Microsoft said on October 25, 2022, that more than 20 million people had used Xbox Cloud Gaming to stream games “to date.” Satya Nadella made the statement during Microsoft’s fiscal Q1 2023 earnings call. It was a cumulative reach milestone—not a count of current subscribers, monthly active users, or simultaneous players.
What Microsoft actually announced
Nadella’s wording, as reported by Thurrott and MobileSyrup, was that more than 20 million people had used Xbox Cloud Gaming to stream games “to date.” The announcement came on October 25, 2022, during Microsoft’s fiscal Q1 2023 earnings conference call.
The statement did not provide a geographic breakdown, counting methodology, account definition, or explanation of how repeat users were handled. “People” suggests a user-reach measure, but Microsoft did not publish enough detail to independently determine whether every person was deduplicated across accounts or devices.
What the 20 million figure does—and does not—measure
The safest interpretation is cumulative use since Xbox Cloud Gaming launched. The figure does not establish any of the following:

- 20 million paying Game Pass members
- 20 million concurrent players
- 20 million regular cloud-gaming users

- 20 million people who played for a substantial period
Microsoft disclosed no retention rate, total hours streamed, conversion rate to Game Pass, revenue per user, or cloud-infrastructure cost. A cumulative “have used” number demonstrates reach and trial, but it cannot show how many people kept returning or became paying customers.
How quickly did Xbox Cloud Gaming grow?
Microsoft had reported more than 10 million users in April 2022. By October 25, it reported more than 20 million. Those rounded thresholds represent approximately a doubling in about six months, not a precise 100 percent growth calculation from audited user counts.

The earlier milestone was reported by MobileSyrup. Because both numbers were expressed as “more than” thresholds, the underlying totals and exact growth rate are unknown.
Fortnite likely widened the service’s audience
Fortnite became playable through Xbox Cloud Gaming as a free-to-play title. Players could stream it with a free Microsoft account instead of subscribing to Game Pass Ultimate. That removed a major barrier to trying cloud gaming and made Fortnite a plausible contributor to the increase between the April and October milestones.

The timing and access model explain why Fortnite is central to the story, but Microsoft did not disclose how many of the additional users came from Fortnite. It is therefore inaccurate to say the game caused the entire increase or to assign it a specific share.
How Xbox Cloud Gaming works
The game runs on Microsoft’s remote servers. The service sends a live video stream to the player while returning controller or touch input to the server. Supported games can therefore be played without downloading the full installation to a local device, but streaming is not the same as owning a downloadable copy.

Image quality and responsiveness depend on connection stability, latency, device support, region, and server availability. Fast download speed alone cannot eliminate delays caused by congested Wi-Fi or a long network route.
Access in 2026: devices, plans and requirements
Microsoft’s current Xbox Cloud Gaming page, checked in August 2026, lists cloud play across Windows PCs; Apple and Android phones and tablets; Xbox consoles; selected LG and Samsung smart TVs; Amazon Fire TV; selected Meta Quest headsets; and supported browsers through Xbox.com. Exact support varies by model, operating system, region, app and game.

Free access applies only to supported free-to-play games; it is not a blanket free tier for the entire catalog. Smart-TV and Fire TV support can depend on the exact model, app availability and controller pairing. A supported region is required, and Microsoft’s catalog and device list can change.
Why the milestone mattered to Xbox
The number showed that cloud gaming could bring people into the Xbox ecosystem without requiring an Xbox console. Game Pass supplied a broad subscription catalog, while free-to-play access—especially Fortnite—created a low-friction entry point. The device strategy also extended Xbox play to phones, PCs, televisions and other hardware that cannot run console games locally.
That is evidence of substantial exposure and trial. It is not evidence, by itself, of sustained engagement, profitable cloud operations, or successful conversion into subscriptions. Microsoft did not disclose those measures with the 2022 milestone.

The game is missing
Check that the title is cloud-playable, available in your region, included with your plan or eligible as an owned game, and supported on the device you are using.

The session is queued or unavailable
Try again later, check service status, or use an access plan with higher cloud priority if one is offered in your market. Installing locally is an alternative when your hardware supports it.
The picture is blurry or the game feels delayed
Use 5 GHz Wi-Fi or wired Ethernet, move closer to the router, pause competing downloads and verify that the connection meets Xbox’s speed guidance. Latency can remain high even when a speed test reports adequate bandwidth.
Controls do not respond
Re-pair the Bluetooth controller, try USB, update its firmware and confirm that the game supports touch controls if you are playing without a controller.
Browser, phone or TV access fails
Use a supported browser or the official Xbox app where available. For televisions, verify the precise model, operating system, regional app support and controller compatibility; an external supported streaming device may be needed.

Do we know Microsoft’s latest total?
No newer cumulative user total is established here. The defensible claim remains that Microsoft reported more than 20 million people had used Xbox Cloud Gaming as of October 25, 2022. Presenting that figure as the service’s August 2026 user count would turn a dated milestone into an unsupported current statistic.
The Bottom Line
More than 20 million people had tried Xbox Cloud Gaming by October 2022, roughly twice the threshold Microsoft reported six months earlier. The milestone proves significant reach—helped by Fortnite’s free access—but it does not reveal how many people were active, paying, retained or profitable users.
