The independent Commission’s ruling is a first-instance decision under appeal, not the appeal’s final outcome.
What did the Premier League Commission find?
In its 29 September 2026 summary, the Premier League said an independent Commission found Manchester City guilty of all charges related to serious financial-rule breaches over the nine seasons from 2009/10 through 2017/18. The Commission also upheld the majority of charges concerning the club’s failure to cooperate with the League’s investigation: three of the four alleged cooperation breaches, according to the League.
The League’s summary says the Commission found that sham commercial contracts and other arrangements were used to inflate reported revenue and reduce costs, that accounts were misstated, and that Premier League and UEFA spending limits were significantly breached. The Commission concluded, as quoted by the League, that “by its conduct the club clearly intended to circumvent the PL Rules”.
The Premier League says the arrangements artificially inflated revenue and reduced costs by more than £900 million over the period. That figure is the League’s account of the Commission’s finding, not an independently established estimate presented here. Richard Masters, the League’s chief executive, characterized the ruling by saying: “The core decision establishes the facts of what happened at Manchester City during this period. It details how the club systematically broke Premier League Rules for nearly a decade.” These statements describe the Commission decision; neither is an Appeal Board finding.

Why is Manchester City appealing?
City says the Commission’s opinion contains “clear material errors, of law, principle and fact and is unsafe”. The club maintains that it is innocent and says it cannot comment further while proceedings continue. Those are the appellant’s contentions, not a decision by the Appeal Board.
The club’s public statement does not set out the detailed grounds of appeal. The official updates cited here do not disclose them, so the precise legal and factual arguments City will advance are not established publicly.

What is decided, and what remains unresolved?

What punishment could Manchester City face?
The Premier League says the sanction will be considered separately after the charges were proved. Its published description of the rules lists a fine, a points deduction, and other sporting sanctions as possible outcomes. The official updates cited here do not establish which sanction, if any, will be imposed; it would be premature to present one as decided.

The Premier League describes its Judicial Panel as independent. Its Chair appoints members to an Appeal Board of three people, including a chair who should have held judicial office. The Board has wide discretion: it may allow or dismiss an appeal, or make another order, including varying the Commission’s order.

Under the League’s description of Section W proceedings, the hearing is private and confidential. The League says the appeal outcome will be published when permitted. Its public update gives no decision date, so there is no confirmed timetable for when the result will be announced.
