That argument was aimed especially at the jump in U.S. Game Pass Ultimate from $19.99 to $29.99 per month.
The situation later changed. On April 21, 2026, Microsoft cut Ultimate to $22.99 and PC Game Pass to $13.99, but said future Call of Duty games would no longer launch in either service. The result is a more complicated value proposition than the original price-hike story suggested.

What Microsoft changed in October 2025
On October 1, 2025, Microsoft reorganized Game Pass around Essential, Premium and Ultimate tiers, while maintaining PC Game Pass as the PC-focused option. The U.S. price changes were:

The executive’s “value” argument
Coverage identified Dustin Blackwell, Microsoft’s director of gaming and platform relations, as defending the increase. The argument was not simply that Game Pass contained more games. Microsoft’s position was that the subscription combined several kinds of value in one payment: a large rotating catalog, selected day-one first-party releases, cloud access, console multiplayer, in-game benefits, discounts, rewards and partner content. GamesRadar’s report summarizes that defense.
Catalog value
Game Pass lets subscribers try a rotating library without purchasing every title individually. Microsoft’s current U.S. comparison page advertises more than 500 games for Ultimate and more than 200 for Premium. Those counts are claims on the live page, not permanent specifications; they vary by region, device, plan and time. See Xbox’s comparison page.
A large catalog matters most to players who try several games each month, regularly sample titles they would not buy, or finish games before they leave the service. It matters less to someone who plays one or two familiar games and rarely uses the rest of the library.

Launch access
The strongest part of the 2025 case was access to selected qualifying first-party games on release day. A subscriber could avoid buying each included launch title at full retail price. “Day one” never meant every major game from every publisher, however, and access could differ by tier and platform.

Ultimate combines Xbox, PC and cloud features, subject to supported regions, devices, games and network conditions. That can benefit households moving between a console and Windows PC, or players using supported handhelds, phones, televisions or other cloud-compatible hardware. Cloud gaming is streamed access, not a guarantee of local-console performance; connection quality, server availability and the specific game all matter.
Benefits beyond the catalog
Microsoft also counted console online multiplayer, in-game perks, discounts, Microsoft Rewards integration and partner subscriptions among the package. The comparison page advertises “up to” $100 per year in Store value for Ultimate and “up to” $50 for Premium. Those are maximum promotional claims tied to eligible activity and terms, not guaranteed cash rebates.

Why the increase drew criticism
Ultimate’s 50% U.S. increase made the subscription’s economics impossible to ignore. Critics questioned whether benefits such as rewards, partner content or a larger catalog were useful to every subscriber, particularly when many customers paid for features they never used. Contemporary reporting captured that criticism, including PCWorld’s coverage.
There is also a difference between theoretical value and personal value. A 500-game catalog does not give one player 500 equally useful games. Time, preferred genres, platform access and how long a title remains available determine what a subscriber actually receives.
Microsoft later changed the calculation
On April 21, 2026, Microsoft announced a partial price reversal: Ultimate fell from $29.99 to $22.99 per month in the United States, while PC Game Pass fell from $16.49 to $13.99. At the same time, future Call of Duty games were removed from day-one availability in Ultimate and PC Game Pass. Microsoft said new entries would be added around the following holiday season, approximately a year after release. Existing Call of Duty games already in the catalog were not removed by that announcement. Details are in Microsoft’s Xbox Wire update.

The current Ultimate price is therefore $3 per month above the pre-October 2025 price, or about 15% higher, rather than the full $10 increase announced in 2025. The change also weakens the launch-day argument for players whose main reason to subscribe was Call of Duty.
A reported internal memo said Game Pass had become too expensive for some players and called for a better value equation. That was reported as an internal communication, not a complete public pricing policy; GameSpot’s report attributes the statement accordingly.
What the plans mean for different players
Ultimate
- Best fit: heavy Xbox and PC users, cloud gamers, households using multiple devices, and players who regularly use the broadest catalog and benefits.
- Trade-off: it has the highest recurring price, and future Call of Duty releases no longer arrive at launch.
Premium
- Best fit: console players who want a substantial catalog and Microsoft first-party games but can wait for selected releases.
- Trade-off: it does not provide the complete Ultimate package or universal launch-day access.
Essential
- Best fit: players seeking a lower-cost console entry tier and a smaller package.
- Trade-off: the library and premium benefits are more limited.
PC Game Pass
- Best fit: PC-first players who value PC access and do not need console-specific benefits.
- Trade-off: its catalog and launch policies should be checked title by title; console multiplayer has no value to a PC-only user.

Ultimate is easier to justify when you:
- Play several included games each year that you would otherwise buy.
- Need Xbox console multiplayer and also use PC or cloud gaming.
- Frequently discover and abandon games without wanting permanent ownership.
- Make real use of discounts, Rewards and included perks.
Downgrading, canceling or buying individually may be better when you:
- Mostly play one title, free-to-play games or a small set of owned games.
- Want permanent access rather than temporary subscription access.
- Rarely use the catalog, cloud gaming or cross-device features.
- Subscribed mainly for future Call of Duty launches.
Important limitations before subscribing
- Access is not ownership: when a game leaves the catalog or your subscription ends, continued play generally requires buying the game separately.
- Day-one access is selective: it depends on the game, tier and platform, and future Call of Duty games are specifically excluded from launch-day access under Microsoft’s April 2026 policy.
- Catalog counts change: advertised totals are time-, region-, device- and plan-dependent.
- Promotions renew: introductory offers can automatically continue at the regular rate unless canceled. Check the renewal page and terms on Xbox’s comparison page.
- Existing subscribers can differ: grandfathered or account-specific renewal terms mean your account page is more reliable than a general price headline.
- Rewards are conditional: “up to” amounts require eligible activity and do not function as guaranteed rebates.
Bottom line on Microsoft’s defense
Microsoft’s explanation was credible for high-usage subscribers who combine a large catalog with launch releases, multiplayer, cloud gaming and cross-device access. It was much less persuasive for occasional players, ownership-focused customers and people interested mainly in one franchise. The April 2026 price reduction improved the arithmetic, but removing day-one future Call of Duty access also removed one of the clearest reasons to choose Ultimate. Game Pass is now best judged by the specific games and features you will use, not by the catalog’s headline size.
