Microsoft’s proposed $68.7 billion acquisition of Activision Blizzard is no longer a proposal: Microsoft completed it on October 13, 2023. The purchase gave Xbox control of Call of Duty, Warcraft, Diablo, Overwatch, Candy Crush and a broad console, PC, mobile and online-games business.
“Gaming behemoth” is a fair description of Microsoft’s expanded content and distribution power. It would be misleading, however, to call the company a gaming monopoly or assume every Activision Blizzard game became an Xbox exclusive. Regulatory remedies, platform agreements and continuing competition from Sony, Nintendo, Valve, Apple, Google and others materially limit Microsoft’s control.
What Microsoft actually bought
Microsoft announced an all-cash offer of $95 per share on January 18, 2022, valuing Activision Blizzard at $68.7 billion including the target’s net cash. The transaction covered three major businesses:

- Activision: the Call of Duty franchise, publishing operations and associated studios.
- Blizzard: PC and online properties including World of Warcraft, Diablo, Overwatch, Hearthstone and StarCraft.
- King: a major mobile-games operation best known for Candy Crush.
The strategic asset was not just a list of studios. Microsoft acquired globally recognized intellectual property, recurring online-game revenue, mobile distribution and advertising expertise, a large player base, development talent and publishing infrastructure. The announcement explicitly positioned the combination across mobile, PC, console and cloud gaming.

Microsoft completed the purchase on October 13, 2023. In its later financial statements, Microsoft reported a total purchase price of $75.4 billion, primarily in cash. That figure uses a different transaction-accounting basis from the original $68.7 billion headline valuation, which included Activision Blizzard’s net cash.

Why the deal mattered to Microsoft
Content for Game Pass
Microsoft’s Xbox strategy increasingly depends on recurring subscriptions as well as individual game sales. Activision Blizzard’s releases and established online communities could make Game Pass more attractive, while Microsoft’s distribution, data and infrastructure could expose those games to more players. That does not mean every title is in every Game Pass tier or region; catalog, platform and licensing rules vary.

Xbox was powerful on console and PC but comparatively weak in mobile games. King gave Microsoft an established mobile publisher, a global audience and expertise in free-to-play operations. The acquisition strengthened Microsoft in mobile gaming without giving it control of iOS or Android, the app stores or the devices on which those games are distributed.
Cloud and cross-device distribution
Microsoft has promoted gaming across consoles, PCs, phones, browsers and other connected devices. Owning premium franchises gives that strategy more compelling content. But cloud gaming still depends on bandwidth, latency, supported devices, regional availability, licensing and user demand.

Why regulators fought the acquisition
Regulators focused on Microsoft’s ability and incentive to use valuable content against rivals, rather than simply counting the number of studios.

Console competition
The US Federal Trade Commission argued that Microsoft could make important Activision franchises, especially Call of Duty, less attractive or unavailable on rival consoles. That could strengthen Xbox hardware and services.
Subscriptions
The FTC also examined whether Microsoft could put Activision Blizzard games into Xbox Game Pass while withholding, delaying or degrading access through competing subscription services. These were regulatory theories and allegations, not a finding that Microsoft had already carried out such a strategy.
Cloud gaming
The UK Competition and Markets Authority concluded in April 2023 that the original transaction could substantially lessen competition in UK cloud gaming. Its concern was that Microsoft could control important content and favor Xbox Cloud Gaming or restrict rival streaming providers. The European Commission likewise identified cloud-streaming risks and accepted commitments intended to widen access.

The transaction that actually closed
Microsoft did not close the deal in exactly the form originally proposed. To address the CMA’s objections, Microsoft agreed to transfer Activision Blizzard’s cloud-streaming rights outside the European Economic Area to Ubisoft for current and future Activision Blizzard PC and console games released over the following 15 years. The CMA cleared the restructured transaction on October 13, 2023.
This is a crucial qualification: Microsoft owns Activision Blizzard, but it does not have unrestricted worldwide control over cloud distribution of all Activision Blizzard games. In the European Economic Area, consumer and provider licensing commitments also allow eligible users to stream Activision Blizzard PC and console games through cloud services of their choice, subject to game, service and regional conditions.

