mshtmpgr.dll Is Missing: Trace and Repair the Legacy App

“mshtmpgr.dll is missing” means a program cannot locate or load the Microsoft library it expects. The mshtmpgr.dll error usually points to an incomplete legacy application installation, a quarantined file, or a missing Visual Basic 6 runtime component.

The safest repair is not to download the DLL from a random website. Identify the program that needs it, repair or reinstall that program, and then install Microsoft’s official Visual Basic 6.0 Service Pack 6 Runtime Extended Files package if necessary.

Which fix applies to you

Use this list to choose the right starting point:

  • The error appeared after uninstalling, cleaning, or updating a program: repair or reinstall that parent application first.
  • The program came from an older installer, CD, or software archive: reinstall it from the original verified media.
  • Windows Security recently quarantined the file: inspect Protection History before restoring anything.
  • The application’s installer is unavailable: install Microsoft’s Visual Basic 6.0 Service Pack 6 Runtime Extended Files package.
  • The error says “bad image,” “not designed to run on Windows,” or “entry point not found”: suspect a wrong-version, damaged, or incompatible DLL rather than a simple missing file.
  • The problem affects several Windows programs: check Windows component health with DISM and SFC.
  • The problem affects only one old program: focus on that application’s files, private dependencies, permissions, and compatibility settings.
  • The application is obsolete and no installer exists: recover it from a verified backup or contact its publisher. Do not assemble a replacement from unrelated DLL downloads.

What mshtmpgr.dll is

mshtmpgr.dll is a genuine Microsoft file associated with the DHTMLPageDesigner Object Library. Its description is the DHTML Page Run-time Library, and its internal name is DHTMLPageDesigner.

It belongs to the Visual Basic 6.0 Runtime Extended Files family. Microsoft classifies these as application runtime components that programs may redistribute, rather than ordinary modern Windows system files. Microsoft’s Visual Basic 6.0 support policy explains the distinction between the core runtime files and extended files.

This distinction matters:

  • It is a Microsoft component, but it is not necessarily installed on every Windows computer.
  • It is not a normal Windows 10 or Windows 11 system dependency.
  • It is not automatically evidence that Office, Internet Explorer, or Windows itself is broken.
  • It may have been installed by an old Visual Basic application, utility, editor, business program, or another legacy application.
  • The application may expect the file beside its executable or in a private runtime directory, not in a global Windows folder.

The component is 32-bit. On 64-bit Windows, old 32-bit programs run through WOW64. A 64-bit version of Windows therefore does not require a 64-bit copy of this particular DLL.

Microsoft’s current VB6 runtime extended-files manifest lists Mshtmpgr.dll version 6.1.98.16 with a size of 117,584 bytes. Older VB6 media can contain a different historical version, so do not assume that every legitimate copy has identical metadata. The Microsoft package manifest identifies the files included in the updated package.

Understand the error wording

Windows and the affected application can display several similar messages:

  • “mshtmpgr.dll is missing” usually means the loader could not find the file in the application’s search path.
  • “mshtmpgr.dll was not found” is another common missing-file variant.
  • “The code execution cannot proceed because mshtmpgr.dll was not found” means the application stopped before it could start.
  • “The program can’t start because mshtmpgr.dll is missing from your computer” is a standard Windows loader-style message.
  • “mshtmpgr.dll is either not designed to run on Windows or it contains an error” usually suggests corruption, an incompatible copy, or a dependency problem.
  • “Entry point not found” generally indicates that the application loaded a DLL, but the DLL does not contain the function or version the program expects.

The exact wording varies by Windows version and by the application that displays it. A file can exist on disk and still produce an error if it is the wrong architecture, damaged, blocked by security software, or accompanied by missing dependencies.

Before changing anything, record:

  1. The complete error text.
  2. The name and installation path of the program that fails.
  3. Whether Windows is 32-bit or 64-bit.
  4. What happened immediately beforehand.
  5. Whether antivirus software reported or quarantined a file.

Fix 1: Repair or reinstall the parent application

This is the most likely fix because mshtmpgr.dll is an application runtime component.

Use the Windows repair option

For a normally installed desktop program:

  1. Press Windows + I to open Settings.
  2. Select Apps.
  3. Select Installed apps on Windows 11, or Apps & features on Windows 10.
  4. Find the program that shows the error.
  5. Select the three-dot menu on Windows 11, or select the program on Windows 10.
  6. Choose Advanced options if available.
  7. Select Repair.
  8. Start the application again.

If Repair is unavailable or does not work, return to the same screen and select Reset only if you understand that it can remove application settings. For traditional desktop programs, use the program’s own installer instead.

