That is a historical estimate—not a current count—and the figure describes where gamers lived, not where game revenue came from.
What did Niko Partners estimate?
Niko Partners put China’s gaming audience at 720 million people in 2020 and estimated that three-quarters lived outside the biggest cities. The figure was reported by GamesBeat on September 10, 2020; its page lists an update on June 18, 2025. GamesBeat’s report is the principal accessible account of the estimate.
In direct answer to “How many gamers in China live outside the biggest cities?”: the 2020 estimate implies about 540 million people (75% of 720 million). That is arithmetic applied to Niko’s reported estimates, not a separately reported headcount or a current measurement.
How does the city-tier finding relate to revenue?
The report used a five-tier city framework. GamesBeat said cities in tiers three through five accounted for 70% of game revenue in the study. That revenue share is a different measure from the estimate that 75% of gamers lived outside the biggest cities; the two figures should not be treated as interchangeable.

The distinction matters for market planning: audience location alone does not establish spending, revenue, or the best way to reach players in a particular city. Niko Partners president Lisa Cosmas Hanson said companies should examine differences in gaming behavior and requirements from city to city and tier to tier when targeting potential players. GamesBeat reported her statement.

Another reported number needs the same date qualification: Game World Observer said 720 million represented 51.3% of China’s population and reported Niko’s forecast of 772 million gamers by 2024. The 772 million figure was a forecast made in 2020, not a verified present-day count. Game World Observer’s 2020 report repeats that projection; it does not make it a current measurement.
