You do not have to finish every mission in a step to unlock the next one: meet that step’s required mission count. However, a plan-clear reward requires clearing all seven steps, and Plan EX stays locked until you claim every mission reward through Plan IV.
How Lufel’s Business Plan missions and rewards work
SEGA’s support page explains that “Clearing the designated number of missions will unlock the next step.” In practice, step progression and plan completion are different requirements:
- Step reward: Complete the corresponding mission to receive its task reward. You do not need to clear every mission in that step just to advance.
- Plan-clear reward: Clear all seven steps in that plan to receive its completion reward.
Plan III also has a prerequisite: GameWith’s guide says Plans I and II must be fully completed before Plan III. For EX, the official Ver. 3.0 announcement specifies that every mission reward through the end of Plan IV must be claimed. Mission lists and step-by-step rewards
GameWith publishes a step-by-step mission and reward table, updated Jan. 25, 2026. For example, Plan I Step 1 includes reaching protagonist level 12 and clearing the main story “Awakening of Desire”; the listed task rewards include Meta Jewels and progression materials, and the step threshold reward includes a 4-star weapon selection box.
The complete mission wording and rewards are not established by the official sources cited here, and the detailed list is from a Japanese secondary guide. Mission conditions can differ by region or game version; use the wording shown in your game if it does not match a guide. GameWith’s Plan progression and rewards guide.

Why a Business Plan reward may seem missing
- Check whether you completed a task or the whole plan. A step task gives its own reward; the plan-clear reward requires all seven steps.
- Confirm the mission count for the next step. You only need the required number of missions to unlock the next step, not necessarily every task shown.
- Claim rewards through Plan IV if you are trying to unlock EX. The EX gate requires all mission rewards through the end of Plan IV to be claimed, not merely completed.
- Look in Bag for items that need manual use. Open Bag from the in-game smartphone menu and use the item there. Support Gifts are delivered directly and are not Bag items to activate.
- Compare a stuck objective with its current in-game wording. The official resolved-issues log records past Plan EX condition and display corrections. Check whether the text matches a documented issue before treating an old guide’s wording as definitive. SEGA support: Missing Lufel’s Business Plan rewards; Official resolved issues.
Plan EX corrections documented by the developers
The official resolved-issues page describes two historical Plan EX problems. A Palace-progress mission in Step 5 was worded as reaching 80% of the second half of the third Palace; the corrected condition was 80% of the first half. The issue was marked fixed Apr. 2, 2026.
The same log says three total Phantom Thief Rating missions—2,000, 2,450, and 2,750 points—could appear cleared even when their conditions were unmet. That issue was marked fixed Feb. 13, 2026. These are recorded fixes, not evidence that the problems are still occurring. Official resolved issues.
