NEET means “not in education, employment or training.” In the UK Office for National Statistics (ONS) measure, it applies to people aged 16–24 who are not employed and do not count as being in education or training. Those NEET young people are then classified as either unemployed or economically inactive, depending on whether they meet the job-search and availability tests.
What each term means
NEET: not in education, employment or training
NEET combines two questions: whether someone is employed, and whether they are in specified education or training. In the ONS youth series, a person must be aged 16–24, not employed, and not in qualifying education or training to count as NEET. The label does not say whether the person is looking for work.
ONS counts education or training when someone is enrolled and attending, waiting for a term to begin or restart, doing an apprenticeship, taking part in a government-supported employment or training programme, working or studying toward a qualification, or has had job-related training or education in the previous four weeks. Employment includes paid work and a job from which someone is temporarily absent. ONS explains the measure and terminology in its NEET release.
Unemployed: no job, actively seeking, and available
For the labour-market classification, having no job is not enough to count as unemployed. The person must have actively sought work in the previous four weeks and be available to start within the next two weeks.

Economically inactive: outside employment but not meeting both unemployment tests
A person who is not employed and does not meet at least one of those two tests is economically inactive. They may not have recently sought work, may be unable to start soon, or both. This is a broad statistical category, not a claim that everyone in it is unable or unwilling to work. Students and people caring for dependants can fall into it, depending on their education status and answers about job search and availability.
How the categories overlap
These are not three mutually exclusive alternatives. NEET describes a person’s employment and education or training status; unemployed and economically inactive distinguish two labour-market statuses among people outside employment.

- A person aged 16–24 who is not employed, not in qualifying education or training, and meets both job-search and availability tests is NEET and unemployed.
- A person aged 16–24 who is not employed, not in qualifying education or training, and fails at least one unemployment test is NEET and economically inactive.
- A person in education or training may be economically inactive, but is not NEET under the ONS measure.
As the ONS puts it: “As a result, a person identified as NEET will always be either unemployed or economically inactive.” The statement appears in the glossary for its UK NEET release.
Latest UK NEET figures
For April to June 2026, the ONS estimated that 981,000 people aged 16–24 in the UK were NEET, equal to 13.0% of that age group. Within that estimate, 393,000 were unemployed and 588,000 were economically inactive. These are seasonally adjusted Labour Force Survey estimates. See the ONS release and its tables.

The House of Commons Library describes the same quarter’s split as 40% unemployed and 60% economically inactive among NEET young people; those percentages are rounded. Its briefing provides the parliamentary context.
The ONS total was 30,000 higher than in April to June 2025 and 30,000 lower than in January to March 2026. The ONS cautions that estimates for smaller population groups are more exposed to sampling variability and advises focusing on longer-term movements rather than reading too much into small quarter-to-quarter changes.

Why published NEET figures may differ
Always check the age band, geography, reference period and data source before comparing figures. The ONS series here covers UK residents aged 16–24 using Labour Force Survey estimates. Other releases can use a different period, population or method.
For example, the Department for Education’s 2025 annual briefing reported that 7.4% of 16–24-year-olds were both economically inactive and NEET, describing that as almost three in five of those who were NEET. That is an annual DfE figure, not the latest ONS quarterly estimate. The DfE briefing sets out its measure and context.

DfE says its labour-market definitions are based on International Labour Organization recommendations, but warns that local-authority figures depend on which young people are known to authorities. Those administrative figures are not directly comparable with ONS Labour Force Survey estimates or participation-statistics releases. The DfE methodology explains the local-authority data’s limits.
A quick way to tell the terms apart
- Check employment: Is the person employed, including someone temporarily absent from a job? If yes, they are not NEET under this ONS measure.
- Check education and training: If they are not employed, do they meet the ONS criteria for education or training? If yes, they are not NEET.
- Apply the unemployment tests: If they are neither employed nor in qualifying education or training, ask whether they actively sought work in the last four weeks and can start within the next two weeks. Meeting both means unemployed; failing either means economically inactive.
These classifications describe status against statistical definitions. On their own, they do not explain why someone is NEET or establish their motivation or circumstances.