Reinstall from the original source

  1. Close the affected program.
  2. Open Settings > Apps > Installed apps.
  3. Select the program and choose Uninstall.
  4. Restart Windows.
  5. Run the original vendor installer as an administrator.
  6. Start the program and test the operation that previously failed.

If the program came through a launcher, open that launcher and look for Verify, Verify files, Repair, or Scan and repair. These functions restore the application’s expected files without mixing in an unrelated DLL.

If the original application used a private copy of the runtime, reinstalling it is more reliable than installing a global runtime package. It also restores related files and registry or configuration entries that the program may need.

What success looks like

The application should start without the missing-file message, and the feature that previously failed should work. If the same error returns immediately after reinstalling, the installer may be incomplete, the file may be quarantined, or the program may need the Microsoft runtime package below.

Fix 2: Install Microsoft’s VB6 Runtime Extended Files package

When the original application installer is unavailable or does not include the component, use Microsoft’s official package:

The package includes Mshtmpgr.cab, Mshtmpgr.dep, and Mshtmpgr.dll. Microsoft’s manifest identifies the updated Mshtmpgr.dll included in the cumulative runtime package.

Installation steps

  1. Open the Microsoft Download Center page.
  2. Download the package offered for your Windows installation.
  3. If Windows displays a security warning, confirm that the download came from microsoft.com.
  4. Right-click the downloaded installer and select Run as administrator.
  5. Follow the installation prompts.
  6. Restart Windows.
  7. Launch the affected program again.

Do not assume that a successful package installation repairs every vendor-specific installation. Some old applications expect files in their own directory or require additional Visual Basic controls. If the error remains, repair or reinstall the parent application again and check whether its installer has a log or custom repair option.

Check the application’s architecture

The VB6 runtime is 32-bit. To check the Windows architecture:

  1. Press Windows + I.
  2. Select System.
  3. Select About.
  4. Read System type.

A 32-bit application can run on 64-bit Windows through WOW64. Do not copy a 32-bit DLL into System32 simply because the folder name appears to suggest system files. On 64-bit Windows, System32 is primarily the native 64-bit system directory, while SysWOW64 contains many 32-bit Windows components. Neither folder should be used as a dumping ground for application DLLs.

Fix 3: Check antivirus quarantine

Security software can remove an old DLL if its behavior resembles unwanted software. That does not prove that every flagged copy is malicious, but it also does not make a quarantined file safe to restore blindly.

Windows Security steps

  1. Open the Start menu.
  2. Type Windows Security and open it.
  3. Select Virus & threat protection.
  4. Select Protection history.
  5. Review entries related to the affected application or mshtmpgr.dll.
  6. Open the detection details.
  7. Restore the file only if it came from the known application installer or Microsoft’s official package and the source is trustworthy.

Before restoring a file, run a full scan:

  1. In Windows Security, select Virus & threat protection.
  2. Select Scan options.
  3. Choose Full scan.
  4. Select Scan now.

If the file came from an unknown DLL website, do not restore it. Reinstall the application or obtain the Microsoft package instead. A malicious file can use a legitimate filename.

After restoring a verified file, launch the application. If antivirus software removes it again, do not repeatedly disable protection. Review the detection name, update the security product, and contact the application vendor if the file is being misidentified.

Fix 4: Replace a damaged or mismatched installation

A file that exists but produces a “bad image,” “not designed to run on Windows,” or “entry point not found” error is not fixed by merely placing another copy beside it.

First, remove the damaged application through its normal uninstaller and reinstall it from a verified source. If the Microsoft runtime package was installed separately, reinstall that package afterward.

Also check the file location:

  1. Right-click the application shortcut.
  2. Select Properties.
  3. Read the path shown in Target.
  4. Select Open file location.
  5. Look for the application’s own runtime files.
  6. Do not delete or replace files unless the application’s documentation identifies them.

The application may be loading another copy from a different directory. Multiple legacy runtime versions can coexist, but replacing a vendor’s known-good private file with a different version can create new failures.

Fix 5: Use compatibility settings for very old software

Compatibility settings can help an old application run on current Windows, but they do not supply a missing DLL.

  1. Right-click the application executable or shortcut.
  2. Select Properties.
  3. Open the Compatibility tab.
  4. Select Run this program in compatibility mode for.
  5. Choose a suitable older Windows version.
  6. Select Apply, then OK.
  7. Start the application.

If the program still reports mshtmpgr.dll, return to the runtime and application-repair steps. Compatibility mode changes how Windows runs the program; it does not recreate the application’s missing files.

Fix 6: Repair Windows components with DISM and SFC

DISM and SFC are useful when Windows itself is damaged or when application installers fail because the Windows component store is unhealthy. They are not guaranteed to restore mshtmpgr.dll, because Microsoft classifies it as an extended application runtime file rather than a core Windows-shipped VB6 component.

