Riot framed its Summoner’s Rift balance work around reducing ADC presence in solo lanes and lowering the power of tank-support items. These are historical patch notes, not a guide to the current live game.
What were Riot’s goals for Summoner’s Rift?
Riot said it was taking another approach to the prevalence of ADCs in solo lanes through system adjustments, while also reducing the strength of tank-support items. The notes describe the goals and announced changes; they do not report measured results after release.
Champion adjustments were also part of the patch. Riot described these as responses to relative performance, alongside changes to items and runes.
Which champion changes stood out?
The patch changed a broad set of champions, including Caitlyn, Katarina, Kennen, Lissandra, Pyke, Ryze, Senna, Seraphine, Sylas, Twisted Fate and Varus. A few examples illustrate the direction of the adjustments:

- Ezreal: Base attack damage decreased from 62 to 60.
- Graves: Q’s cooldown was reduced at higher ranks, and its damage increased.
- Kindred: Q’s attack-speed bonus increased from 30% to 35%; E also received damage and cooldown improvements.
These figures describe patch 14.17 changes, not current champion stats or recommendations. Riot’s complete notes list the affected abilities and exact values for each champion.
How did patch 14.17 change support items and runes?
Two notable support-item changes reduced the value or impact of popular effects:

- Warmog’s Heart: Total cost increased from 3,100 to 3,300 gold, and its movement-speed bonus decreased from 10% to 5%.
- Celestial Opposition: Its slow changed from 60% for 2 seconds to 50% for 1.5 seconds.
Riot also adjusted the Absorb Life, Cut Down and Fleet Footwork runes. The patch notes provide the individual changes and their context.
What matchmaking and quality-of-life changes were announced?
Riot announced matchmaking adjustments intended to improve parity between players on and off their primary roles, reduce large LP differences among players in a match, and lessen red-side versus blue-side imbalance, particularly at higher MMR. Those are stated design aims; the notes do not establish how much the changes improved matchmaking outcomes.

The patch also included fixes involving queues, stream-sniping, Ranked restrictions and the Leaver System. For newer accounts below level 11, lane and jungle-camp arrows were added as guidance: they remain for 30 seconds or until the player leaves the fountain, whichever comes first.

Arena

ARAM
ARAM received champion and rune adjustments. Riot said it wanted to provide more rune choices suited to ARAM’s playstyle and tune runes designed around Summoner’s Rift laning.
