Start with these checks
Before changing anything, note:
- Which program shows the error: Windows Explorer, a shortcut, an installer, a game, or one older application
- Whether the error appears at startup or only when opening a particular file or link
- Whether other Windows features are failing
- Whether the affected application is 32-bit or 64-bit
- Whether Windows Security recently quarantined a file
- Whether the problem began after an update, crash, cleanup, failed installation, or malware removal

It is the Internet Shortcut Shell Extension DLL, used for Internet Shortcuts, URL and file-protocol handlers, and related Shell operations. Microsoft describes Internet Shortcuts as desktop shortcuts whose handler opens a URL in the default browser. Microsoft’s Internet Shortcuts documentation explains the Windows feature it supports.
Do not begin by downloading a replacement DLL. The safest repair is to restore Windows components through Windows Update and Microsoft’s own repair tools, or to repair the application if only one program is affected.
Where url.dll should be
On 64-bit Windows:
%windir%System32url.dllis the 64-bit copy%windir%SysWOW64url.dllis the 32-bit copy used by 32-bit applications
On 32-bit Windows, the normal location is:
%windir%System32url.dll
The names are confusing: on 64-bit Windows, System32 contains 64-bit system files and SysWOW64 contains 32-bit system files.
The file is not part of the Visual C++ Redistributable, DirectX, .NET, or a graphics driver. Reinstalling those packages will not normally restore url.dll.

Windows releases, servicing updates, architectures, and languages can carry different versions. Do not choose a replacement based on a version number or file size shown on a third-party archive.
What each url.dll error means
“The program can’t start because url.dll is missing”
Windows or the application cannot find a usable copy in the expected search locations. The file may have been deleted, quarantined, damaged, or hidden by an application-local DLL problem.
“url.dll was not found”
This is another loader error. If it appears only for one application, the application installation may be damaged. If Windows features also fail, treat it as a possible system-file problem.
“There was a problem starting url.dll” or “url.dll could not be loaded”
The file may exist but be corrupt, incompatible, the wrong architecture, or blocked by a dependency or security product.
“url.dll is either not designed to run on Windows or it contains an error”
This commonly indicates a damaged binary, an incompatible copy, a failed update, or a private copy beside an application executable. It does not mean that registering the DLL will repair it.
“The procedure entry point … could not be located in url.dll”
The application found a DLL but requested a function that the loaded copy does not provide. Check whether the application is loading a local copy and whether its architecture matches the program.
Fix 1: Restart, update Windows, and retry
A pending or incomplete Windows update can leave protected components inconsistent.
- Open Start → Settings.
- Select Windows Update.
- Choose Check for updates.
- Install all available updates.
- Restart Windows, even if it does not immediately require a restart.
- Open the affected application again.
If the error began directly after an update, restart first and then test the application. If the problem remains, continue with the repair commands below.
Fix 2: Repair Windows with DISM and SFC
Use this when url.dll is absent from the correct Windows directory, several Windows features are failing, or the problem followed a crash, failed update, cleanup operation, or storage problem.
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Run this command and wait for it to finish:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- When DISM completes, run:
sfc /scannow
Microsoft recommends running DISM before SFC because DISM repairs the component store that SFC uses as a source. See Microsoft’s SFC and DISM instructions.
What the results mean:
- Windows Resource Protection did not find any integrity violations: protected system files appear intact. Investigate the application, architecture, DLL path, and antivirus history.
- Windows Resource Protection found corrupt files and successfully repaired them: restart Windows and test the failing program.
- Windows Resource Protection found corrupt files but was unable to fix some of them: run DISM again after confirming that Windows Update works, then run SFC once more.
If SFC still reports unrepaired files, save its details with:
findstr /c:"[SR]" %windir%LogsCBSCBS.log >"%userprofile%Desktopsfcdetails.txt"
The file will appear on the desktop. Microsoft provides additional repair guidance for missing or corrupted system files.

Repeatedly running SFC and DISM without checking what changed can make troubleshooting difficult. Fix 3: Check the file path and digital signature
Do not replace the file yet. First determine whether Windows has a copy and whether it is trustworthy.
- Open File Explorer.
- Enter
%windir%System32in the address bar. - Look for
url.dll. - On 64-bit Windows, also check
%windir%SysWOW64. - Right-click the file and select Properties.
- Open the Digital Signatures tab.
- Confirm that the signer is Microsoft Corporation.
- Select the signature, choose Details, and confirm that Windows reports the signature as valid.
A Microsoft-signed copy in the expected Windows directory is materially different from an unsigned copy in a program folder or a temporary directory.

If a copy exists beside the affected program’s executable, do not delete it casually. An application can load a local DLL before the normal Windows copy. Microsoft documents the security risks of DLL search behavior in its DLL security guidance. Repair or reinstall the application from its official installer instead.

