrary application DLL.
Do not run:
regsvr32 itcspea.dll
unless InfoTeCS or your administrator specifically confirms that the exact build is a self-registering COM component and provides the correct registration procedure. For ordinary ViPNet repair, use the product installer instead.
Avoid random DLL download sites
Downloading itcspea.dll from an untrusted DLL site can give you:
- Malware or a tampered file
- The wrong ViPNet release
- The wrong 32-bit or 64-bit architecture
- A file with missing dependencies
- A replacement that does not include ViPNet services, drivers, or registration
The safe sources are the official InfoTeCS distribution for your licensed product and your organization’s managed software repository. Microsoft Visual C++ Redistributables are not established as the correct package for this file.

Is itcspea.dll a Windows system file?
No. It is associated with InfoTeCS ViPNet software. It may be installed in a Windows system directory, but that does not make it a Microsoft file.
Which program installed itcspea.dll?
ViPNet CSP is the most likely owner. ViPNet Client, ViPNet PKI Client, or another related InfoTeCS installation may also be involved. Confirm the owner from the path, signature, installed applications, and installer records.
Should I download itcspea.dll?
No. Obtain the complete ViPNet product from InfoTeCS or your organization’s software repository.
Can I delete it if a game crashes?
Do not delete it directly. Repair or uninstall the ViPNet product cleanly, then test the game. A crash may indicate a compatibility conflict, but deleting one file can damage the security installation.
Will SFC restore itcspea.dll?
No. SFC repairs protected Windows files. It does not restore this proprietary ViPNet component.
Why does Windows say the specified module is missing when the file is present?
The DLL loader may be unable to find a dependency, or the file may have the wrong architecture, be corrupted, or be incompatible with the installed ViPNet release. Repairing the complete product is safer than replacing the individual file.
