Notices from Emerald Cruises and Viking describe low water affecting named sections of the Danube, Rhine, Main and Elbe, with changes applying to selected sailings. What happens next depends on the river reach, departure date, weather and operator’s sailing-specific decision.
Which rivers and sections are affected?
Danube
Emerald Cruises’ October 1, 2026 alert reported critically low conditions on several upper Danube sections, including closures near Pfelling and between Bratislava/Vienna and Budapest. It also reported a shipping closure at Paks on the lower Danube, which it attributed to Hungarian water-management work related to the operational safety of the Paks Nuclear Power Plant. Rhine and Main
Emerald reported low water on sections including Cologne–Koblenz, Rüdesheim–Mainz and near Mannheim. It said some stretches were unsuitable for navigation and that rainfall at the time was insufficient for meaningful near-term recovery, though conditions can change quickly after rain. The Central Commission for the Navigation of the Rhine (CCNR) had described the Rhine as experiencing an “exceptional period of low water” on September 10. Elbe
Viking’s September 30, 2026 update said selected itineraries on the Elbe, as well as the Danube and Rhine, were being modified because sections had abnormally low water. Will a cruise be canceled or changed?
Low water can lead to an itinerary adjustment rather than cancellation. The remedy depends on the sailing and the operator’s assessment; an alert’s examples are not a promise that a particular passenger will receive a specific arrangement.
- Ship swap: Viking says it may transfer guests and luggage to a sister ship beyond an affected stretch.
- Alternative arrangements: Emerald lists possible different ships or itineraries, hotel accommodation, coach transfers and revised touring.

When will passengers be notified?
Emerald said guests due to join potentially affected cruises departing through October 20 should have received an initial notification. Its October 1 alert said another update was expected around five to seven days before departure, with guests on later sailings to be contacted as conditions evolved. For any booking, use the latest sailing-specific message from the cruise operator rather than relying on a general river-level report. Emerald Cruises’ October 1 travel alert
Why a gauge reading cannot confirm a sailing
Navigability is local: river levels, closures and conditions can differ by reach and date. A gauge reading alone does not establish whether a particular vessel can pass or whether its itinerary will operate unchanged. River Water Watch’s October 3 report listed low conditions at several Rhine and Danube gauges and offered sailing-probability estimates. Those percentages are the service’s estimates, based on gauge readings, historical records and forecasts—not official predictions or guarantees for an individual departure. There is no complete Europe-wide official statistic in the available sources for the share of October river cruises disrupted. Treat claims about a general cancellation rate with caution unless they identify a dated, authoritative source and explain what it measures.
What the wider context says—and does not say
Austria’s Federal Ministry for Innovation, Mobility and Infrastructure said in August 2026 that the Danube’s low-water period was comparable to significant years 2003 and 2018, and that many river cruises were possible only with restrictions or not at all. The ministry said year-round maintenance and dredging enabled navigable depths of 1.8 metres east of Vienna and 2.0 metres in the Wachau during the conditions described. Those figures apply to the named Austrian reaches; they are not a guaranteed clearance for every cruise vessel or proof that a specific itinerary can proceed. Austria’s federal ministry release

Risk is not limited to low water. The CCNR’s April 2026 market report says high-water periods in June and September 2024 obstructed Danube river cruises. River navigability therefore needs to be assessed by reach and date, not reduced to a simple rule that higher levels always mean safer passage. CCNR 2026 market report

- Find the operator’s latest notice. Check the cruise line’s current-sailings or travel-alert page and messages sent directly about your booking.
- Match the notice to your trip. Compare the river and exact reach, departure date, notice date, and any stated ship, coach, hotel, route or excursion changes.
- Ask what applies if the notice is unclear. Contact the operator or travel adviser handling the booking for the plan for your specific departure and any applicable terms. The available alerts do not establish compensation rights.
- Recheck near departure. Conditions can change with rainfall; an earlier notice or a gauge estimate may not reflect the latest sailing decision.
Older figures that should not be mistaken for October readings
Associated Press reported that Hungary’s water authority recorded the Danube at 23 cm in Budapest on July 29, 2026, below the previous 33 cm all-time low set in 2018. AP also reported Hungarian Meteorological Service data showing 90-day precipitation totals 80–130 millimeters below multi-year averages across nearly all of Hungary. The CCNR reported 241,642 river-cruise passengers passing the Jochenstein measurement point in the first half of 2025, up 61.9% from the first half of 2024. It attributed some vessel-activity increase to the weaker comparison period, when high water disrupted Danube cruising in June and September 2024.
