The headline-making 20-fold increase applies to applications for permission to become a permanent resident: the fee rose from ¥10,000 to ¥200,000. Applications to change residence status or extend a period of stay have a separate, tiered fee that can reach ¥75,000. The date the application is received—not the date a decision is made—determines which schedule applies.
Which fee increased 20-fold?
The 20-fold increase is for an application for permission to obtain permanent-resident status. The Immigration Services Agency of Japan (ISA) lists the new fee as ¥200,000, compared with ¥10,000 under the previous schedule. It is a fee for applying for permission, not an annual charge on people who already have permanent-resident status. See the ISA’s permanent-residence procedure page and its fee-revision Q&A.
This is also distinct from renewing a residence card. The change concerns fees for specified permissions, including permanent residence, a change of status of residence, and an extension of a period of stay.
What do status changes and stay extensions cost?
Changing residence status or extending a period of stay is charged separately from a permanent-residence application. Under the revised schedule, the amount depends on the period of stay granted; the ISA’s current procedure information lists fees reaching ¥75,000. Check the Agency’s extension and renewal procedure page for the applicable amount. This is not a uniform 20-fold increase: the previous fee was ¥6,000 from April 2025, while the new schedule has different amounts tied to the authorized stay period.

Which schedule applies to an application already filed?
The controlling date is when the application was received. An application received by September 30, 2026 is charged at the former rate, even if the ISA grants permission on October 1 or later. Applications received from October 1, 2026 use the revised schedule. The ISA explains the transition in its fee-revision Q&A and notice.
Can an applicant get a reduced fee?
A reduction or exemption may be available in qualifying hardship cases; it is not automatic. The ISA’s guidance describes consideration for applicants facing serious financial difficulty when humanitarian circumstances also warrant it. Its October 2026 Q&A says eligible applicants seeking a status change or stay extension with a granted stay longer than three months may pay a reduced ¥10,000, while eligible permanent-residence applicants may pay ¥20,000. Applicants should review the ISA’s reduction or exemption guidance and confirm how to request relief for their circumstances.

How is the fee paid?
Payment depends on how the application is filed. For online applications received from October 1, 2026, the ISA describes payment through a designated provider, including convenience-store or bank payment; internet banking may be available for cashless payment. For applications accepted at an ISA counter, payment remains by revenue stamp. Consult the Agency’s online application payment instructions and the relevant procedure page for current steps and accepted methods.

The ISA says the revised fee ceilings take account of examination costs, the costs of fair immigration and residence administration, comparable fees in other countries, and the possibility of future price increases. That is the government’s stated rationale, not an independent assessment of whether the new charges are proportionate.

The fee revision is presented in Ministry of Finance FY2026 budget material among broader measures concerning foreign nationals, including proper immigration control, stronger measures against illegal residents, and promotion of orderly coexistence. That context does not establish that every immigration rule tightened on October 1; any separate rule change needs to be considered on its own terms and date. The budget document describes planned measures and projections, not measured effects of the new charges on household finances, application numbers, or migration decisions.