What happened in the United States?
The FTC sought to block the acquisition. A federal court fight did not prevent Microsoft from closing, and the purchase was completed on October 13, 2023. It is inaccurate to say that the FTC approved the deal: the agency opposed it, while the transaction proceeded despite that opposition. Any later statement about the FTC’s administrative or appellate proceedings should be checked against the current docket.
Does Microsoft make Activision games Xbox-exclusive?
No automatic exclusivity followed from ownership.
Microsoft has publicly committed to keeping Call of Duty available on competing platforms through agreements and regulatory commitments. The precise duration, platform coverage, timing and commercial terms should be attributed rather than generalized. Ownership gives Microsoft publishing control, but contracts and remedies constrain how that control can be used.
Therefore:
- Microsoft controls Activision Blizzard as an owner.
- Microsoft can make publishing and release decisions within existing agreements and remedies.
- Microsoft-owned games are not automatically Xbox-exclusive.
- Existing contracts can constrain decisions for particular franchises or platforms.
Microsoft’s own European Commission fact sheet said Call of Duty would continue on Sony PlayStation; that is a company commitment, not proof that every future Activision title will be multiplatform.
Why “behemoth” is defensible
Microsoft now combines Xbox hardware and software, Game Pass, Xbox Cloud Gaming, Xbox Game Studios, ZeniMax/Bethesda, Activision, Blizzard and King. Its portfolio spans premium annual releases, persistent online worlds, PC publishing, mobile games and cloud distribution.
Microsoft reported that Xbox content and services revenue rose 50% in fiscal 2024, including a 44-percentage-point net impact from Activision Blizzard. Those are Microsoft-reported financial figures, not an independent measurement of the acquisition’s long-term success.

Why it is not control of all gaming
- PlayStation remains a major competing console and publishing ecosystem.
- Nintendo operates a separate, highly differentiated platform.
- PC distribution remains split among Steam, Epic, Microsoft, Battle.net and other channels.
- Mobile is still governed by Apple’s and Google’s operating systems, app stores and policies.
- Cloud gaming depends on infrastructure, network quality, device support, licensing and demand.
- Franchise ownership cannot guarantee a successful release or lasting player engagement.
- Regulatory remedies limit Microsoft’s control over some cloud distribution.
Microsoft gained leverage over content and distribution, not ownership of competing ecosystems.
What the deal means for players
Game Pass
Activision Blizzard content can strengthen Game Pass, but availability depends on the individual title, plan, platform and region. Microsoft’s current US cloud page lists Essential, Premium and Ultimate plans with different catalog sizes, launch timing and cloud benefits. The retrieved page displayed masked “$XX.XX/month” fields, so an exact current price should be confirmed directly before purchase.

Cloud streaming
Microsoft lists supported PCs, consoles, mobile devices, selected LG and Samsung TVs, Amazon Fire TV, selected Meta Quest headsets and supported browsers. Requirements include a supported region and device, an eligible subscription for subscription games, suitable network performance and, in many cases, a compatible controller. Not every owned game is automatically streamable.
PlayStation, Nintendo and PC
Players who already use PlayStation or Nintendo should not assume the acquisition requires a platform switch. Call of Duty commitments preserve competing-platform access, while individual Activision Blizzard titles have different release histories and licensing arrangements. PC players may encounter the Xbox app, Microsoft Store, Battle.net or Steam, depending on the game and purchase method; one subscription or launcher does not guarantee access to the entire catalog.
Who gained leverage—and who still constrains Microsoft?
Microsoft gained negotiating power with subscription services, cloud providers and platform partners. Sony remains a major console rival; Nintendo competes through a distinct ecosystem; Valve, Epic and Microsoft compete for PC distribution; Apple and Google control mobile storefronts; Nvidia, Ubisoft and other cloud providers remain relevant to streaming access. The Ubisoft remedy is especially significant because it inserted an independent distributor between Microsoft’s ownership and much of the non-EEA cloud market.
The financial and organizational test
The acquisition’s success cannot be judged solely by its purchase price or the number of famous brands. Microsoft must turn ownership into sustained releases, healthy online communities, mobile growth, subscription value and reliable cross-device access while integrating large organizations. Scale can finance development and infrastructure, but it can also increase concentration and make franchise decisions more dependent on ecosystem strategy.
For consumers, the trade-off is straightforward: the combined company may deliver more content through more services, but it also places more major franchises under one corporate owner. Whether that produces better games, lower effective costs or simply greater dependence on subscriptions remains a title-by-title and platform-by-platform question.
Verdict
Microsoft’s $68.7 billion Activision Blizzard announcement became a completed $75.4 billion accounting purchase that substantially expanded Xbox’s content, mobile reach, recurring revenue potential and cross-platform distribution. It created a gaming behemoth in strategic reach—but not a monopoly. The Ubisoft cloud-rights remedy, commitments involving competing platforms and the strength of Sony, Nintendo, PC storefronts and mobile gatekeepers ensure that Microsoft’s ownership is powerful without being unlimited.