Run DISM first

  1. Open the Start menu.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Select Yes at the User Account Control prompt.
  6. Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Wait for the operation to complete.
  2. Restart Windows if prompted.

Run SFC afterward

Open an elevated Command Prompt again and run:

sfc /scannow

Wait until verification reaches 100 percent, then restart Windows and test the application.

Possible results include:

  • Windows Resource Protection did not find any integrity violations: Windows protected files appear intact, but the application DLL may still be missing.
  • Windows Resource Protection found corrupt files and successfully repaired them: restart and test again.
  • Windows Resource Protection found corrupt files but was unable to fix some of them: repeat the DISM step, restart, and run SFC again. If the problem continues, focus on the application installer.

Fix 7: Check drivers only when the application depends on hardware

mshtmpgr.dll is not a hardware driver, so updating drivers is not normally a direct fix. Driver work is relevant when the error began after installing software for a scanner, printer, industrial device, audio interface, or other hardware and the application installer is failing around that device.

Check Device Manager

  1. Right-click the Start button.
  2. Select Device Manager.
  3. Expand the category related to the hardware.
  4. Right-click the device.
  5. Select Properties.
  6. Open the Driver tab.
  7. Note the provider and driver status.
  8. Use Update Driver only with a verified driver source.
  9. Restart Windows and test the application.

Do not remove an unfamiliar device or driver merely because it appears near the time of the DLL error. Record the device name and error code first.

Why regsvr32 usually is not the answer

regsvr32 registers DLLs and ActiveX controls that provide a registration entry point such as DllRegisterServer. It is not a general-purpose missing-DLL repair command. Microsoft documents its purpose and syntax in the regsvr32 command reference.

For a normal mshtmpgr.dll missing-file error, running this is usually irrelevant:

regsvr32 mshtmpgr.dll

It may return an error such as “DllRegisterServer was not found.” That does not mean the correct DLL is missing again. It means the file is not intended to be repaired through that registration operation.

Only register the file if the original application documentation explicitly requires COM registration and identifies the correct file. On 64-bit Windows, a 32-bit registration operation would generally use:

%SystemRoot%SysWOW64regsvr32.exe "C:fullpathmshtmpgr.dll"

Use the exact path supplied by the application’s documentation. Do not register random copies downloaded from the internet. Microsoft’s DLL registration troubleshooting guidance also notes that failures can result from missing registration entry points, permissions, or dependencies.

Why random DLL downloads are unsafe

Avoid websites that offer mshtmpgr.dll as an isolated download. Those files may be:

  • Modified or malicious.
  • The wrong version.
  • The wrong architecture.
  • Missing related dependencies.
  • Intended for a different application.
  • Unable to fix the application’s search path or installation records.

Copying a DLL into both System32 and SysWOW64 can create version conflicts and does not guarantee that the affected program will load that copy. The safe sources are the original application installer, a verified application backup, and Microsoft’s official VB6 Runtime Extended Files package.

If the official package installs but the error remains

The application may require:

  • A private copy of the runtime beside its executable.
  • Another Visual Basic control.
  • An additional DHTML component.
  • A different legacy dependency.
  • Correct permissions on its installation directory.
  • A vendor-specific installer sequence.

At that point, collect the application name, full error text, executable path, Windows architecture, antivirus history, and the event that preceded the failure. Use that information to locate the original installer or contact the application vendor.

If the program is obsolete and cannot be reinstalled, restore the complete application directory and its installer from a known-good backup. Restoring only mshtmpgr.dll is unlikely to be sufficient. If no verified copy exists, the practical solution may be replacing the obsolete application or running it in an environment maintained specifically for that legacy software.

FAQ

Is mshtmpgr.dll a Windows system file?

It is a genuine Microsoft component, but it is an extended Visual Basic 6 runtime file rather than a normal core Windows component. It may not be present on a clean Windows installation.

Is mshtmpgr.dll malware?

The filename alone cannot establish whether a file is safe. Verify its source, scan the system, and prefer the original application installer or Microsoft’s package.

Should I copy it to System32?

No. The application may require the file in its own directory, and the file is a 32-bit component. Indiscriminate copying can cause conflicts.

Will SFC restore mshtmpgr.dll?

Not necessarily. SFC repairs protected Windows system files. It does not guarantee restoration of an application-specific extended runtime file.

Do I need to run regsvr32?

Usually not. A missing or mismatched runtime library is normally repaired by reinstalling the application or the correct Microsoft package.

Why does the file appear on 64-bit Windows?

Because many old Visual Basic applications are 32-bit. They run under WOW64, which allows 32-bit programs to operate on 64-bit Windows.

What should I do if the error started after an uninstall?

Reinstall the program that stopped working, preferably from its original installer. An uninstall or cleanup utility may have removed a shared or private runtime file.
