But the readings describe survey signals—not the percentage growth of factory output—and rising costs, supply-chain pressure and uncertainty remain risks to the momentum.
What Victoria Bloom said about manufacturing
In an October 6, 2026 article, NAM Chief Economist Victoria Bloom told Sinclair Broadcast Group that the ISM and S&P Global purchasing managers’ index (PMI) reports showed continued strength in manufacturing. NAM described demand as strong across much of the sector, with U.S. demand supporting durable-goods industries.
The durable-goods examples Bloom named were electronics, appliances, electrical equipment and machinery. The article does not provide growth rates for those industries individually, so the examples indicate where demand was being seen, not how quickly each subsector was growing. What the September PMI readings show
NAM’s summaries point to expansion in both surveys, though the indicators moved differently. Their figures should be read as separate survey readings, not as directly comparable measures of output: a higher PMI in one survey does not establish that its measured manufacturing growth was greater than the other’s.

These are PMI survey index readings, not percentage changes in manufacturing output. The ISM figure edged down month to month while remaining in expansion territory; the S&P Global figure reached a multi-year high. NAM’s summaries provide the readings and context for ISM and S&P Global.
Which headwinds could slow the expansion?
Bloom identified rising input costs, supply-chain disruptions, trade uncertainty and healthcare costs as concerns. She also connected changing trade policies and conflict in the Middle East with pressure on supply chains and prices. Those are reported risks, not quantified estimates of how much any one factor has reduced manufacturing output.

NAM’s Q3 2026 Manufacturers’ Outlook Survey offers a separate view of cost expectations. Manufacturers surveyed expected raw-material and other input costs to increase 5.0% over the next year, and increased raw-material costs were their top business challenge for a second consecutive quarter. The 5.0% figure is a survey expectation, not a measured increase that had already occurred. NAM says the survey was conducted August 11–27, 2026, and publicly released in September. Why machinery imports matter to the outlook
The same survey found that 63.0% of manufacturers surveyed planned to import industrial machinery, including parts and components, during the next year for existing or planned operations. This measures stated plans, not completed purchases. It suggests investment activity is part of manufacturers’ outlook even as costs and uncertainty weigh on the picture; it is not consumer buying advice. Read NAM’s machinery-import finding.

How to read the outlook
- Expansion is the current signal: NAM’s September PMI summaries show both surveys in expansion territory.
- Strength is not universal: the reports highlight demand and production trends, but do not establish that every manufacturer or subsector is improving.
- Costs are a material constraint: survey respondents expected higher input costs, while Bloom cited supply-chain disruption and trade-related uncertainty.
- Plans are not outcomes: the machinery-import figure reflects respondents’ intentions, not completed investment.
Overall, the evidence supports a qualified reading: manufacturing activity was expanding, with demand supporting durable-goods industries, but the indicators do not guarantee that growth will continue or that its benefits are evenly distributed.
