Live Streaming vs. Broadcasting: What’s the Difference?

Live streaming and broadcasting are not opposites. Live streaming describes delivering audio or video over the internet as it is captured; broadcasting describes distributing programming to an audience, traditionally over the air by radio or television. An internet live stream can also be called a broadcast. The distinction depends on whether you mean the timing, delivery method, audience distribution, or a specific technical or legal use of the words.

What each term means

Live streaming

Streaming describes a way of delivering media over a network so a compatible device can play it. A live stream carries a real-time event as it is captured, though viewers may receive it with a delay. Streaming can also deliver prerecorded video on demand; Apple’s HTTP Live Streaming (HLS) documentation describes both live and on-demand uses.

Broadcasting

In ordinary speech, broadcasting means sending programming out to an audience, often with a one-to-many model. The term is also used more narrowly for radio-frequency transmissions and in laws or platform-specific technical systems. The context matters: an online creator may call a live video a broadcast, while a regulator or API may use the word with a specific definition.

How live streaming and traditional broadcasting differ

The clearest comparison is between an internet-delivered live stream and traditional over-the-air radio or television. These are common patterns, not rules that apply to every service: broadcasters may also stream online, and internet services can offer scheduled linear channels.

Delivery path Uses an internet connection to deliver media to a compatible device. Uses radio-frequency transmission; reception depends on a suitable signal and receiving equipment.
Timing Can carry a live event or prerecorded, on-demand media. A live stream can have a delay. Often organized as linear, scheduled programming. The U.S. Federal Communications Commission (FCC) describes broadcast stations as offering linear programming channels.
Access Access depends on internet connectivity, device compatibility, and any service restrictions; viewers may have flexibility in where and how they watch. Access depends on receiving the over-the-air signal in the relevant area.
What the term emphasizes “Streaming” points to internet media delivery; “live” indicates that the event is happening as it is captured. “Broadcasting” points to distribution to an audience, and may refer specifically to over-the-air transmission or to a jurisdiction’s legal category.

Does “live” mean there is no delay?

No. “Live” means the event is being delivered as it happens, not that every viewer sees it instantly. Encoding, transmission, buffering, and the delivery system can all add latency. The Internet Engineering Task Force’s RFC 9317 notes that real-time delivery and latency requirements vary by application. A video call may need very low delay for conversation; a game stream or scheduled event may tolerate more. The word “live” alone does not tell you the exact delay.

Is an online live stream also a broadcast?

It can be. In everyday use, a creator sending a live match, tournament, or commentary feed to an audience is broadcasting that program in the broad sense. Calling it a “live stream” highlights its internet delivery and timing; calling it a “broadcast” highlights distribution to viewers. The labels can describe different aspects of the same event.

They may not be interchangeable in a technical workflow. YouTube’s API, for example, uses “broadcast” for an event viewers can watch as it happens and “stream” for the incoming audio-video resource and its settings. That is YouTube-specific terminology, not a universal definition.

Does streaming always mean live?

No. Streaming is a delivery method, not a timing promise. A live stream is one kind of streaming, but a movie or prerecorded gameplay video can also be streamed on demand. Conversely, a traditional broadcast can be live or prerecorded. To know whether a program is happening now, look for “live” or a schedule—not merely the word “streaming.”

Why legal definitions need a location

There is no single worldwide legal definition of broadcasting that applies to every context. In the United States, the FCC’s discussion distinguishes broadcast stations’ over-the-air linear channels from internet-delivered services. Canadian law uses a broader statutory formulation: the Online Streaming Act amended the Broadcasting Act’s definition to include program transmission by radio waves or other telecommunications. Those are jurisdiction-specific examples, not universal definitions. For a rights, licensing, or regulatory question, check the law and regulator relevant to the country and activity.