Fix 4: Repair or reinstall the affected application
Use this branch when Windows works normally and only one game or application reports url.dll.
- Open Start → Settings → Apps → Installed apps.
- Find the affected program.
- Select the three-dot menu beside it.
- Choose Advanced options, if available.
- Select Repair and wait for it to finish.
- Start the application again.
For a game, use its launcher’s Verify, Repair, or Verify integrity command. The exact label depends on the launcher.
If repair is unavailable or does not work:
- Back up the application’s settings or saved data if necessary.
- Uninstall the program from Settings → Apps → Installed apps.
- Restart Windows.
- Download the installer only from the application developer or publisher’s official site.
- Install the current build.
- Test it before restoring optional modifications, plugins, or old files.
Do not copy a DLL from another computer into the application folder. A private application copy may need a particular build, dependencies, or architecture supplied by the developer.
Fix 5: Check 32-bit and 64-bit compatibility
A 32-bit application needs the 32-bit dependency set. A 64-bit application needs 64-bit binaries.

On 64-bit Windows, check both locations:
%windir%System32url.dll
%windir%SysWOW64url.dll
Seeing the file in System32 does not prove that the 32-bit copy in SysWOW64 is present or healthy.
To check an application’s architecture, open its official documentation or inspect its installation folder and launcher details. Avoid forcing a 32-bit DLL into a 64-bit program directory, or the reverse. A wrong-architecture copy can produce “not designed to run on Windows” or entry-point errors.
Fix 6: Check Windows Security quarantine
Security software may remove a damaged or suspicious file, or it may quarantine a legitimate file after an incorrect detection. Never assume which one happened.
- Open Start → Windows Security.
- Select Virus & threat protection.
- Choose Protection history.
- Look for an event involving
url.dll. - Note the detected file path and action.
- Restore it only if the path was the expected Windows directory and the replacement is Microsoft-signed.
- Run a full Windows Security scan afterward.
Microsoft warns that restoring a detected item can cause Defender to detect it again unless it is explicitly allowed. Review Protection History in Windows Security before making that choice.
If the file was in an unexpected application or temporary directory, leave it quarantined and investigate malware. A quarantine event combined with an unsigned DLL is not a reason to download another copy.
Fix 7: Use System Restore after a recent system change
System Restore is useful when the error began immediately after a Windows update, driver installation, cleanup utility, or other system modification and a suitable restore point exists.
- Open Start and search for
Create a restore point. - Open the result.
- Select System Restore.
- Choose a restore point from before the error began.
- Select Next, review the affected programs, and choose Finish.
- Allow Windows to restart.
System Restore normally rolls back system files, registry settings, and installed programs without changing personal files. Restore points may be unavailable or disabled. Microsoft explains the process in its System Restore guidance.

If the file is missing or corrupted and normal component repair fails, use Windows Recovery options or an in-place repair installation. An in-place repair reinstalls Windows components while normally preserving personal files and installed applications, but back up important data first.

Use installation media that matches the installed Windows edition and architecture. Do not use a DLL extracted from a different Windows release as a substitute.
Do not use regsvr32 as a routine fix
regsvr32 is for DLLs that provide registration entry points such as DllRegisterServer. Microsoft documents that requirement in its regsvr32 reference.
url.dll is a Windows system library, not normally an ActiveX control or self-registering COM server. Running:

does not restore a missing file and may produce an entry-point error. It is not the correct response to a missing, corrupt, or wrong-architecture url.dll.
Driver and Windows Features checks
url.dll is not a device-driver DLL, so reinstalling a display, audio, chipset, or network driver is not a normal repair. Device Manager is relevant only if the original error also identifies a device or driver problem:
- Right-click Start.
- Select Device Manager.
- Expand the relevant device category.
- Right-click the device and choose Update driver.
- Select Search automatically for drivers.
- Restart if Windows installs an update.
Outbyte Driver Updater can scan for outdated drivers and identify them, while driver installation is handled by the full version; this is optional and will not replace the need to repair Windows or reinstall an application that owns the failure.
Do not enable or disable random items in Windows Features for a url.dll error. That dialog may help only when the message separately identifies a Windows feature, such as an application compatibility component. It does not reinstall url.dll by itself.

Is url.dll a Microsoft file?
Yes. Its description is Internet Shortcut Shell Extension DLL, and it is supplied as part of Windows.
Should I download url.dll from a DLL website?
No. A random download may contain malware, the wrong architecture, the wrong Windows build, or an incompatible version. It can also hide the real cause, such as component corruption or a damaged application.
Do I need Visual C++, DirectX, or .NET?
Not for url.dll itself. Reinstall those runtimes only when the error names a separate missing runtime file.
Why does only one application fail?
The application may be damaged, obsolete, incorrectly installed, or loading a private DLL from its own directory. Repair or reinstall that program before changing Windows files.

Normally no. regsvr32 url.dll is not a standard repair and does not replace a missing system component.
What if Explorer alone cannot open .url shortcuts?
That may be a broken shortcut association or browser registration rather than a missing DLL. Repair the browser or restore the relevant default application instead of replacing url.dll.
When is manual replacement acceptable?
Only as an advanced last resort using a known-good file that exactly matches the Windows release, architecture, and servicing state. For ordinary users, DISM, SFC, Windows recovery, or an application reinstall is safer.
